CALL TO ORDER
Mayor Ekberg (on-site) called the Special Meeting of the Tukwila City Council to order at 8:45 p.m.
directly following the Committee of the Whole meeting.
ROLL CALL

c. Business and Occupation (B&O) Tax Legislation:
An ordinance establishing a new Chapter 3.26 of the Tukwila Municipal Code (TMC) entitled,
"Business and Occupation Tax"; establishing TMC Chapter 3.27 entitled "Business and
Occupation Tax Administrative Provisions"; and providing for a referendum process.

Councilmember Kruller stated she is not in support of the Business and Occupation (B&O) tax as it
establishes an ongoing revenue for a 2'y*ar^bhdge^ budget, uses provisos to respond to concerns from
the business communitycharges businesses a B&O tax in addition to the existing head tax, and is
evidence the City is not able to live within its means.
Councilmember Quinn thanked the Council for their thorough deliberations and noted prior biennial
budgets have presented consecutive cuts over the years. The City has a structural imbalance as it relates
to its finances that must be solved.
Councilmember Sharp expressed concern that decisions were made to treat all departments equally and
freeze positions in the Police Department when it is instrumental in protecting the City against crime.
Businesses were forced to accept the B&O tax due to the need for increased Police staffing and the City
is now faced with hiring police officers in a competitive market. There was inadequate time for budget

deliberations that have resulted in hiher costs for residents and will push out vulnerable populations who
can no longer afford to live in the City.
Councilmember Hougardy suggested one method of having more informed budget deliberations in the
future is by seeking direct input from departmental staff.
Council President McLeod remarked the Council will begin deliberations in 2023 on a financial feasibility
study and annexation into the Puget Sound Regional Fire Authority that will impact the next biennial
budget. The goal is to have a model in place by the next biennial budget that addresses long-term
financial sustainability,
Counci|nnember Delostrinos Johnson expressed the proposed budget is reflective of the City's values and
priorities. While the Council did its due diligence in reviewing alternative options to a B&O tax, there is
additional work to be done.
