MINUTES
REGULAR MEETING
This meeting was conducted both on-site at Tukwila City Hall and virtually via Microsoft TEAMS. The
phone number for public participation that was provided via the agenda distribution process was:

CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg (on-site) called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and
led the audience in the Pledge of Allegiance.
Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the meeting were
Councilmembers De'Sean Quinn (on-site); Kate Kruller (on-site), Thomas McLeod (on-site), Cynthia
Delostrinos Johnson (on-site), Mohamed Abdi (on-site); Tosh Sharp (on-site).

LAND ACKNOWLEDGEMENT — Mayor Ekberg stated "The City of Tukwila is located on the ancestral
lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and
culture. We pay our respects to their elders past, present and emerging."
PUBLIC COMMENTS
Jennifer and Mary, managers of the new Sherwin Williams store, dropped off flyers and announced the
store will be opening in January 2023.
Katrina Doan spoke regarding dangerous traffic conditions on 46th Avenue South in the area south of
144th Street. This is a main thoroughfare to Showalter Middle School, with no sidewalks, and cars, foot
traffic and buses are all navigating the street at the same time. She and other residents are very fearful
that a tragedy could occur if traffic calming measures are not put in place. She asked that this area of the
City be prioritized for traffic calming as soon as possible.
Sandra Craft spoke regarding parking issues in the area of Tukwila Village. Her husband is having
surgery on both legs and will be off work for 30 days. They are unclear as to where he can park his
vehicle during this time period without it being towed. She emailed management at Tukwila Village and
has not heard back.
Councilmember Kruller suggested they consider acquiring a handicap placard for their vehicle. Mayor
Ekberg said the Police Chief and City Administrator will talk with Ms. Craft, and he offered the reminder
that this area is private property.

Councilmember Kruller asked that an email received from Peggy McCarthy regarding the City's budget be
made a part of the public record of this evening's meeting. Mayor Ekberg confirmed it is a part of the
public record.
APPOINTMENTS
Confirm the appointment of Peter Mayer to the position of Parks and Recreation Director
MOVED BY DELOSTRINOS JOHNSON, SECONDED BY KRULLER TO CONFIRM THE
APPOINTMENT OF PETER MAYER TO THE POSITION OF PARKS AND RECREATION DIRECTOR.*
David Cline, City Administrator, expressed the outstanding work performed by Mr. Mayer in the last 4
months while working for Tukwila in an interim capacity. He emphasized that he spoke with former
employers and colleagues of Mr. Mayer who has worked for various organizations in his 27 years of
experience in the field of Parks and Recreation. He has an excellent resume and came with glowing
references.
The Councilmembers asked clarifying questions and exchanged comments as follows: What caused Mr.
Mayer to want to work for Tukwila; Acknowledgement of the benefits Mr. Mayer has already brought to
the City through his leadership; Appreciation that Mr. Mayer chose Tukwila as his employer; Concerns
about allegations that had appeared in a newspaper article.
*MOTION CARRIED 5-1, WITH SHARP VOTING NO.
CONSENT AGENDA
a. Approval of Minutes: 11/21/22 (Regular Mtg.); 11/28/22 (Special Mtg.)
b. Approval of Vouchers #00401882-00401945 in the amount of $2,529,305.20
c. Approve an application for lodging tax funds from the City of Tukwila for Experience Tukwila for
$190,000; 2023-2024 Basic Operations for $338,048.00; and 2023-2024 Seattle Seawolves Partnership
for $150,000.00.

