WELCOME TO THE TUKWILA CITY COUNCIL MEETING
The Tukwila City Council encourages community participation in the local government process and
welcomes attendance and public comment at its meetings.
MEETING SCHEDULE
Regular Meetings are held at 7:00 p.m. on the 1st and 3rd Mondays of each month. The City Council takes
formal action in the form of motions, resolutions and ordinances at Regular Meetings.
Committee of the Whole Meetings are held at 7:00 p.m. on the 2nd and 4th Mondays of each month. The
City Council considers current issues, discusses policy matters in detail, and coordinates the work of
the Council at Committee of the Whole meetings.
PUBLIC COMMENTS
Members of the public are given the opportunity to address the Council for up to 5 minutes on items both on
and not on the meeting agenda during Public Comments. The City Council will also accept comments on an
agenda item when the item is presented in the agenda, but speakers are limited to commenting once per
item each meeting.
When recognized by the Presiding Officer, please go to the podium if on-site or turn on your microphone if
attending virtually and state your name dearly for the record. The City Council appreciates hearing from you
but may not respond or answer questions during the meeting. Members of the City Council or City staff may
follow up with you following the meeting.
PUBLIC HEARINGS
Public Hearings are required by law before the Council can take action on matters affecting the public
interest such as land -use laws, annexations, rezone requests, public safety issues, etc. The City Council
Rules of Procedure provide the following guidelines for Public Hearings:
1. City staff will provide a report summarizing and providing context to the issue at hand.
2. The proponent shall speak first and is allowed 15 minutes to make a presentation.
3. The opponent is then allowed 15 minutes to make a presentation.
4. Each side is then allowed 5 minutes for rebuttal.
5. After the proponents and opponents have used their speaking time, the Council may ask further
clarifying questions of the speakers.
6. Members of the public who wish to address the Council on the hearing topic may speak for 5
minutes each.
7. Speakers are asked to sign in on forms provided by the City Clerk.
8. The Council may ask clarifying questions of speakers and the speakers may respond.
9. Speakers should address their comments to the City Council.
10. If a large number of people wish to speak to the issue, the Council may limit the total amount of
comment time dedicated to the Public Hearing.
11. Once the Presiding Officer closes the public hearing, no further comments will be accepted, and the
issue is open for Councilmember discussion.
12. Any hearing being held or ordered to be held by the City Council may be continued in the manner as
set forth by RCW 42.30.100.

SUBJECT: AWC Middle Housing Proposal
ISSUE
Staff is seeking consensus from the Council whether the City of Tukwila should support the
Association of Washington Cities' (AWC) proposal on middle housing.
DISCUSSION
During the last session there was a lot of momentum around middle housing (duplexes, ADUs,
DADUs, triplexes, quads, etc.) and legislation pre-empting local control was a significant part of
the overall discussion on how to encourage such housing options in the State of Washington.
After the session AWC formed the Housing Solutions Group (HSG) to "develop a proactive suite
of legislative proposals to address the housing affordability and supply challenges." Mayor
Ekberg served on the HSG, along with other city officials across the state.
The proposal seeks to maximize residential density and affordability around regional transit
assets, which for Tukwila would mean the area around the Tukwila International Boulevard
station, the heavy rail stop at the Tukwila Sounder Station and Rapid Ride bus stops. It also
provides cities with a population over 20,000 a choice of either:
1. Upzoning residential Tots within 1/4 mile walking distance from schools and parks to
accommodate three units per residential lot; OR
2. Zoning 75% of the residential lots in the city to allow at least three units per lot.
The proposal allows jurisdictions to continue to regulate other standards, such as maintaining
local development standards, height and envelope limitations. However, in order to make middle
housing types feasible to develop we would need to reconsider lot coverage, owner occupancy,
and parking standards. Neighborhood conditions that Tukwila would also need to explore
would be utility capacity, transit access, and on -street parking to accommodate additional
residents.
Incorporating these increased densities would require significant changes to the Comprehensive
Plan as well as the Zoning Code. The recently approved Middle Housing grant from the
Department of Commerce will let Tukwila conduct outreach and determine how best to allow
middle housing on 30% of our single family lots. The HSG proposals would go much further and
may require that we conduct an EIS for our Comp Plan update, an action which is not currently
funded.
The proposal also suggests regulatory streamlining that include:
• Exempting residential development from SEPA if consistent with comprehensive plan.
• Eliminating external design review but allowing administrative review.
• State funding for code audits to develop more streamlined permitting systems.
• Support changes to the State building code to facilitate middle housing.

