Code Reference: Reviewing the City's permit tracking system, I did not find an issued Single -Family
Residential Remodel and Addition permit, or permit application submitted, for the remodel
of this home. I also did not find any applications issued or finaled for electrical, plumbing
and gas, or mechanical. However, it appears that the home on the property has been
substantially remodeled based on the foliowing facts:
• Currently, the King County Department of Asessments, states in part, that the
home is eight -hundred and eighty (880) square feet, one (1) bedroom, one (1) full
bath, one -hundred (100) square foot open porch, fift(50) square foot enclosed
porch, and one (1) fireplace.
Front/West Side of the House
• The August 2016, Google Street View images of the house, show the front (west)
of the house had one set of stairs leading up to a wooden deck which was raised,
open, and had no rails, located in front of the front door with side light windows;
The front of the house also had one (1) three pane picture window next to the
front door; and one (1), single pane window. The picture window and single pane
window were the same height and style. Below the picture window, located in the
foundation wall, is a small window(approximately six (6) inches x fourteen (14)
inches.

Research:
• The August 2021 Google Street View irnages of the front (west) of the house show
one set of stairs leading up to the deck, a raised deck which runs the full length of
the house (approximately thirty (30) feet); railing around the deck; a front door
with no side Iights; the two windows shown in August 2016 have been removed
and filled in with siding; and two (2) new windows installed but in different
Iocations than the windows from August 2016. The window below the picture
window in August 2016, has been replaced with a larger window and it is located
beneath the deck.
South Side of the House
* The April 25, 2019 King County Department of Assessments, Localscape / Analytics
images show that there was one Iarge, three pane picture window, one window
above the entrance to the basement, and window one in the attic.
• The April 16, 2021 King County Department of Assessments, Localscape / Analytics
images show the three pane picture window has been replaced with a two pane
window in the approximate location as the picture window, the window above the
entrance to the basement has been replaced with a two pane window, arid the
attic window is a two pane window.
North Side of the House
• The May 2018 Google Street View images of the north side of the house show a
raised deck and sliding glass door, Iocated near the northeast corner of the house.
The sliding glass door was photographed by code enforcement on February 24,
2017
Roof
• The August 2021 Google Street View images of the roof show two vents located on
the roof, but the February 2022 Google Street View images do not show any vents
in the roof. In February 2022, the roof showed new shingles and new flashing
around the chimney.
The December 2022 Real Estate listing photographs for the property show the following:
• Front (west) side of the house appears to be the same as the August 2021 Google
Street view.
• North side of the house, the deck and sliding glass door have been removed and a
large window has been installed in the same location as the door. Below the new
window, located in the foundation wall, is a window similar to the one located in
the front, under the deck. A new window has also been installed in the attic and
the siding is being replaced in this location
• South side of the house shows two (2) new windows and a similar sized and style
window located in the foundation wall, like the front and other side of the house.
A new window has also been installed in the attic and the siding is being replaced
in this location.
o Back (east) side of the house shows two (2) new windows and the siding is being
replaced in this location. The roof shows four (4) vents and new shingles.
• The interior of the house shows extensive remodeling which includes but not
limited to new drywall, outlets, switches, ceiling lights, a room where the ceiling
and walls drywall has been removed down to rafters and studs, two bedrooms,
three bathrooms.

states:

Corrective Action: 1. IMMEDIATELY STOP ALL WORK associated with the remodeling of the interior and
exterior of the house; and
2. Obtain a Single-FamiIv Residential Remodel and Addition permit for the
unpermitted work referenced above. To apply for said permit, you must submit a
complete application (building permit), plans, and reports created by a licensed in
the State of Washington and a current City of Tukwila business license Architect and
Structural Engineer. The permit application and plans must include any current or
proposed rernodeling of the interior and exterior of the house; and
3. Obtain ALL additional required permits which include but not limited to Electrical,
Plumbing and Gas, Mechanical.
Please notepermits are not considerd final until they have received an approved
final inspection. Case will remain open until all new permit has been finaled.

Any owner or authorized agent who intends to construct, enlarge, alter, repair, move,
demolish, or change the occupancy of a building or structure, enlarge, alter, repair,
remove, convert or replace any electrical, gas, mechanical or plumbing system, the
installation of which is regulated by this code, or to cause any such work to be done, shall
first make application to the building official and obtain the required permit.
IRC 110.1 INSPECTIONS (as adopted by TMC 16.04.020
Construction or work for which a permit is required shall be subject to inspection by the
building official and such construction or work shall remain visible and able to be accessed
for inspection purposes until approved. Approval as a result of an inspection shall not be
construed to be an approval of a violation of the provisions of this code or of other
ordinances of the jurisdiction. Inspections presuming to give authority to violate or cancel
the provisions of this code or of other ordinances of the jurisdiction shall not be valid. It
shall be the duty of the owner or the owner's authorized agent to cause the work to
remain visible and able to be accessed for inspection purposes. Neither the building official
nor the jurisdiction shall be liable for expense entailed in the removal or replacement of
any material required to allow inspection.
IRC 110.5 INSPECTION REQUESTS (as adopted by TMC 16.04.020
It shall be the duty of the holder of the building permit or their duly authorized agent to
notify the building official when work is ready for inspection. It shall be the duty of the
permit holder to provide access to and means for inspections of such work that are
required by this code.
This is a notice that your property is in violation of the Tukwila Municipal Code. You must cornplete the corrective
action noted above by the compliance date indicated.

NOTICE OF VIOLATION AND ORDER
Appeal Instructions
TMC 8.45.110 Appeal to Hearing Examiner
A. The person(s) / business responsible named on this Notice of Violation and Order issued
by the Code Enforcement Officer, pursuant to TMC Section 8.45.070, may appeal the Notice
by requesting such appeal within 10 calendar days after being served with the Notice
pursuant to TMC Section 8.45.070.
File the Appeal with the Tukwila City Clerk a written notice of appeal along with payment of
the $340 appeal fee, containing the foliowing:
1.The Code Enforcement case file number.
2.A brief statement setting forth the names, mailing address(es), and legal interest of each of the
persons appealing this notice and order.
3.A brief statement of the specific order or action protested, together with any supporting facts.
4. A brief statement of the relief sought, and the reasons why it is claimed that the notice and order
should be reversed, modified, or otherwise set aside.
TMC 8.45.120 Penalties
A. VIOLATIONS OF THE TUKWILA MUNICIPAL CODE:

a. A Notice of Violation and Order shall carry with it a cumulative monetary penalty of $250.00 per day
for each violation from the compliance date until compliance with the Notice of Violation and Order is
achieved.
