WHEREAS, the last sewer comprehensive plan was adopted in 1984 when the City's boundaries were very different from present, and WHEREAS, The City Council deems it desirable to adopt an updated sewer service comprehensive plan to replace the 1984 plan, and WHEREAS, the policies in the 1993 Sewer Comprehensive Plan do not reflect the most current and updated issues, and WHEREAS, the City Council believes that the Comprehensive Plan should be governed by policies that clearly guide and shape development issues in the City, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HERESY RESOLVES AS FOLLOWS: Section 1. The 1991 Comprehensive Sewer System Plan is hereby adopted. Section 2. The recommendations listed on page iii. of the Executive Summary of the plan are replaced by the following policies which will govern sewer service in the City. a. The City boundaries should be the potential sewer service area for the City. Except in annexation areas, service outside the City shall be offered only as an extraordinary measure to meet sewer needs that cannot technically be met in another way. b. Any expansion of sewer service outside the city limits must be approved by the City Council and shall cause no additional cost to city rate payers. c. The City should adopt a policy for the elimination of any point or non -point pollution sources associated with sewage disposal systems. In areas of continuous septic and drain field sewage system failures, installation of sanitary sewer facilities should be accomplished. Future septic system and drain field applications should be considered individually based on soils, past on -site sewage disposal system failure and other environmental considerations, and appropriate recommendations forwarded to the Seattle King County Department of Public Health, the agency having jurisdiction over acceptance of such applications. d. The City shall monitor infiltration and inflow through a routine schedule of television inspection of lines and should construct improvements as required to limit the infiltration and inflow currently occurring in the sanitary sewer system. e. The City shall implement a grease trap ordinance for the regulation of this type of material being discharged into the sanitary sewer system. f. The City shall, on a timely basis, monitor water quality in the unsewered areas of the City in order to determine the effectiveness of existing on site sewage disposal systems in that area. g. The City shall continue to negotiate with other sewer systems operating within the city limits to determine the feasibility, terms and scheduling of the transfer of sewer system facilities. In addition, sewer service providers operating facilities within the city limits will be required to obtain a franchise for operation which details the terms and conditions for sewer system operation. h. The City shall proceed with other studies as required to facilitate design and construction of proposed capital improvements, and the transfer of customers within the city limits which are presently served by others or are without sanitary sewer service. i. Sewer rates should be structured to be sufficient to fund necessary engineering, environmental and financing studies, adequate infrastructure development, and necessary immediate repairs to the system. In conjunction with any rates study, implementation of a general facility charge and the penalties associated with unauthorized discharge into the system will also be evaluated. j. The City will adopt a uniform sewer system extension policy for extension of systems inside the city limits. This document will govern all new developer extension activities and will establish minimum and uniform design standards. k. Latecomer agreements (where appropriate) shall be considered an acceptable means of funding sewer projects and improvements in whole or in part. 1. The City shall develop and enforce system infrastructure standards that are appropriately scaled for use specified in the land use comprehensive plan.
