Repealed by Res 1310 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, MODIFYING RESOLUTION 1163
AND ADOPTING A REVISED HUMAN SERVICES POLICY.
WHEREAS, human services needs of people in society are growing, and
WHEREAS, support for human services from traditional sources such as the
federal and state government has been shrinking in recent years, and
WHEREAS, the City of Tukwila wishes to assure the health, safety and well -being
of Tukwila citizens, and
WHEREAS, an approach is needed to meet both emergency and on -going services
needs,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, DO HEREBY RESOLVE AS FOLLOWS:
Section 1. The mission of Tukwila human services is to provide assistance to the
community in accessing human services which promote the health, safety and well-
being for Tukwila residents by:
a) assessing needs,
b) coordinating efforts,
c) developing programs and,
d) planning strategically to meet long range objectives.
Section 2. The following policy statements shall guide the provision of human
services in Tukwila:
a) Community involvement is critical to an effective human service policy /plan.
b) Education and prevention are important components of a human service
policy /plan.
c) An appropriate amount from the General Fund should be designated for the
provision of local human services based on needs assessments and delivery
systems that are available.
d) Periodic needs assessments and program evaluation will determine the
direction of the human service policy /plan.
e) Access to services including information and referral is central to the City's
role as a facilitator and advocate for all citizens.
f) Direct human services will be provided through a combination of City staff
and contracts for services.
g) The human service policy /plan will be integrated into all City policy
development and provision of services.
h) Tukwila will work with other local governments and service agencies to
enhance regional responses to human service needs.
i) Partnerships in the funding and provision of services are encouraged.
j) Coordination with provider agencies is encouraged to maximize delivery of
human services and minimize non productive activities.
k) There will be an administrative policy to guide the annual recommendations
for funding.
Section 3. To promote stability, continuity and provision of basic services in the
City's Human Services program, the following policies will apply:
a) The Office of Human Services will develop a conceptual model that allows a
core group of agencies which address basic services, to apply for funding on a
biannual basis, contingent on satisfactory performance in their previous contract
period.
b) Beginning with the City's 1994 budget, the Human Services budget will be
allocated on a biannual basis for the core group.