Momentum is clearly building for action in this coming legislative session on middle housing.
AWC's proposal has received significant interest from various stakeholders, and the Seattle
Times did a recent editorial in support of the proposal.
RECOMMENDATION
Staff recommends supporting the proposal as it maintains some local control through
development standards and believes the suite of ideas can move the needle on incentivizing
middle housing in our community as well as others.

In previous articles, we have updated you on the formation and
progress of the AWC Housing Solutions Group (HSG). To recap,
the group of city officials spent August through November in a
facilitated process, meeting several times together and a few times
with external partners, including key legislators and Governor
Inslee. The HSG's task was to develop a proactive suite of
legislative proposals to address the housing affordability and
supply challenges facing all corners of the state.
To do so, the HSG narrowed the scope to areas where cities could
directly impact change. The group recognized the need for a
multifaceted approach that bolsters the capacity of cities to
accommodate new housing construction, allow it to be built with
more certainty and speed, and acknowledged the need for
significantly more resources if our state is to meet the identified
need for housing that is affordable to our neighbors with lower
incomes.
The proposal includes elements that may cause some
consternation among some cities, especially the proposed zoning
minimums. The HSG carefully calibrated the need to preserve local
decision-making while proposing minimum standards to maximize
the benefit of public investments in transit and community

The City Administrator Report is meant to provide the Council, staff and community an update on
the activities of the City and on issues that concern Tukwila. Please let me know if you have any
questions or need additional information about any of the following items.
I. Intergovernmental Update
• Meeting with Legislative Members: On December 15 City Administrator Cline participated in
a meeting with State Representative Tina Orwell, Port Commissioner Hamdi Mohamed, staff
from Representative Adam Smith's Office and State Senator Karen Keiser's Office, city
managers and representatives from Burien, SeaTac, Normandy Park and Des Moines,
regarding Port funding for noise insulation packages. Representative Orwell and
Commissioner Mohamed provided background on an effort to expand this funding to include
more individuals.
II. Community Events
• Spirit of Giving Event: The Parks and Recreation Department in partnership with the Rotary
Club of SeaTac-Tukwila and the Tukwila School District held the annual Spirit of Giving on
December 10. With generous donations from local businesses and community members, care
packages were provided for 117 families and their 249 children.
• Stewardship: Restoration at Riverton had a successful planting event. Volunteers joined staff
Olena Perry and resident Steward Debbie Gordon, for two hours of planting fun. The crew
planted 60+ native plants and came up with a new system for mulching small ground covers.
The section of the park that was planted recently had been covered by 20 -year-old ivy, the
new forest will be full of Sword Fern, Fringe Cup, Red Flowering Currant, Cascara, Woodland
Strawberry and Oxalis.
III. Staff Updates
Public Safety
• Partnership with Local Businesses: Starbucks donated 90 boxes of coffee beans to the
Tukwila Justice Center for distribution to community members in need. They also partnered

with the Tukwila Police Department for Coffee with a Cop and other community outreach
programs. McDonald's on Southcenter Parkway donated gift cards for Tukwila Police officers
to hand out to kids. As part of these efforts, last month, police department staff attended a
regional McDonald's managers meeting to talk about issues common to both service industry
and retail establishments in the region such as dealing with disorderly individuals,
homelessness, trespassing and other topics public safety topics that are commonly brought
up as concerns.
• Meeting with SHAG: As part of the City's ongoing efforts to resolve issues with SHAG
management and residents, on December 15 Police Department personnel met with SHAG
residents to discuss information about creating a Community Safety Committee. Additional
meetings are set for January 2023.
Project Updates
• 2022 Annual Overlay Program: Estimated Completion: Spring 2023
Due to weather constraints, thermoplastic crosswalks and stop bars cannot be placed until
Spring 2023. Temporary markings have been placed and will be maintained during the
winter. Minor punch list items remain as well.
• 2023 Annual Overlay Program: Estimated Completion: Fall 2023
Consultant is reviewing pavement conditions along with other City projects/programs to
develop a 5 -year priority list for blocks to include in the overlay program moving forward.
The 2023 project is expected to be publicly advertised in early Spring 2023 with construction
starting in the summer.
• Athletics and Enrichment Programs: 2022 has been a successful year. Staff were able to
reintroduce several athletic programs including volleyball, basketball, and pickleball. Youth
Athletics had 1267 total participant units, Adult Athletics had 3528 total visits and Youth and
Enrichment programming had a total of 1924 units of participation.

