Council Person Phelps said this money will fund a Consultant
to do a community survey and work to develop a formal
Recreation Policy Plan. It deals with providing the
recreation services rather than capital construction.

Noted that there is $30,000 to fund four bicycle plans
included in four street projects, design work will be com-
pleted; 188th Connector, Macadam Road, Southcenter Boulevard,
and Interurban Avenue.
Is the Associate Planner position going to be half time or
full time? It is shown in the budget as full time, but at
present is filled part time. By the end of this quarter, the
decision will be made to replace Rick Beeler or to continue
him in the part time position. Mayor Van Dusen said he has
made the decision to keep Rick part time. He asked Council
to leave the full time position. The agreement is to review
the part time position each quarter.
Councilman Bohrer said this position was brought on board to
solve some Council planning objectives.
Council Member Harris said one of her top priorities has been
to update the annexation policy, and it still hasn't been
done.
MOVED BY BOHRER, SECONDED BY PHELPS, THAT $5,000 BE ADDED TO
EXTRA LABOR TO COVER THE EFFORT CURRENTLY PERFORMED BY RICK
BEELER ON HALF TIME FOR THE FIRST QUARTER. MOTION CARRIED.
Councilman Bohrer said he made the motion with the hope that
we can move out and get that other planner on board to do
some of these functions the Council has been looking at for
the past two years.
