HomeMy WebLinkAboutRes 1235 - Oppose Reduce Available Hours for Public Use of Swimming PoolsCity of Tukwila Washington Resolution No. 1235 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, EXPRESSING STRONG OPPOSI- TION TO THE DECISION BY KING COUNTY TO REDUCE AVAILABLE HOURS FOR PUBLIC USE OF COUNTY SWIMMING POOLS LOCATED WITHIN CITY BOUNDARIES. WHEREAS, King County owns and operates swimming pools located within the boundaries of suburban cities; and WHEREAS, in an effort to decrease a financial shortfall in the King County 1992 budget, King County is considering a reduction of available hours for public use of County owned pools which are located within the city limits of cities located within King County, and WHEREAS, King County is not reducing the available hours for public use in County owned swimming pools located within unincorporated King County; and WHEREAS, King County owns and operates a swimming pool located within the city limits of the City of Tukwila, and WHEREAS, the City Council of the City of Tukwila considers the swimming pools owned and operated by King County throughout incorporated and unincorporated areas of King County to be a regional asset of King County government and not as a composite of local systems; and WHEREAS, the decision to reduce use of King County swimming pools located within cities and not those located within unincorporated King County is inconsistent with the concept of a cooperative and mutually supportive relationship between King County and the cities located within King County; and WHEREAS, this decision treats tax paying citizens of Tukwila in an unfair and inequitable manner; and WHEREAS, due to fiscal concerns and budget priorities, the City of Tukwila and other suburban cities are not able to assist King County in making up its own financial shortfall; and WHEREAS, the revenues generated by business activities and property values from the City of Tukwila and dedicated to King County currently amount to over $6,000,000 annually and represent a $411 per capita annual contribution to the general operation of King County, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO HEREBY RESOLVE AS FOLLOWS: Section 1. The City Council of the City of Tukwila strongly opposes the decision by King County to reduce the available hours for public use of King County owned swimming pools located within the city limits of the City of Tukwila and other suburban cities. Section 2. As the swimming pools owned and operated within the incorporated and unincorporated areas of King County comprise a regional swimming pool system and not just a collection of local swimming pools, the City Council of the City of Tukwila hereby requests King County to restore the available hours of public use of King County swimming pools located within incorporated areas and meet the reasonable obligation to manage these regional recreational assets on an equitable basis.
