November 17, 2022: Tukwila Police and Fire Department updated the
commission on staffing for each perspective departments. The Tukwila Fire
Department will transition to the Puget Sound Regional Fire Authority
(January 1, 2023). Notice to be legislatively dissolved from the Tukwila Civil
Service Commission.

November 10, 2022: Advisory Board was updated on the Chief's update,

October 12, 2022: The Parks Commission introduced Interim Parks Director

SUBJECT: Tukwila Comprehensive Plan Update — Briefing on Process/Request for Input
ISSUE
The City Planning Department is in the process of updating the Tukwila Comprehensive Plan
and would like to brief the Equity and Social Justice (ESJ) Commission on the issues to be
addressed in the plan and how community input will be approached. We would also like to hear
the ESJ's input on the Plan, and Equity Analysis.
BACKGROUND
Most cities and counties within Washington State are required to have a comprehensive plan
under the state's Growth Management Act (GMA). Tukwila originally adopted its
Comprehensive Plan in 1995, with the most recent significant update being completed in 2015.
The City is again embarking on an update to that Plan, which needs to be completed by
December 2024 and will plan for community priorities to the year 2044.
The City's Comprehensive Plan is a long-term guiding document or "blueprint" that explains the
community's values and priorities to guide growth and development. The Plan provides
guidance on policy and program issues for the Council, City Boards and Commissions, and Staff,
as well as the business community and public. The Plan is shaped by technical analysis of
existing and projected conditions, state and regional requirements, input received from the
community, and the judgment of decision -makers.
Since the 2015 plan was adopted, there have been numerous changes in the regulatory
requirements environment. Policies guiding Plan development today are provided by the
Legislature, the Puget Sound Regional Council's Vision 2050, and the King County Countywide
Planning Policies. Of the issues addressed, this guidance focuses on ensuring plans: provide
greater housing choice and affordability; continue to support growth in centers and near
transit; and address how communities can achieve a reduction in greenhouse gas emissions. In
addition, regulatory guidance emphasizes that plan development should: embed race and social
equity into the planning process and plan content; address the potential for displacement of

residents and jobs; and plan for Tukwila's resilience in response to disruptive environmental,
economic, and social events.
Community Engagement Strategy
The plan will be developed with input from the Tukwila Planning Commission, City Council,
Department Staff, the business community, community groups, and the public. In addition, the
City has received funding to conduct additional targeted outreach to numerous community
based organizations (these will focus on religious, racial, tribal, and cultural groups, but will also
include youth, seniors, the disabled, veterans, and others). Input will be requested from these
groups on general priorities for the City's Plan, as well as on specific issues of housing
conditions, the disparate impacts of past policy decisions on Tukwila's various communities,
and ideas for approaches to correct those impacts going forward. As the Plan develops and
consultant staff joins the team, an Equity Analysis will be performed on the Plan and further
input will be requested from the ESJ Committee on the Plan.
ESJ INPUT ON THE COMPREHENSIVE PLAN UPDATE
Staff would appreciate ESJ's input on the Comprehensive Plan update. What else should we
consider in developing the plan?

RE: Black Student Union Fundraiser
Dear Equity And Social Justice Commission,
My name is Nuhamin Regassa and I am the President of the Foster High School Black Student
Union club. I want to request a fund of $2,000 to help us hold a fundraiser between November
15th to the 17th. The intent of this fundraiser is to teach our peers and staff members about how
Black culture has an influence on the world of today. But also, we'd like to involve both students
that identify as Black/African American and our allies.
By funding us, your donation will go towards causes such as future field trips, one being the
Northwest African American Museum in Seattle. You would also help arrange our Black History
Month assemblies and daily activities that are connected to Black History Month, for the whole
school to participate in. And lastly, it'll organize a "Black -Out Night -Out!", which was an
evening event that we hosted last year. We had a black -owned business cater us the entire time, a
guest speaker to share words, and had students display acts of Black excellence.
In the past, we have even helped in activities that focused on Black people, such as the City of
Tukwila's Juneteenth event. During that time, many of our members had set up stalls that sold
snacks and some that gave out information about why Juneteenth matters to our community. And
so, with that memory in mind, we also want our school community to have awareness and
embrace our black students and staff.
We strongly believe that our school can always improve and learn more on how to support our
community, therefore as to why we want to put this fundraiser into action. If you have any