(1) Authorize the Mayor to sign a lease agreement with the Puget Sound Regional Fire Authority for Fire
Station 51, 17951 Southcenter Parkway, Tukwila, WA.
(2) Authorize the Mayor to sign a lease agreement with the Puget Sound Regional Fire Authority for Fire
Station 52, 15447 65th Avenue South, Tukwila, WA.
(3) Authorize the Mayor to sign a lease agreement with the Puget Sound Regional Fire Authority for Fire
Station 53, 4202 South 115th Street, Tukwila, WA.
(4) Authorize the Mayor to sign a lease agreement with the Puget Sound Regional Fire Authority for Fire
Station 54, 4237 South 144th Street, Tukwila, WA.
(5) An ordinance repealing Ordinance No. 1317 regarding the Office of Fire Chief thereby eliminating
Tukwila Municipal Code Chapter 2.24, "Fire Chief." ORDINANCE NO. 2690.
(6) An ordinance repealing Ordinance No. 2528, reenacting Tukwila Municipal Code Chapter 2.42, "Civil
Service Commission," to eliminate references to a City Fire Department. ORDINANCE NO. 2691.
(7) An ordinance repealing Ordinance Nos. 167, 548, 572, 842 and 1223; reenacting Tukwila Municipal
Code Chapter 2.48, "City Fire Department Pension Participants," to maintain State death and disability
provisions. ORDINANCE NO. 2692.
(8) An ordinance repealing Ordinance No. 1276; reenacting Tukwila Municipal Code Chapter 2.92,
"Hazardous Materials Incident Command Agency," to update designation. ORDINANCE NO. 2693.
(9) A resolution expressing the intent to pursue the benefits of receiving fire and emergency medical
services from the Puget Sound Regional Fire Authority via annexation. RESOLUTION NO. 2060.
e. Authorize the Mayor to sign a grant agreement with the Association of Washington Cities for the
Mental Health Professional Co -Responder Program in the amount of $92,083.00.

Tukwila Municipal Code Chapter 16.26 as Figure 16-1, "Fee Schedule;" repealing Ordinance No. 2643.

SCHEDULE;" REPEALING ORDINANCE NO. 2643; PROVIDING FOR SEVERABILITY; AND
ESTABLISHING AN EFFECTIVE DATE.

REPORTS
a. Mayor
Mayor Ekberg asked Pete Mayer what drew him to Tukwila. Mr. Mayer said the employees are
dedicated, creative, and fully committed to the community. He is honored they have placed their trust in
him to lead the department. Mr. Mayer also referenced the tremendous turn out and donations
associated with the City's Spirit of Giving event. Tukwila works hard for its community members.
b. City Council
Council President McLeod attended the recent Growth Management Planning Council meeting where the
focus was on how to best measure affordable housing targets for all jurisdictions.
Councilmember Kruller is on the Community Advisory Council for the LIHI (Low Income Housing Institute)
Tiny House Village at Riverton Park. They recently opened their doors, and there will be a formal
celebration in the near future. Additionally, she worked with the Association of Washington Cities on
federal priorities. She also participated in the Puget Sound Regional Council and Transportation Policy
Board joint session on racism and equity. It was such a good session, and she suggested it be
considered for City staff. Ms. Kruller attended the Sound Cities Association annual meeting and voted for
the City as it relates to incoming leadership and the budget. The Chamber of Commerce also had its
annual meeting, and the Seattle Building and Construction Trades Council had an open house at the
Teamster Hall that she attended. The National League of Cities Transportation and Infrastructure
Services Committee met, and she may be pursuing conversations about electric buses and other
transportation related opportunities. The LIHI and Maverick Cares Program worked together and were
able to provide food and supplies to over 400 tiny homes for Thanksgiving.
Councilmember Delostrinos Johnson, Chair of the PCD (Planning and Community Development)
Committee, said the Committee reviewed the Draft Economic Development Plan, which will be coming to
the Committee of the Whole in 2023.
Councilmember Abdi thanked the Public Works crews for their work during the recent snow event.
Councilmember Sharp also complimented the Public Works crews for their great work.
c. Staff
David Cline, City Administrator, referenced the CA (City Administrator) Report and offered to answer any
questions.
MISCELLANEOUS
Councilmember Kruller said the Transportation and Infrastructure Services Committee discussed Phase 2
of the Maintenance and Engineering Building at tonight's meeting.