SUBJECT: Boards and Commissions Appointment and Reappointments
ISSUE
There are several positions on the City's Boards and Commissions with terms that expire December
31, 2022. I am recommending the following appointment and reappointments as outlined below.
Applications are attached for your review.
Arts Commission
Position 1: Pat Bako was recently appointed to this position on August 15, 2022. As she was
recently appointed, I did not require her to submit a reappointment application and
am recommending she be reappointed for an additional term. Her new term will
expire December 31, 2026.
Position 2:
Sheila Coppola has served in this position since May 16, 2016 and is interested in
continuing to serve in this capacity. I am recommending she be reappointed for an
additional term. Her new term will expire December 31, 2026.
Equity and Social Justice Commission
Position 6: Joe Duffie has served in this community position since August 20, 2018 and is
interested in continuing to serve in this capacity. I am recommending he be
reappointed for an additional term. His new term will expire December 31, 2025.
Position 9:
This was recently vacated. I am recommending the appointment of Kristen Schwabe -
Fry to this position. Kristen works at the University of Washington and leads a
diverse team of software developers conducting scientific research to analyze
problems and build creative and pragmatic solutions. Her term will expire December
31, 2025.
Human Services Advisory Board
Position 1: Terra Straight has served in this resident position since August 20, 2007 and is
interested in continuing to serve in this capacity. I am recommending she be
reappointed for an additional term. Her new term will expire December 31, 2025.
Position 2:
This School District Representative position is currently vacant. I am recommending
the appointment of Julie Herdt, Quality Engagement Specialist for Elementary
Students and Families for the Tukwila School District. Her term will expire December
31, 2025.
Library Advisory Board
Position 2: Steve Miller has served in this resident position since September 15, 2003 and is
interested in continuing to serve in this capacity. I am recommending he be
reappointed for an additional term. His new term will expire December 31, 2025.

Gerie Ventura has served in this resident position since July 16, 2012 and is

I am passionate about the arts. I have been a printer for artists since 1983 working for several
different artist print shops. I am the founder of Sidereal Fine Art Press (1996 to the present),
now located in Tukwila. I am dedicated to the arts and to supporting artists in all of the various
genres.
Currently I feel the arts commission is in a really good place to make some meaningful
differences in the city of Tukwila and I want to be involved in that very positive trajectory.

resident of Tukwila. I'd like opportunities to be more connected to and give back to my new

Thank you for this opportunity. I have been a resident of Tukwila for over 50 years. All 4 of my
children were raised here and attended/graduated from Tukwila achools. I was always active
in the community through volunteer efforts with the schools(both PTA and tutoring) and
coaching baseball and soccer teams, I worked a a counselor for South King County agencies
that served homeless at -risk youth and women. Now that I am retired, I have been pleased to
be part of the Human Services Advisory Board bringing both experience and perspective of a

I have enjoyed serving on the Tukwila Library Advisory Board, even throughout a pandemic in
recent years. We were able to meet virtually and find out the amazing ways that the King
County Library System serves our community in a virtual way and now as it is opening up more

concerns and library -related needs were shared.
Our public libraries serve an important function in Tukwila and I would like to continue to

I've been a Tukwila Parks Commissioner for over a decade, a roll I don't take lightly. As a Parks
Commissioner, I'd like to continue to help make my community a better place to live, work, and
recreate in. To help advocate for and pursue more open space. To support programs like Green
Tukwila as both a Commissioner and a Land Steward, in order to restore native habitat on land
and in the water, especially the Duwamish River.
I'm also a long-time member of the Duwamish Hill Preserve Friends of the Hill restoration crew,
and served on the Management team as DHP was being developed and constructed. I'd like to
continue to serve as Parks Commissioner in order to stay connected and keep both "hats" on.

