CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg (on-site) called the Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and
led the audence in the Pledge of Allegiance.
Andy Youn, Deputy City C|enh, called the roll of the Council. Present at the meeting were
Counoi|membe/s Kathy Hougardy (on-site), Oe'Sean Quinn (on-site), Kate Kruller (on-site), Thomas
McLeod (on-site), Cynthia Delostrinos Johnson (on-site), Mohamed Abdi (on-site); Tosh Sharp (on-site).

LAND ACKNOWLEDGEMENT — Councilmember Kruller stated "The City of Tukwila is located on the
ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters
and culture. We pay our respects to their elders past, present and emerging."
PUBLIC COMMENTS
1. Greg Sherlock reported he has experienced noise from the Sabey Data Center for the past
several years. He has come before the Council several times to speak regarding this issue. He
expressed accountability is crucial for good performance, and City Administration is lacking
accountability.
2. Joe Duffie expressed the quality of the services residents receive does not reflect the taxes paid
and referenced several examples in his neighborhood including trash and broken lights. He urged
the Council to enforce the City's rules and policies and help residents receive the services they
need. He offered the reminder that Fhdoy. November 11, 2022 is Veteran's Day.
Mayor Ekberg shared the Museum of Flight will be holding its annual Veteran's Day Ceremony where he
will be in attendance.
3. Sandra Craft is a current resident of the SHAG Apartments and expressed concern regarding
recent parking changes at Tukwila Village wherein residents were told to move cars from street -
level parking or be towed. She relayed residents do not feel safe parking in the garage due to
break-ins. Additionally, SHAG management only allows one car per household to park in the
garaga, and the other car would need to be parked on public streets where it is at risk of break-
ins.
Derek Speck, Economic Development Administrator, explained the Tukwila Village site is privately mwned,
with surface parking intended to be shared between the library, Sullivan Center, and businesses, and
garage parking intended for apartment residents. Better security and parking signage are some options
that may help with the parking situation.

The Councilmembers expressed appreciation for Ms. Craft's comments. Consensus existed to discuss
this item further at a Committee meeting.
4. David Chivis expressed concern regarding the parking issues at SHAG Apartments and relayed
SHAG management did not provide sufficient time for residents to move cars before towing. He
indicated more residents would park inside the garage if they knew their cars would be safe.

and Eric Drever, City of Tukwila Police Chief.

Chief Villa and Chief Dreyer provided an overview of Public Safety, focusing on the challenges faced by
law enforcement including recruitment and nahandon, troining, trends in pm|icing, and engaging with the
public.
The Councilmembers congratulated Chief Villa for his recent appointment as the Chief of the Port of
Seattle Police Department and asked clarifying questions regarding community nslations, interagency
ooUobonadon, changing the narrative around law enforcement, diversity, and recruitment.

NEW BUSINESS
Budget work session
The Councilmembers reviewed the materials in the packet to include follow-up to prior Council questions,
budget outreach effurts, and new revenue sources. A public hearing will be conducted on November 14,
2022.
Following discussion, Council consensus existed for staff to return with information on whether increasing
business license fees would be a viable alternative to a B&O tax.
Council consensus existed to extend the Reguar meeting past 10:30 p.m.

Councilmember Hougardy attended a Soundside Alliance Police Committee meeting where they
discussed the 2023 workplan.
Councilmember Quinn emceed a regional event to reduce gun violence that was attended by elected
officia|s, communities of color and behavioral health professionals. He stressed the urgency of integrating
resources and partnering to ensure public safety.
Councilmember Kruller reported the Transportation and Infrastructure Services Committee received an
update on the Public Works Shops Phase 2 pject.andnaviewedsavera|busineashemsindudin0gnant
awards associated with the Nelsen Side Channel and Gilliam Creek pjects.Staffo|sopresenhadon
overview of the Via to Transit program that will be expanded in 2023 to include a Community Van and
Free Youth Transit in Tukwila. Councilmember Kruller shared that residents are concerned about
potential landslides due to rainfall near the Presbyterian Church along 56th Ave South. She said resident
Sean Albert suggested adding the Boeing Access Light Rail station to the City's Comprehensive Plan.

Councilmember Delostrinos Johnson reported the Planning and Community Development Committee
reviewed and forwarded two contracts for plan review and inspection services to a forthcoming Consent
Agenda.
c. Staff
David Cline, City Administrator, referenced the CA (City Administrator) Report and offered to answer any
questions.
MISCELLANEOUS
Councilmember Hougardy requested an update from Administration regarding Mr. Sherlock's noise
complaint through the King County Office of Alternative Dispute Resolution.
