CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:09 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Dennis Robertson, Verna Seal, Allan Ekberg, Kathy Hougardy, De'Sean Quinn, and Kate Kruller. CITY OFFICIALS Jim Haggerton, Mayor; David Cline, City Administrator; Rachel Turpin, Assistant City Attorney; Bruce Linton, Assistant Police Chief; Bob Giberson, Public Works Director; Evelyn Boykan, Human Services Manager; Mary Miotke, Information Technology Director; Kimberly Matej, Council Analyst; Christy O'Flaherty, City Clerk. SPECIAL PRESENTATIONS Community Schools Collaboration Update Ron Asher, Community Schools Collaboration Associate Director Evelyn Boykan, Human Services Manager, introduced Community Schools Collaboration (CSC) staff members Ron Asher, Associate Director, and Deborah Salas, Executive Director. The Community Schools Collaboration exists to provide children and youth with opportunities to succeed in school, to develop high aspirations, and to create a better world. The vision is that all children and youth reach their full potential and realize their dreams. CSC serves K -12 students and families in Tukwila, SeaTac, and White Center. Mr. Asher utilized a Powerpoint presentation to provide the CSC semi annual review. Key highlights included: The 2011 income for CSC was $374,970, with funding coming from the Office of the Superintendent of Public Instruction (OSPI), the City of Tukwila, Tukwila School District, Program Service Fees, Partner Contributors, and Foundations /United Way. The 2011 expenses for CSC were $386,522, with 85% of funding going to expanded learning. Other services included community outreach, health, administration and evaluation. Student Outcomes included: Increase in homework completion and turn -iri Increase in teacher satisfaction with quality of homework Improved student attitudes toward school Partnerships: LensCrafters in Tukwila provided free eye exams and eyewear to 19 Tukwila School District students. Challenges: Diversification of funding to sustain the organization. CSC will continue to grow individual /organizational support and investment by seeking involvement by the business community, increasing corporate sponsorships /donations, and strategically expanding the Board of Directors. Tukwila City Council Regular Meeting Minutes March 19, 2012 Page 2 of 4 The Councilmembers commended Mr. Asher and Ms.Salas for the invaluable work they are doing in the Tukwila community and thanked them for the excellent presentation. APPOINTMENTS a. Confirm the appointment of Jennafer Price Cargill to Position #3 on the Human Services Advisory Board, with a term expiring 4/30/15. MOVED BY SEAL, SECONDED BY QUINN TO CONFIRM THE APPOINTMENT OF JENNAFER PRICE CARGILL TO POSITION #3 ON THE HUMAN SERVICES ADVISORY BOARD, WITH A TERM EXPIRING 4/30/15.* Ms. Cargill relayed that she has been an active member of the community for some time and looks forward to the opportunity to serve on the Human Services Advisory Board. *MOTION CARRIED 7 -0. The Councilmembers and Mayor thanked Ms. Cargill for her willingness to serve the community. b. Confirm the re- appointment of Lynn Churchill to Position #7 on the Community Oriented Policing Citizens Advisory Board (COPCAB), with a term expiring 3131/16. MOVED BY QUINN, SECONDED BY DUFFIE TO CONFIRM THE RE- APPOINTMENT OF LYNN CHURCHILL TO POSITION #7 ON THE COMMUNITY ORIENTED POLICING CITIZENS ADVISORY BOARD, WITH A TERM EXPIRING 3/31/16. MOTION CARRIED 7 -0. Ms. Churchill expressed thanks at being a part of the COPCAB, and she was congratulated by the Council and Mayor on her re- appointment. CITIZEN COMMENTS There were no citizen comments. CONSENT AGENDA a. Approval of Minutes: 3/5/12 (Regular) b. Approval of Vouchers: #359969- 360076 and #120300 120301 in the amount of $2,153,656.14 MOVED BY DUFFIE, SECONDED BY ROBERTSON THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7 -0. UNFINISHED BUSINESS a. Authorize the Mayor to sign Amendment No. 1 to the Municipal Stormwater Capacity grant agreement with the Washington State Department of Ecology in the amount of $50,000.00. MOVED BY ROBERTSON, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO SIGN AMENDMENT NO. 1 TO THE MUNICIPAL STORMWATER CAPACITY GRANT AGREEMENT WITH THE WASHINGTON STATE DEPARTMENT OF ECOLOGY IN THE AMOUNT OF $50,000.00. MOTION CARRIED 7 -0. b. An ordinance to adopt the 2012 and all subsequent editions or amendments of the Standard Specifications for Road, Bridge and Municipal Construction. MOVED BY EKBERG, SECONDED BY HOUGARDY THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7 -0. