Tukwila, WA 98168 High Piled Storage Dear Mr. Koetje: In response to your request we have reviewed the proposed storage arrangement, protection systems, and commodities to be stored in the above facility with regard to commodity classifications and required fire sprinkler design criteria. This review is based on the requirements of the Tukwila Municipal Code adoption of the 2015 International Fire Code and NFPA 13, 2019 edition. WOW Logistics plans to occupy this existing facility and associated warehouse/cooler spaces. The building's sprinkler systems were previously supplied by an onsite pump and tank and connection to the public watermain in S. Norfolk Street, south of the King County Airport and at the far north end of this site. The pump and tank are being demolished as a part of the current site redevelopment and are now out -of -service. The contractor has noted that a new connection to the public watermain in E. Marginal Way S is planned which will then provide the water supply for the fire sprinkler systems in this warehouse. This new connection has not yet been installed. July 8, 2020 Potential for Temporary Occupancy: Based on our review of the available documents and a walk through of the sate to observe existing conditions we find that: 1) In our opinion it would be not be appropriate at this time to allow for temporary occupancy (TCO) of the Ambient Storage Area (plan west from grid line 34 to 41) as proposed by the client until the site water supply deficiencies have been corrected and the sprinkler systems serving that area have been hydraulically re -calculated to account for a current flow test. 2) In our opinion it would not be appropriate to allow for occupancy of the 34F Cold Storage area for rack storage (high piled storage) or the ambient storage to plan east (grid line 1 — 14) until the fire sprinkler system is recalculated based on the new water supply and all necessary modifications are made, fire alarm is installed and other high piled storage items are approved by the City. 3) If approved by the City, temporary occupancy of the office space might be considered as there is not a significant fuel loading introduced based on use of the offices. Existing Sprinkler Systems: The building is protected by 16 existing fire sprinkler systems. 4 of the existing systems previously supplied in -rack sprinklers and/or occupant use (Class II) standpipe hose reels. Those 4 systems are out -of -service. There are no storage racks currently installed in the building and standpipe hose reels have been removed. As on my site visit on July 1, 2020 there was no storage in the building. Various portions of the system have been redesigned/calculated to address changes in commodities and storage arrangement over time. There are no fire sprinkler drawings detailing the existing systems available for review. Based on the information found on-site the existing systems can be described as: System 30: Riser at approximately grid line A-1. Wet pipe system. Previously calculated to 0.24GPM/3,000sf. Based on the WOW Logistics 6 10430 E Marginal Way S Tukwila, WA The Fire Protection International Consortium, Inc. July 8, 2020 information we have been provided for review as of the date of preparing this report, none of the margarine products will exceed 50% oil. Cottage Cheese/Cultures: Plastic containers, exposed. Not specifically listed in NFPA 13. Compare to milk in plastic jugs. Class I commodity, non -encapsulated based on 2019 NFPA 13, Table A.20.4(b). Based on the above the worst-case commodity for the 34F cold storage area will be Class III, non -encapsulated. This may change if more information of other commodities is received or if margarine over 50% oil is to be stored. Fire sprinkler design for the new 34F Cold Storage Area will need to be based upon this classification. It appears that the cooler area is currently protected by sprinkler system risers 38, 39, 41, 43, 44. Client's fire sprinkler contractor will need to survey existing system for pipe sizes and recalculate the roof level protection to determine available hydraulic design criteria. Once the roof level sprinkler capacity has been determined, use NFPA 13 Chapter 16 to determine necessary in -rack sprinklers and/or roof level sprinkler system redesign to accommodate the new storage height of approximately 31ft on double and multiple row racks (less than 16ft deep) with aisles exceeding 8ft. Dry Storage (Ambient): This area houses general dry goods including a variety of food products. Storage will be on the floor, up to 2 pallet loads high with maximum storage height of 12ft based on the information provided for our review as of July 8, 2020. Detailed information on the future commodities has not been provided; therefore, the commodity classification will need to be determined prior to determining the required fire sprinkler design criteria. WOW Logistics 10430 E Marginal Way S 7 Tukwila, WA The Fire Protection International Consortium, Inc. July 8, 2020 In the near term, bagged protein powder on wooden pallets, encapsulated, are planned for the ambient storage area from grid A-41 to grid J-34. This commodity class would be Class III based on dry foods, bagged, per NFPA 13 Table A.20.4(b). From NFPA 13, Table 4.3.1.7.1 this results in a minimum OH2 design criteria for up to 12ft of storage height. IFC Chapter 32 High Piled Storage Compliance Issues: Useable Height: Racks for high piled storage will be installed in the coolers. Maximum storage heights in the coolers will be 31ft with underside of the roof at 40ft (35'-6") or less. The roof/ceiling height varies slightly with 35'-6" peak measured in the coolers. Tiers: Racks in the cooler will have 5, 4, 4 and 3 tiers in the Type 1, 2, 3 and 4 racks, respectively. Clearance to Sprinklers: Based on control mode density area sprinklers (existing) a minimum of 18" clearance is required. Aisles: Aisles in the high piled storage areas on the coolers all exceed 8ft in width Pile Volumes: Future high -piled storage, palletized on the floor up to 2 pallets (12ft maximum) top of storage is planned for the ambient areas. Detailed storage plans showing pile height, length, width and aisles to exits will be required. For Class I-IV commodities this will not be considered high -piled storage. Location and Classification of Commodities: The various commodities listed above can be found throughout the racks in the cooler. The fire sprinkler system will be designed for the worst-case commodity classification as noted above. (Class III, non -encapsulated based on current information — pending additional details). Location of Commodities that are Banded or Encapsulated: No encapsulated commodities are proposed in the racks. Banded commodities can be found in any of the racks in the coolers. The protein powders in the ambient storage space (Grid A-41 to J-34) will be encapsulated based on the information provided for our review. Flues: Racks, when installed, will need to provided flues in accordance with the 2015 IFC and 2019 NFPA 13. 6" transverse flues will be required at maximum 5ft intervals in the double and multiple row racks. 6" longitudinal flues will also be required in the double row rack. WOW Logistics 10430 E Marginal Way S 10 Tukwila, WA The Fire Protection International Consortium, Inc. July 8, 2020 Aisles: All aisles exceed 8ft in the high piled rack area. Site Access: Paved fire apparatus access is provided on the north and east sides of the building as well as a portion of the south side. The remaining portion of the south side is a gravel access road. The west end of the building fronts on East Marginal Way South with a fence between the street and the building. WOW Logistics 10430 E Marginal Way S 11 Tukwila, WA The Fire Protection International Consortium, Inc. July 8, 2020 Site Fire Flow: Currently there is an existing on-site water main looping this building. Pipe diameter is unknown at this time but is believed to be at least 10" diameter. This loop is fed via a 10" underground main from the north end of the site via a connection to the city main in S Norfolk Street. Flow testing conducted on 7/7/2020 indicated a significant drop in pressure when a hydrant near the building was partially opened. This is indicative of a blocked pipe or nearly closed valve somewhere in the main. Static pressure of 138psi dropped quickly to 7psi with the hydrant only partially open. Other hydrants were found to be in a state of disrepair with leaking at the bonnet when partially open and with significant rust on flange bolts. If more information is needed, please do not hesitate to contact me. Sincerely, Carl Anderson, PE The Fire Protection International Consortium, Inc.
