Kari Sand presented background and suggested way forward with backdating list
Civil Service Commissioners met in exec session

Took a vote- Reject 3-0 not to move forward with backdating EM Manager
The commissioners request notifying candidates with letter that process not followed. Then can
come before the commission before sending certified list to Chief.
