An altemative means of compliance allowing the dust collector to be installed inside the building is being requested. The letters note three items requiring attention before Professional Plastics submittals can be approved for permit: 1) Installation of an approved automatic fire suppression system in any ducts conveying flammable/combustible materials where the diameter of the duct is 10 inches or greater. Each of these items is addressed below. 1) Any ducts conveying flammable/combustible materials where the diameter of the duct is 10 inches or greater will be equipped with fire suppression in accordance with 2009 IMC section 510.7. 2) Duct diameter will be revised to comply with the IMC. 3) The IMC section noted (1101.2 — Factory -built equipment and appliances) and UL 207, 412, 471 and 1995 refer specifically to refrigeration systems and their components. See section 1101.1 for the scope of this code chapter. These standards do not apply to the dust collector in question. The general IMC requirement for appliances to be listed does not apply because the dust collector is defined as equipment rather than an appliance in accordance with the IMC. Professional Plastics requests that the Belfab DW dust collector be recognized as acceptable based on Belfab building the unit to comply with industry recognized standard, NFPA 664. 4) 2009 IMC section 511.1.1 and NFPA 664 call for the dust collector to be installed outside the building with several exceptions allowing the unit to be located inside. Professional Plastics requests that indoor installation be allowed based on item 7 of section 8.2.2.5.1.4 of NFPA 664. The following paragraphs detail the technical justification for this request. The International Codes recognize altemative means of compliance. In this case compliance with NFPA 664 would be the proposed altemative means. NFPA 664 section 8.2.2.5.1.4, item 7 allows for indoor installation of enclosureless dust collectors meeting 7 criteria, (a) through (g). The Belfab DW unit proposed by Professional Plastics is an enclosureless dust collector. Each of the 7 criteria are addressed below. (a) The collector is used only for dust pickup from wood processing machinery (i.e., no metal grinders and so forth). In this case two saws are proposed, each used to cut plastic sheets. Professional Plastics had a sample of the dust created during cutting tested by Fke Corporation to determine its combustibility. The IFC, section 1302.1 defines combustible dust as a finely divided material 420 microns or less in diameter that will pass through a U.S. No. 40 standard sieve. The testing showed that 75.9% of the dust actually exceeded the 420 micron size and therefore would not be defined by the IFC as a combustible dust. For the purpose of testing the plastic dust sample's explosion parameters, the sample was sifted and only the portion 420 microns or less in diameter was used. The deflagration index (Ksr) was determined for the sample. The deflagration index is a relative value used to compare and quantify the deflagration hazard of various combustible dusts. In this case a Ksr = 95 was determined. This Ks -r is similar to and somewhat lower than common wood dust, so the hazard can be considered similar. At a KST of 95 this dust would be considered Class ST1 with a "weak" explosion October 10, 2011 Professional Plastics The FPI Consortium, Inc. 2 11-5003 Fire Protection International Consortium, Inc. characteristic. Class 1 applies for KST greater than zero up to 200. Based on the KST, Professional Plastics requests that their plastic processing machinery be allowed under this item. A copy of the dust analysis performed by Fike is included as an attachment to this report. (b) The collector is not used on sanders or abrasive planers having mechanical material feeds. The collector is not used on sanders or abrasive planers. (c) Each collector has a maximum air -handling capacity of 2.4 m3/sec (5000 cfm). The collector has a capacity of 5000 cfm. (d) The fan motor is of a totally enclosed, fan -cooled design. The 15HP, 5000cfm fan provided by Belfab with the unit is a totally enclosed, fan cooled design as noted in their product literature. (e) The collected dust is removed daily or more frequently if necessary to ensure efficient operation. Professional Plastic staff will make daily removal part of their standard procedures. (t) The collector is located at least 6.1 m (20ft) from any means of egress or area routinely occupied by personnel. The collector will be located a minimum of 20ft from any means of egress. Professional Plastics staff will mark a 20ft area around the collector as a safety zone where personnel will not be allowed other than for dust removal and collector service. (g) Multiple collectors in the same room are separated from each other by at least 6.1 m (20 ft). There is only one collector proposed. Two addition areas of clarification were requested by the City of Tukwila during the review of this dust collector proposal. 1) The IMC requires exhaust to be filtered prior to being recirculated into the building. Although the dust collector manufacturer's literature states that the bag filters are 99.8% efficient to a particle size of 0.3 microns, they have not provided test data to support their statement. Referring back to the explosibility test data for the dust, the sieve analysis revealed that the smallest particle size was 75 microns and that a full 90% of the dust was 106 microns or larger. Given the manufacturers stated filter bag efficiency at 0.3 microns it seems reasonable to have much higher efficiency at the larger particle sizes October 10, 2011 Professional Plastics The FPI Consortium, Inc. 3 11-5003 Fire Protection International Consortium, Inc. easily satisfying the requirement. Additionally, Professional Plastics acknowledges their understanding that if upon future inspections it is found that the equipment is not properly collecting dust they will need to correct the situation. Please see the attached letter from Professional Plastics. The enclosureless dust collector style selected by Professional Plastics is typically in use to address the need for smaller dust collection systems to be installed indoors. As the equipment is designed and built specifically to comply with the indoor installation exceptions to the standards it seems reasonable to allow that use in this case. Further support for this is found in the 2012 edition of NFPA 664 which states that "Air from enclosureless dust collectors meeting the requirements of 8.2.2.5.1.4(7) shall be permitted to be exhausted into the building? Compliance with Section 8.2.2.5.1.4(7) is discussed in detail above. 2) The City requested that the issue of deflagration hazard be specifically addressed. When Professional Plastics had a sample of the particulate waste produced during cutting tested it was found that only 24.1 % of the sample was small enough (less than 420 microns) to be defined as combustible dust under the IFC. When a sample of the sub - 420 micron dust was tested it was found to be combustible and present a deflagration risk similar to wood dust. To address the need for deflagration venting an enclosureless duct collector is proposed. Based on the enclosureless design the confined space found in enclosed dust collecting equipment is not present, the equipment is essentially self - venting, so NFPA 664 does not require additional venting measures (Section 8.2.2.5.3). Based on the rationale above Professional Plastics will, with the City's approval, move forward with necessary revisions to their permit application for installation of their dust collector inside their facility.