Hello, I'm interested in joining the library board as a community member. I have a Master's in
Library and Information Science and am a lifelong library lover. I grew up spending time in libraries
all over Seattle and then joined KCLS in 2019. Throughout my life I've utilized library resources in a
variety of ways (research, printing services, e -books, etc.). I believe libraries are an amazing
resource for communities. They are one of the few places that residents can receive services
regardless of financial status and are a safe haven for children and those at risk in our
communities. I'd be honored to help support the community library system by serving on the board.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUKWILA, WASHINGTON, ESTABLISHING
THE TITLES, DUTIES, AND SCHEDULE OF THE
STANDING CITY COUNCIL COMMITTEES FOR
2023, AND REPEALING RESOLUTION NO. 2044.
WHEREAS, RCW 42.30.030 states that all meetings of the governing body of a public
agency shall be open and public; and
WHEREAS, all persons shall be permitted to attend any meeting of the governing
body of a public agency; and
WHEREAS, the City Council desires to evaluate the standing committee framework
each year in an effort to appropriately balance the current policy work of the City; and
WHEREAS, the City Council strives to operate at the highest level of functionality
and efficiency; and
WHEREAS, the City Council desires to conduct its standing committee meetings in
a hybrid format that allows both in-person and electronic attendance;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. Pursuant to the Rules of Procedure of the Tukwila City Council, there are
four standing committees of the Council, consisting of three members each. The Council
President shall appoint the membership of each committee and the Committee Chair by
the second Regular Meeting of each year. All Council Committee meetings are open to
the public.

Section 2. The 2023 Council Committee meeting schedule is established as follows:
1. Transportation and Infrastructure Services Committee meetings shall be
held on the first and third Monday of every month commencing at 5:30 p.m. This
Committee will provide policy recommendations on legislative matters relating to
transportation, traffic, streets, water, sewer, surface water, power, street lighting and
signals, solid waste and recycling, river basins and levees, aviation, telecommunications,
shops facilities, fleet, public transit, and other ad hoc matters as assigned. Meetings will
be held in the Duwamish conference room, 6300 Southcenter Boulevard, Tukwila,
Washington. Information on public participation via Microsoft Teams or by telephone will
be published on every agenda.
2. Planning and Community Development Committee meetings shall be
held on the first and third Monday of every month commencing at 5:30 p.m. This
Committee will provide policy recommendations on legislative matters relating to housing
policies and programs, planning and land use, annexations, building and development
regulations, code enforcement, economic development, tourism, workforce development,
environment and sustainability, and other ad hoc matters as assigned. Meetings will be
held in the Hazelnut conference room, 6200 Southcenter Boulevard, Tukwila,
Washington. Information on public participation via Microsoft Teams or by telephone will
be published on every agenda.
3. Finance and Governance Committee meetings shall be held on the
second and fourth Monday of every month commencing at 5:30 p.m. This Committee will
provide policy recommendations on legislative matters relating to financial management
and fiscal operations of the City, administrative services, insurance, personnel,
compensation, technology systems, government performance, public records, City
Hal1/6300 Building,and other ad hoc matters as assigned. Meetings will be held in the
Duwamish conference room, 6300 Southcenter Boulevard, Tukwila, Washington.
Information on public participation via Microsoft Teams and by telephone will be published
on every agenda.
4. Community Services and Safety Committee meetings shall be held on the
second and fourth Monday of every month commencing at 5:30 p.m. This Committee will
provide policy recommendations on legislative matters relating to police, fire, emergency
services, municipal court, public safety facilities, animals, community engagement,
human services, parks, recreation, trails, youth and senior services, golf course,
community center, library, public art, social equity and justice, and other ad hoc matters
as assigned. Meetings will be held in the Hazelnut conference room, 6200 Southcenter
Boulevard, Tukwila, Washington. Information on public participation via Microsoft Teams
or by telephone will be published on every agenda.
Section 3. In the event a holiday falls on a Monday, there will be no Council
Committee meetings during that week. Time sensitive matters may be placed directly on
a Committee of the Whole agenda, or a Committee meeting may convene with approval
by all members.

Section 4. In the event there is a fifth Monday in a month, there will be no Council
Committee meetings during that week.
Section 5. Repealer. Resolution No. 2044 is hereby repealed.
