The analysis includes both predicted ground level exposures as well as rooftop exposures. Executive Summary Site analysis using the RoofView® software program and antenna type and emissions data supplied by Sprint and Verizon Wireless indicate that the site is in excess of the FCC Occupational exposure limits in close proximity to the Verizon Wireless antennas. RF trained individuals should remain at least 10 feet from the front of the antenna screen as a precaution and access to the roof should be locked to prevent inadvertent access to untrained individuals. The calculations for outdoor ground level locations indicate that the Verizon Wireless antennas combined with the existing Sprint antennas are in compliance with the FCC general population limit as the maximum ground level outdoor exposure is less than 21% of the limit. Site Description The project consists of adding 700 MHz LTE, 850 LTE, PCS and 2100/AWS antennas to three sectors. Appendix 2 shows a Google MapsTM view of the building while Appendix 1 shows the locations of the antennas. The Verizon and Sprint antennas are on the roof of the building with their centers at an elevation of approximately 36' above grade for the antennas. The Verizon Wireless data was supplied by K Taylor, Verizon RF Engineer' while the Sprint data was not available so the Sprint data from a nearby building housing Sprint antennas was used. Based on www.antennasearch.com, all other RF transmitters in the area would not affect the present compliance assessment for this current exposure. Modeling Tables 1 display a summary of the input parameters used in the RoofView Software. The data sheets shows 24 RF emitters on the rooftop while the gamma sector for Verizon Wireless is mounted on the side of the building. The combined emitters are accomplished through the use of four frequency bands (for Verizon Wireless) as noted in Tables 1. Tables 1 also displays the input power in watts used for the rooftop modeling, the antenna location, the aperture height of the antennas, the antenna gain, and the band width and relative direction that the antennas are pointing. Appendix 1 shows a drawing of the roof top locations near the antennas where the small areas in blue could exceed the FCC occupational exposure limits. Access to the roof housing the Verizon Wireless antennas should be locked to prevent inadvertent access to untrained individuals and yellow FCC caution signs should be placed at the roof access and near the Verizon Wireless antennas. RF signal levels on the roof were calculated using RoofView© obtained from Richard Tell Associates.2 This is a standard modeling program that is widely used and accepted in the industry to determine RF exposure from antennas, including panel antennas for cell sites. Outdoor Ground Level Exposure Evaluation Equation 6 of OET Bulletin 653 is used as the basis for the calculations as it considers a truly worst case prediction of power density in an outdoor environment in which 100% of incoming radiation is assumed to reflect off a ground surface, resulting in a doubling of the predicted field strength and a four fold increase in power density. The predicted upper limit exposure is 0.16 mW/cm2 or 21% of the FCC general public exposure limit. These reports have been critically reviewed by numerous independent panels, most recently the IEEE (formerly Institute of Electrical and Electronics Engineers) and the International Commission on Nonionizing Radiation Protection. These groups have affirmed existing health standards, or have developed and proposed standards for exposure to RF energy that are broadly similar to the FCC limits. -5— Conclusions/Recommendations September 13, 2018 Site analysis using the RoofVew® software program and antenna type and emissions data supplied by Sprint and Verizon Wireless indicate that the site is in excess of the FCC Occupational exposure limits in close proximity to the Verizon Wireless antennas. It should be noted that wireless technology is changing rapidly, and companies including Verizon Wireless are frequently upgrading and introducing new services, and updating existing services to new technologies. Consequently the calculated exposure levels in Table 2 are based on current design data which may change in the future. However, as shown in Table 2, the RF exposure levels are a fraction of the FCC exposure limits and any foreseeable upgrades to the site in the future are highly unlikely to affect its compliance with safety limits. However, compliance after major changes to the site should be established based on current design information. Certification I hereby certify the following: 1. I have read and fully understand the FCC regulations concerning RF safety and the control of human exposure to RF fields. 2. Also am sending you the revised NIER which takes into account the cumulative effects, as requested. There is a manual shut off valve at the ground level, but the battery backup is still in place. I am told by Verizon Wireless that fire normally contacts the NOC and the NOC can deactivate the AC/DC back up within a matter of minutes. Here is what Verizon said: In case of emergency, the fire department will call the NOC who will contact the on-call NA person who will kill the power to the antennas. The base station will be off but the router will stay on. This will occur within a few minutes of the fire department call. The concern for the fire department is when the fire department accesses the roof, it is typically done from an aerial from the corner of the building. Additionally, in the event of a fire the roof would most likely be smoke covered and the barriers would not be visible. The question I would like answered is, how long from the time the fire department would place a call would the antennas be turned down? 1 I know most jurisdictions do not have cell carriers provide roof exposure reports. But Tukwila is aware of the risks associated with RF as we have dealt with Boeing projects in the past and were educated during that process. That is why Tukwila requires the switch for our use only. If you visit the KNOX company web site https://www.knoxbox.com/remote-power-box/ you will see a EPO switch that other cell carriers have used. I will wait to here what the time is for the antenna's to be turned down. We've spoken to the RF engineers at Verizon and offer the following: A new EM study is in progress. We will add the barrier lines on the plans that show the areas of exposure. Barriers will also be installed on the roof, most likely paver with painted yellow lines. Plans will be revised to reflect all that. Verizon will provide a NOC number for the fire department/ER to call and request the antennas be turned down if they are going to be within the barrier area — which will be marked on the roof. Our client has never heard of a switch to turn off the power and doesn't believe they do so, the policy to is provide the contact info so the carrier can be notified and the site lowered or turned off as needed. Please let me know if this works for the City. Thanks! I approved the land use, but you will be required to install an approved switch to allow the fire department to turn off the antennas during an emergency if roof top operations are required. This condition can be removed if you provide a roof top exposure report that indicates the RF exposure is within permissible limits. If you have any questions please let me know.