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, REPEALING ORDINANCE NO. 2284, AS CODIFIED AT TUKWILA MUNICIPAL CODE (TMC) CHAPTER 16.34; REENACTING TMC CHAPTER 16.34, "ROAD, BRIDGE AND MUNICIPAL CONSTRUCTION SPECIFICATIONS," TO ADOPT THE 2012 AND ALL SUBSEQUENT EDITIONS OR AMENDMENTS OF THE STANDARD SPECIFICATIONS FOR ROAD, BRIDGE AND MUNICIPAL CONSTRUCTION; SETTING NUMBER OF COPIES TO BE HELD FOR PUBLIC REVIEW; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. MOVED BY DUFFIE, SECONDED BY HOUGARDY THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. MOTION CARRIED 7 -0, TO ADOPT ORDINANCE NUMBER 2367. c. Authorize the Mayor to sign Contract Supplement No. 2 with CH2M Hill for the Tukwila Urban Center Access (Klickitat) Project in the amount of $81,047.80. MOVED BY EKBERG, SECONDED BY HOUGARDY TO AUTHORIZE THE MAYOR TO SIGN CONTRACT SUPPLEMENT NO. 2 WITH CH2M HILL FOR THE TUKWILA URBAN CENTER ACCESS (KLICKITAT) PROJECT IN THE AMOUNT OF $81,047.80. MOTION CARRIED 7 -0. REPORTS a. Mayor Mayor Haggerton commended Police Department detectives and staff for their work related to the death of a teenager in the Allentown area. b. City Council Councilmember Robertson referenced the Community Emergency Response Team (CERT) training coming up in May and inquired if there was interest from Councilmembers in attending the course. Councilmember Kruller expressed interest in attending. Councilmember Hougardy commended Police Officer Lisa Harrison for her work with parent groups at Showalter Middle School. Additionally, she reported that the Renton Area Youth Services (RAYS) organization has a very strong presence in the City of Tukwila and does great work in helping youth in the community. Councilmember Kruller indicated that there will be a bowling event to "Strike Out Against Hunger" at Acme Bowl in Tukwila, this Saturday, March 24, 2012. The proceeds will go to the Tukwila Pantry food bank. The Tukwila Pool group will have a team in the event, and she would like the Councilmembers to form a team as well. She thanked Mary Miotke, IT Director, for her work with Tukwila Rotary, which helps sponsor the event. c. Staff David Cline, City Administrator, referenced the City Administrator Report that is part of the Council packet. d. City Attorney There was no report. e. Intergovernmental Kimberly Matej, Council Analyst, distributed minutes from past Finance and Safety Committee meetings (10/18/11, 11/22/11, 12/6/11) regarding non represented employees' salaries and benefits. Tukwila City Council Regular Meeting Minutes March 19, 2012 MISCELLANEOUS Page 4 of 4 Council President Seal referenced the trip to Washington D.C. in May to meet with federal legislators. She asked Councilmembers if they were interested in attending this year. Councilmembers Quinn and Kruller responded in the affirmative. Kimberly Matej, Council Analyst, relayed that Councilmember Quinn attended last year, and it may be beneficial to have that familiarity in Washington D.C. this year. Mayor Haggerton reminded the Council of the Drug Abuse Resistance Education (DARE) graduation event on March 22, 2012. Councilmember Quinn thanked Councilmember Hougardy for the on -going communication to raise awareness about community issues. Councilmember Ekberg referenced the City Administrator Report on Page 21 of the packet as it relates to hosting a gathering of Metropolitan Park District (MPD) staff. David Cline, City Administrator, relayed that Rick Still, Parks and Recreation Director, has convened a meeting of staff members from other area MPDs for networking purposes.
