CORRECTIVE ACTION REQUIRED:
1. Stabilize all disturbed soils as required by TMC 16.54.060 with all applicable erosion
and sediment control measures which include but not limited to silt fencing around
the entire perimeter of the property, six (6) inches or greater straw mulch over all
disturbed soils, and straw waddles. Once all measures have been installed, you must
schedule an inspection with Jim Toole, Code Enforcement Officer, 206-431-3676.
NOTE:
ALL construction activities, grading, bringing additional fill materials and gravel onto the
property, MUST IMMEDIATELY STOP until the erosion and sediment control measures have
been installed, inspected by City staff, and approved. Once these erosion and sediment
control measures are approved by City staff, they must be monitored and maintained for the
life of the project. If these measures are not maintained, another STOP WORK ORDER will be
issued.

Any violation of a Stop Work Order may be prosecuted with a Notice of Violation and Order
and is hereby declared to be a public nuisance, subject to the assessment of penalties of

The City of Tukwila ("City") issued a stop work order on your property located at 5005 S 1141h Street,
Tukwila, WA ("Property"). In the course of the investigation related to the stop work order, it has come to
the City's attention that has the condition of the soil. intended for backfill of foundation retaining wall you
are constructing on the Property is contaminated and fails to meet Tukwila Municipal Code requirements.
Specifically the following items need to be addressed:
1. Erosion control shall be installed and maintained to the satisfaction of Scott Moore, Sr. Construction

2. The name on the engineer's stamp on revised engineering calculations for 15' retaining wall is not
legible. Provide .legible engineer's stamp and revised plans reflecting location of revised retaining wall.

3. There shall be a WABO certified speciai inspector on site continuously for placement all steel, the
foundation wall, backfill material, and pouring of any concrete for foundation per IBC section 1705.6.

placed for hack fill is to be clean, free of tires, wood, pipe, construction material, et cetera. The special
inspector information shall be provided and approved by the building official prior to placement of
.backfill or placement of any concrete per IRC R401.2.
Note: If any fill material or concrete is placed without special inspection, it shall be removed to
the satisfaction of the Building Official per IRC R109.4. NO EXCEPTIONS.
4. GEO Group Northwest, Inc., shall perform a site visit to verify compliance with geotechnical site
investigation prior to the placement of concrete per IRC R401.2.
5. Means for site drainage and drainage of all standing water shall be submitted for review per IRC

6. A Washington State Licensed Surveyor is required to verify the property lines. If property line corners
have been established, string all property lines per the approved plans prior to calling for next inspection
per R109.1.1.
After the above items have been addressed the Stop Work will be released and the project can
proceed..

2018 International Building Code
1705.6 Soils. Special inspections and tests of existing site soil
conditions, fill placement and load-bearing requirements
shall be performed. in accordance with this section and Table
1705.6. The approved geotechnical report and the construction
documents prepared by the registered design professionals
shall be used to determine compliance. During fill
placement, the special inspector shall verify that proper materials
and procedures are used in accordance with the provisions
of the approved geotechnical report.
2018 International Residential Code
R109.4 Approval required. Work shall not be done beyond
the point indicated in each successive inspection without first

obtaining the approval of the building official. The budding
official, upon notification, shall make the requested inspections
and shall either indicate the portion of the construction
that is satisfactory as completed, or shall notify the permit
holder or an agent of the permit holder wherein th.e same fails
to comply with this code. Any portions that do not comply
shall be corrected and such portion shall not be covered or
concealed until authorized by the building official.
R401.2 Requirements. Foundation construction shall be
capable of accommodating all loads in accordance with Section
R301 and of transmitting the resulting loads to the supporting
soil. Fill soils that support footings and foundations
shall be designed, installed and tested in accordance with
accepted engineering practice.
R401.3 Drainage. Surface drainage shall be diverted to a
stone sewer conveyance or other approved point of collection
that does not create a hazard. Lots shall be graded to
drain surface water away fiTonifoundation walls. The grade
shall fall not fewer than 6 inches (152 mm) within the first 10
feet (3048 mm).
R109.1.1 Foundation inspection. Inspection of the foundation
shall be made after poles or piers are set or trenches or
basement areas are excavated and any required forms erected
and any required reinforcing steel is in place and supported
prior to the placing of concrete. The foundation inspection
shall include excavations for thickened slabs intended for the
support of bearing walls, partitions, structural supports, or
equipment and special requirements for wood foundations.

Good Morning.
I have spoken with Nora Gierloff regarding my site inspection conducted on April 20,
2022 at 1:00pm. I have reviewed the photographs I took yesterday of the silt fencing,
plastic sheeting, and the straw mulch on the steep slope. I have also reviewed the
applicable codes found in the Tukwila Municipal Code, Chapter 16.54 Grading and the
King County Surface Water Design Manual 2016, Appendix D (as adopted by TMC
14.30.060). The Stop Work Order posted on April 12, 2022 for "Insufficient Erosion &
Sediment Control Measures" will not be lifted until all applicable erosion and sediment
control measures have been installed correctly, inspected by City staff, and approved by
City staff. All work, excluding the installation of the erosion and sediment control
measures, must stop immediately and can not resume until the erosion and sediment
control measures are approved.
Below you will find codes and diagrams for the installation of plastic sheeting, straw
waddles, and silt fencing. These three erosion and sediment control devices must be
installed correctly, inspected by City staff, and approved by City staff. Once these three
measures and straw mulch are approved, they must be maintained for the life of this
project. If any of these measures are damaged or have failed, they must be repaired
immediately.
If these measures can not be installed correctly, I urge you to reach out to a company
that installs these measures.
I wait to hear from someone to inspect these measures in the near future.
