MINUTES
SPECIAL MEETING
This meeting was conducted both on-site at Tukwila City Hall and virtually via Microsoft Teams.

CALL TO ORDER
Mayor Ekberg (on-site) called the Special Meeting of the Tukwila City Council to order at 9:25 p.m.
directly following the Committee of the Whole meeting.
ROLL CALL
Felipe Ayala, Administrative Support Coordinator, called the roll of the Council. Present at the meeting
were Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site), Kate Kruller (on-site), Thomas
McLeod (on-site), Cynthia Delostrinos Johnson (on-site), Mohamed Abdi (on-site), Tosh Sharp (on-site).

CONSENT AGENDA
b. A resolution declaring certain fleet vehicles and equipment surplus and authorizing their sale or
disposal. RESOLUTION NO. 2062.
c. Authorize the Mayor to sign a contract with Securitas Security for 2023'2024 Court security sominaa, in
the amount of $00.000.00 annually.
d. An ordinance amending Ordinance No. 2612. as codified at Tukwila Municipal Code (TMC) Chapter
9.53. "Automated Traffic Safety Cameras in School Zones," to retitle TMC Chapter 9.53 as "Automated
Traffic Safety Cameras," and allow automated traffic safety cameras in other geographic locations;
updating the use of automated traffic safety camera standards related thereto. ORDINANCE NO. 2696

Mayor Ekberg stated there were no vouchers.

Councilmember Quinn requested item E to be removed from the consent agenda, and to be
discussed under New Business.
MOVED BY HOUGARDY, SECONDED BY KRULLER THAT THE CONSENT AGENDA BE
APPROVED AS AMENDED. MOTION CARRIED 7-0, WITH THE REMOVAL OF ITEM E.
UNFINISHED BUSINESS
9:27 p.m. Councilmember Quinn recused himself from items 3 and 4 and exited the Council Chambers.

Authorize the Mayor to accept the 2023-2024 Waste Reduction and Recycling Grant with King
County in the amount of $65,972.00.
MOVED BY MCCLEOD, SECONDED BY ABDI TO AUTHORIZE THE MAYOR TO SIGN THE 2023-
2024 WASTE REDUCTION AND RECYCLING GRANT WITH KING COUNTY IN THE AMOUNT OF
$65,972.00. MOTION CARRIED 6-0, WITH QUINN RECUSED.
NEW BUSINESS (per agenda amendment on page 1)
e. Authorize the Mayor to accept a grant from the Washington State Criminal Justice Training
Commission for Police Officer wellness services in an amount not to exceed $50,000.00 (coming
to the City).
MOVED BY HOUGARDY, SECONDED BY KRULLER TO AUTHORIZE THE MAYOR TO ACCEPT A
GRANT FROM THE WASHINGTON STATE CRIMINAL JUSTICE TRAINING COMMISSION FOR
POLICE OFFICER WELLNESS SERVICES IN AN AMOUNT NOT TO EXCEED $50,000.00 (COMING
TO THE CITY). MOTION CARRIED 6-0, WITH QUINN RECUSED.
EXECUTIVE SESSION — Collective Bargaining — Pursuant to RCW 42.30.140(4)(b) (45 minutes)
Mayor Ekberg announced the Council will now go into an Executive Session to discuss:
Collective Bargaining — Pursuant to RCW 42.30.140(4)(b) (45 minutes)
The total amount of time will be no more than 45 minutes, and no decisions will be made during the
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.
He declared the meeting adjourned as of the conclusion of the Executive Session, The Executive
Session will not be extended beyond the announced time, and they will not be returning to open session
to adjourn or for any other reason.
9:29 p.m. Mayor Ekberg called for a brief recess to allow the Councilmembers to convene to the
Executive Session.
