This meeting was conducted both on-site at Tukwila City Hall and virtually via Microsoft TEAMS. The
phone riumber for public participation that was provided via the agenda distribution process was:

CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
In the absence of Mayor Ekburg, Mayor Pro Tempore McLeod called the Regular Meeting of the Tukwila
City Council to order at 7:00 p.m. and led the audience in the Pledge of Allegiance.
Andy Youn, Deputy City C|erk, called the roll of the Council. Present at the meeting were
Councilmembers De'Sean Quinn (on-site), Kate Kruller (on-site), Thomas McLeod (on-site), Cynthia
Delostrinos Johnson (on-site), Mohamed Abdi (on-site); Tosh Sharp (on-site).
MOVED BY MCLEOD, SECONDED BY KRULLER TO EXCUSE COUNCILMEMBER HOUGARDY
FROM THE REGULAR MEETING. MOTION CARRIED 6-0.

LAND ACKNOWLEDGEMENT – Councilmember Quinn stated "The City of Tukwila is located on the
ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters
and culture. We pay our respects to their elders past, present and eme/ging.^
PUBLIC COMMENTS
1. Greg Sherlock reported the Sabey Data Center noise continues to be plainly audible from his home
with few exceptions. After reaching out to Sabey, he was informed by their technician the noise is
within limits and that Sabey was working on the noise issue. He finds these two statements
contradictory. He asked that Administration follow up on his request to inform Sabey, in writing, of the
need to adhere to the Noise Code.
2. David Chivis thanked the Police Department for their assistance with a recent incident at the SHAG
Apartments. He relayed the SHAG Apartments are continuing to experience safety issues due to car
break-ins that have been ongoing for more than 2 years. SHAG Management does not seem able to
address the issues and he would like to see a resolution.
Eric Dreyer, Chief of Police, indicated the Police Department is aware of the issues referenced by Mr.
Chivis and is actively working on a resolution.
3. Joe Duffie stated, "together we stand, divided we fall." He commended all City employees for their
efforts and work that helps the City move forward. He offered a reminder not to speed near school
zones.

4. Constance Mullins is a resident of the SHAG Apartments. She met with SHAG Management today
and felt they did not listen to her concerns. She expressed her frustration with the ongoing incidents
that include catalytic converter theft, break-ins and encampments. She stated SHAG Management
needs to take accountability to ensure the safety of its residents.
Councilmember Abdi expressed sympathy for residents at the SHAG Apartments and Mr. Sherlock.
PRESENTATIONS
a. Introduction of Police and Fire Department Chaplains: Eric Drever, Police Chief, andJay
Wittwer, Fire Chief.

Chaplain Robert Beicke and Chaplain Ronal Chandar were introduced to the City Council.
b. An update on the SmaII Business Development Center at Highline College. Rich Shockley,
Center Director.
Mr. Shockley provided an overview of the work done by the small Business Development Center to
include the following:

The Councilmembers asked clarifying questions to include accessibility and availability of services,
resources and funding.
Council consensus existed to add the issue of funding for the Small Business Development Center to a
workplan for Committee review next year.

e. Authorize the Mayor to sign a contract with KPG Psomas, Inc., for the GtormwoterC>ua|ity Retrofit
Program for design and construction management services in the amount of $198,827.00.

f. An ordinance granting King County Water District No. 125 a non-exclusive franchise to construct,
maintain, oparaha, replace and repair a water system within public rights-of-way of the City of Tukwila,
and fixing a time when the same shall become effective. ORDINANCE NO. 2681

REPORTS

Mayor Ekberg was not present.
b. City Council
Councilmember Delostrinos Johnson reported the Planning and Community Development Committee
reviewed a resolution adopting the 2023 South King Housing and Homelessness Partners Work Plan and
Operating Budget that was forwarded to Consent,
Councilmember Abdi attended the African Community Economic Development of New England's 20th
Anniversary Celebration in Boston. He thanked Councilmember Sharp for his recent donation to the
Somali Health Board.
c. Staff
David Cline, City Administrator, referenced the CA (City Administrator) Reportand 2022 3rd Quarter Work
Plan update and offered to answer any questions.
MISCELLANEOUS
Councilmember Quinn referenced the public comments regarding safety at the SHAG Apartments and
noted Councilmembers receive direct calls from residents and work behind the scenes. He noted the City
has leverage through its seat on the Board of Directors at the Tukwila Village Community Development
Association and suggested there may be an opportunity to address the issues regarding the SHAG
Apartments.
Councilmember Delostrinos Johnson reported SKHHP is requesting cities sign a letter of support to King
County regarding affordable homeownership in South King County. She also asked if there were any
questions or concerns regarding SKHHP's 2023 Legislative Agenda.
There was consensus to sign the letter of support and proceed with SKHHP's 2023 Legislative Agenda.
Council President McLeod offered the reminder to respond to Laurel Humphnay, Legislative Analyst, with
dates of availability for a budget workshop.
EXECUTIVE SESSION - Potential Litigation — Pursuant to RCW 42.30.110(1)(i). (30 minutes)
Mayor Pro Tempore McLeod announced the Council will now go into an Executive Session to discuss:

The total amount of time will be no more than 30 minutes, and no decisions will be made during the
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.
He declared the meeting adjourned as of the conclusion of the Executive Session. The Executive
Session will not be extended beyond the announced time, and they will not be returning to open session
to adjourn or for any other reason.
8:17 p.m. Mayor Pro Tempore McLeod called for a brief recess to allow the Councilmembers to convene
to the Executive Session,
