order by the Mayor, Charles O. Baker, at 8 :00 P.M. Councilmen present
were Stan Minkler, A. G. Radford, E. W. Ives and Jerry Hamilton.
The minutes of the November meeting were read and approved as read.
Mayor Baker thanked those who had helped to inform voters of the
election to advance to Third Class City, stating their aid was
appreciated.
A letter was read, suggesting re- activating the Associationrof
Valley Cities. The Council voiced their approval of this proposal.
Current bills were examined and vouchers signed. Mr. Minkler moved
all bills approved by the Finance Committee be allowed and warrants
Brawn for their respective amouhts, seconded by Mr. Ives and carried.

Mayor Baker announced the resignation of Mr. Duxbury as Director
of Civil Defehse. Mr. Ives moved the resignation be accepted, seconded
by Mr. Hamilton and carried. Mayor Baker appointed Mr. Walter F. Frey
as Director of Civil Defense. Mr. Minkler Council approve this appoint-
ment, seconded by Mr. Radford and carried.
Mr. Ives movedOrdinance No. 344, accepting an easement from the
City of Seattle for construction of water mains and sewers, be placed
on itssEe t. reading, seconded by Mr.Hamilton and carried. Mr. Ives
moved Ordinance No. 344 be placed on its third reading anf final
passage, seconded by Mr. Radford and carried.
Mr. Radford moved Ordinance No. 345, creating a Civil Service for
the Police, be placed on its first reading, seconded by Mr. Hamilton and carried. Mr. Hamilton moved Ordinance No. 345 be placed on its I.
second reading, seconded by Mr. Radford and carried. Mr. damilton
moved Ordinance No. 345 be placed on its third reading and final
passage, seconded by Mr. Radford and carried.
Mr. hamilton moved Ordinance No. 346, establishing a Municipal court,
be placed on its first reading, seconded by Mr. Radford and carried.
Mr. Ives moved Ordinance No. 346 be placed on its second reading,
seconded by Mr. Hamilton and carried. Mr. Radford moved Orainance No.
546 be placed on its third reading and final passage, seconded by Mr.
Ives and carried.
Mr. Minkler moved Council hold a public hearing on Tukwila Arterial
Street #grogram. on December 28, 1961, at 8 :00 P.M. in the Tukwila Town
Hall, seconded by Mr. Radford and carried.
Mayor Baker recessed the meeting at 9 :45 to meet at 8 :00 P.M. on
Decembet 11, 1961.
