JAMES HANEY, City Attorney; MAXINE ANDERSON, City Clerk: BRAD COLLINS Associate Planner; ALAN DOERSCHEL, Finance Director; ROSS ERNST, Senior Engineer; BYRON SNEVA, Public Works Director; DON WILLIAMS, Parks and Recreation Director. Mayor Mayor Van Dusen introduced an Issues and Options paper on the City contracting with Fire District #1 for Council consideration. MOVED BY MORGAN, SECONDED BY DUFFIE, THAT THIS ITEM BE REFERRED TO THE PUBLIC SAFETY COMMITTEE. MuT1ON CARRIED. Byron Sneva, Public Works Director, reported that the City spent a total of 396 man -hours on maintenance of streets during the recent snow fall. Of that, 176 hours were over- time. The crew used 40 tons of sand and 1 to 2 tons of salt on the City Streets; now, they have to sweep it all up again. Don Morrison, City Administrator, announced that the Southcenter Rotary donated a bench for one of the City Parks. He reported on the arbitration with the Firefighters. The City proposed 32% wage increase for 1985. The arbitrator ruled that 32% across the board wage increase was an equitable salary adjustment. The firefighters are con- sidering appealing this decision. He said Finance would like to close the 1985 book without carrying this over. With Council concurrence they will implement the 32% wage increase. This will be discussed further under new business. a. Approval of Minutes: November /8, 1985 b. (Corrected 12/16/85) NEW BUSINESS Arbitration with Firefighters ADJOURNMENT 8:30 p.m. Mayor Van Dusen explained that the Public Hearing on the pro- posed budget for 1986 and on the use of Federal Shared Revenue Funds is required by law. He declared the Public Hearing open for audience comments. There being no input from the audience, Mayor Van Dusen closed the Public Hearing. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. Attorney Haney read an ordinance of the City of Tukwila, Washington, levying the general taxes for the City of Tukwila in King County for the fiscal year commencing January 1, 1986 on all property, both real and personal, in said City which is subject to taxation for the purpose of paying sufficient revenue to carry on the several departments of said City for the ensuing year as required by law. MOVED BY HARRIS, SECONDED BY PHELPS, THAT ORDINANCE NO. 1374 BE ADOPTED AS READ.* Rate Specified in Ordinance: 2.720 $2,257,653 .165 (Special Golf Crse.) 130,000 2.885 Total $2,387,653 Council President Bauch said Council has no business raising the Real Estate Taxes. If there was no lid, we would not be raising taxes and probably would not have raised them for the past five years. Council Member Phelps commented that in the future years, if we took this action today and then had to come back and ask for an increase in taxes, we would be severely criticized for having taken this action. The property taxes we collect are our "bread and butter" taxes. The future of sales tax is in jeopardy everytime the legislature meets. Proposed Ordinance MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE PROPOSED Adopting 1986 Budget ORDINANCE ADOPTING THE 1986 BUDGET BE MOVED TO THE NEXT REGULAR MEETING. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY SIMPSON, THAT COUNCIL CONCUR WITH ADMINISTRATION AND THAT THE ARBITRATOR'S DECISION BE IMPLEMENTED IN 1985. MOTION CARRIED.
