HomeMy WebLinkAboutRes 1227 - Urban Center and Manufacturing Industrical Center City of Tukwila Washington Resolution No. 1227 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, NOMINATING TO THE GROWTH MANAGEMENT PLANNING COUNCIL AN URBAN CENTER AND MANUFACTURING /INDUS- TRIAL CENTER IN THE CITY OF TUKWILA. WHEREAS, RCW 36.70A.210 (Growth Management Act) requires King County adopt county -wide planning policies; and WHEREAS, King County, Seattle and the suburban cities and towns established a process for the development of such county -wide planning policies by interlocal agreement; and WHEREAS, on July 6, 1992 King County adopted county -wide planning policies by Ordinance No. 10450; and WHEREAS, the adopted county -wide policies contain the strategy for choosing a few Urban Centers and Manufacturing /Industrial Centers in which to concentrate future growth; and WHEREAS, Seattle and suburban cities and towns are to consider by October 1, 1992 nominating themselves for one or more of these centers, pursuant to Ordinance No. 10450, and finalization of those nominations can only occur after the future completion of the county -wide planning policies; and WHEREAS, King County Ordinance No. 10450 provides for future amendment, revision and completion of the county -wide policies and the fiscal analysis and supplemental EIS; and WHEREAS, time exists for only a superficial evaluation of the complex issues and incomplete information upon which to form only a preliminary recommendation pending receipt of the completed county -wide policies, fiscal analysis, supplemental EIS and Tukwila's comprehensive plan, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The City of Tukwila, acting pursuant to King County Ordinance No. 10450 and the process for revision of the county -wide planning policies and gathering of additional relevant information, hereby nominates to the Growth Management Planning Council an Urban Center and a Manufacturing /Industrial Center in Tukwila as shown in attached Exhibit A. Section 2. The City of Tukwila, based upon the belowmentioned conditions, intends and commits to meeting the Center's criteria to be revised, amended or supplemented in the process of King County Ordinance No. 10450. Section 3. The nomination is conditioned upon: 1. The process outlined in Ordinance No. 10450, 2. Completion of Tukwila's comprehensive plan with the centers pursuant to the Growth Management Act and final county -wide planning policies, 3. The exact boundaries of the nominated centers being established by the City Council, 4. A commitment by METRO to provide the required service to the centers, 5. Adoption of a regional infra structure financing strategy that supports Tukwila's centers, 6. Cities with centers being given voting seats on the Puget Sound Regional Council for land use, transportation and infrastructure decisions, and 7. Retail customers and residents of the urban centers not be charged for parking.
