BENNATTS Shift: B Employee ID: 1142 Report Date: 04/21/99 Member Signature: Officer in charge: Page 1 TUKWILA FIRE DEPARTMENT INCIDENT REPORT NARRATIVE Date: 04/20/99 Incident: 99-001266-000 E53 was dispatched to a sheen on the river accompanied by a strong odor of diesel oil. Upon arrival at Furniture World a oil sheen was visable over most of the river. An attempt was made to determine the source of the oil spill. E51 was added to check the south end of the city, by checking the 180th St. bridge. E53 checked Fort Dent Park bridge and found no sheen. Near Riverside no generalized sheenwas found but there were small amounts of oil in the river. I determined that the spill had subsided but that it must have been in the area of 143 St. We investigated Western Cascade at 6440 So. 143 St. which is located next to the river and where mobile fuel tanks are repaired. The Shop manager indicated that they had washed out a tank today but there was a system to handle the rinse from the tank that should only end up in the saintary sewer. Norman Graves showed me the system which consisted of several stages. I observed a number of areas where oil sheen was present from the system on surface water. I advised the Night service manager that I believed that their operation was the possible source of the spill and I advised him to have the system checked out to make sure it wasnt compromised in any way and allowing rinsings to enter the River. I also advised management that TFD Fire Prevention Office would be notified and possibly someone would stop by to evaluate the system and check it for proper funtioning. Robert B.
