Any owner or authorized agent who intends to construct, enlargealter, repair,
move, demolish, or change the occupancy of a building or structure, enlarge,
alter, repair, remove, convert or replace any electrical, gas, mechanical or
plumbing system, the installation of which is regulated by this code, or to cause
any such work to be done, shall first make application to the building official and
obtain the required permit.
According to King County Recordsthis property was sold to the current owner
earlier this year. The real estate listing for that sale indicated that the property
featured one house and one detached garage. Specifically, the listing described
the property aS:
"Beds '3,Baths '1(1full ),1,22Osqft, Calling INVESTORS or
MECHANICS!! Lots of garage space here. Large, detached garage
(fits 4 cars). Located on corner lot on dead end street. Located
near new homes that sold in the high $500K & $600K range. Three
bedroorns that are good sized. Large kitchen with a Iarge pantry.
Spacious living room. Newer insuiated windows. EZ access to
freeways. Waiking distance to Tukwila Comrnunity
Center."(Emphasis added).
According to photos of the property on the King County Assessor's
Localscape / Analytics from April 14, 2021 and Google Street View from
September 2018, the detached garage on the property did not have
windows or a standard entrance door.
Recently, 1 discovered this property is, once again, for sale according to
Redfin and Zillow Real Estate web sites. The web sites clearly indicated

that the property now featured two houses—instead of one house and
one detached garage. The websites described the property as:
"This amazing opportunity is awaiting a new owner. Two homes
for the price of one. Live in one and rent the other. Both homes
have been fullV remodeled. New siding, new roofing, new
flooring, new water heaters, new appliances, new kitchen
countertops, new cabinets, new bathrooms with tile surround
and beautiful modern glass doors, alt new plumbing and
electrical. New fence and beautifutly Iandscaped. This beautiful
home sits on a corner lot and a dead-end street. Close to
freeways, shopping, waiking distance to Tukwila Cornmunity
Center and rnuch more. Hurry this income producing investnient
won't last long." (Emphasis added)
In addition, according to the photos on both Zillow and Redfin real estate listings,
the detached garage structure now has windows and a standard entrance door on
the front of the garage.
Researching the City's permit tracking system, I did not find any permits applied for
or issued for the complete remodel of the house and the cornplete remodel /
conversion of the detached garage.
1. Submit a Single-Farnily Residential Rernodel and Addition permit
application and cornplete plans for the Primary Residence and the
Detached / Converted Garage.
2. Additional permits required, which include but not liniited to, Electrical,
Plumbing &Gas, and Mechanical. Please contact the Department of
Community Development at 206-431-3670 and ask to speak with a
Building Plans Examiner regarding additional permit requirements for the
house and detached converted garage.

NOTE:
For the Conversion of the Detached Garage into an Accessory Dwelling Unit (ADU), please contact the Department
of Community Development at 206-431-3670 and ask to speak with a Planner regarding the complete
requirements for an ADU. Below is a partial explanation for the requirements of an ADU.
What is an ADU?
An. Accessory Dwelling Unit (ADU) is a small, self-contained residential unit with its own kitchen and
bathroom built on the same lot as an existing single family home. Examples of ADUs include: an
apartment over a garage, a basement apartment, and an addition to an existing home. These are
sometimes called mother-in-law apartments.
Can [add an ADU to my house?
ADU's are allowed in residential zones if they comply with the standards listedbelow and meet the
Building Code.. Tukwila City Council adopted criteria for ADUs to ensure that the new units fit with the
neighborhood and do not take away from the character of Tukwila's residential areas.

Tukwila's current standards for ADUs are:
1. Detached ADUs are aUowed under the foilowing conditions:
• Not atlowed if there is an attached ADU on, site (only 1 ADU per parcel)
• Minimum lot size of 6,500 square feet
• Unit may be up to 800 square feet
• Detached units must be set back at least as far from the Street as the main house. This would
not apply to the second front of a through or comer lot, where the unit is incorporated into an
existing structure such as a detached garage or where the main house is set back at least 60
feet from the front property line,

Height limit is 20 feet except for apartments built over a garage which may be up to 25 feet
tall. Building height is calculated from the mid -point of any elevation change across the
footprint of the house to the rnid-point of the pitched roof.
Z. Attached ADUs may occupy 40% of the square footage of the house up to a maximum of 1,000
SF, whichever is ess. An attached garage would not count toward the overall square footage of
a house when calculating the allowed size of an attached ADU. For example, in a house with
Z'VDOsquare feet ofliving area and a40Usquare foot garage only the tiving area wou(d be used
to calculate that an ADU coud occupy 800 square feet (40%) of the total house.
3. There 15 00 minirnum lot size for attached 4VOs.
4. Owrer occupancy is required for one unit on site, either the house or ADU.
5. The parking requirement is 1 off- treet space per bedroom.
6. ADUs should he designed and located to minimize the impact on adjacent development by
avoiding window and door pFacement across frorn opernngs on neighboring structures and use
of fences ancl Iandscaping for screening.
7. ADUs may not be rented for less 30 days and must rneet the
LycenseregLuircmonts if the occupant is charged rent.

NOTICE OF VIOLATION AND ORDER - PerTMC § 8.45.070
Appeal Instructions
A person may, within ten days of being served this notice, file with the Tukwila City Clerk a
written notice of appeal along with payment of the $300 appeal fee, containing the following:
1.The Code Enforcement case file number;
2.A brief statement setting forth the names, mailing address(es), and legal interest of each of the
persons appealing this notice and order;
3.A brief statement of the specific order or action protested, together with any supporting facts;
and
4. A brief statement of the relief sought, and the reasons why it is claimed that the notice and order
should be reversed, modified, or otherwise set aside.
Any appeal of this Notice of Violation and Order must be filed WITHIN 10 DAYS of being served this
notice. There will be no other opportunity to appeal this order, and noncompliance with this order
may result in further legal action.
