These services include: environmental compliance monitoring services and associated products for four mitigation sites within the City of Tukwila Please review the full RFQ following this notice Any questions regarding this RFQ should be directed to Sherry Edquid, Project Manager at Sherry.Edquid@TukwilaWA.gov. Interested firms have three options to submit their proposal (e- mail, mail, or hand -deliver). All formats should be addressed to Sherry Edquid. Please reference the RFQ title on all communication and mailing labels. All submission formats should be received no later than 5:00 p.m. PST, Monday, February 13, 2023. No submittal will be accepted after this date and time. The City will not be liable for delays in delivery of proposals due to handling by the US Postal Service or any other type of delivery service. The entrance is near the flagpole. There is also a drop box at the entrance doors to City Hall 24 hours a day, however, it may not be large enough to handle the proposals. Published Seattle Times — January 16, 2023, and January 23, 2023 Published Daily Journal of Commerce — January 16, 2023, and January 23, 2023 REQUEST FOR QUALIFICATIONS PROJECT CLOSEOUT OF LANDSCAPE MITIGATION SITES ENVIRONMENTAL COMPLIANCE (MITIGATION) MONITORING, REPORTING AND DESIGN SERVICES The City of Tukwila (the "City") is requesting Qualifications (RFQ) from a Professional Environmental consulting firm to provide environmental compliance monitoring, reporting, design services and project closeout related to four landscape mitigation sites. PROJECT DESCRIPTION: The purpose of this project is to provide environmental compliance monitoring services and associated products for four mitigation sites within the City of Tukwila. The mitigation sites have varying permit requirements, from local to federal, and were planted between 2015 and 2019. Due to project budget constraints and other factors, each of the four projects have progressed slowly and prior monitoring and mitigation contracts have expired. Working with the City, the Consultant will restart work and facilitate compliance efforts with the plant establishment at these mitigation sites per the permit conditions. The work entails detailing the existing site conditions, producing monitoring reports and other documentation, permit agency correspondence and providing adaptive management recommendations including planting design, noxious weed control and maintenance recommendations. The four project sites are located at: Southcenter Parkway in the Tukwila South area, 42nd Avenue South adjacent to Gilliam Creek, the Tukwila Urban Center Pedestrian Bridge and Fort Dent Park. SCOPE OF SERVICES: The scope of services and schedule will be negotiated with selected consultant. Under the direction of the City's Project Manager (PM), the scope of services may include, but is not limited to: Personal Services: • Survey the project sites, as needed, and report on existing site conditions. • Review performance standards for each of the four sites and determine site performance relative to requirements. • Outline a path forward to meet the required performance standards and achieve project goals and closeout. • Produce and/or update any required monitoring reports and coordinate with permit agencies. • Prepare design/restoration contract documents including cost estimates detailing plant species, quantity and placement locations. ANTICIPATED SCHEDULE: • Consultant Selection February 2023 • Site Review April 2023 • Deliver Contract Documents for Advertisement June 2023 • Provide Construction Oversight 2023 -TBD • Produce and Update Required Monitoring Reports and Agency Correspondence 2023 - TBD SUBMITTAL REQUIREMENTS: Submittals will be evaluated and ranked based on the following criteria listed in order of importance: 1) Relevant project experience of key personnel. Please include references for 3 relevant projects; 2) Ability to meet schedule 3) Ability to work within budget Submittals should be limited to 10 pages, excluding resumes and any supporting information, and should include the following information: organization name; phone number; name and e- mail address for the primary contact; specific staff and disciplines to be assigned to the project; similar project experience examples. Similar information shall be provided for any sub - consultants. Please submit three copies of your Qualifications/Quotations to: Sherry Edquid, Project Manager, City of Tukwila Public Works, 6300 Southcenter Boulevard Suite 200, Tukwila, WA 98188 by February 13, 2023, no later than 5.00 p.m. Consultant selection will be based on RFQ review and potential interviews, if deemed necessary, on a date to be determined. The City reserves the right to reject any and all proposals or waive any informalities in the proposals and make the award as deemed to be in the best interest of the City.
