COMMITTEE OF THE WHOLE CALL TO ORDERIPLEDGE OF ALLEGIANCE Council President McLeod called the Tukwila City Council meeting to order at 7:00 p.m. and led the audience in the Piedge of Allegiance. OFFICIALS Present at the meeting were Council President McLeod (on-site); Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site), Kate Kruller (on-site), Cynthia Delostrinos-Johnson (on-site), Mohamed Abdi (on-site), Tosh Sharp (on-site). LAND ACKNOWLEDGEMENT Councilmember Hougardy stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to theirelders past, present and emerging.” PUBLIC COMMENTS 1. Joe Duffie thanked the Mayor, Staff, Council and Public Works forthe good job they did on a tough year. He shared his feelings about the tough times we are facing and stressed to Council the importance of protecting the City and its residents by supporting Fire, Police and City staff. 2. Peggy McCarthy voiced concerns regarding Phase Uofthe Public Works Shops project and stated the location of the proposed site is at the north end of the City, approximately 4-5 mites from the Central Business District (CBO), which could result in added staff time and fuel costs if most work activities happen to occur in the CBD. The cost to complete the project and impact on taxpayers is another concem. Given the most recent C|P, there is $60 million more to spend on Phase U and this could translate into $4.5 million in debt -service annually. She asked the Council to take her concerns into consideration when making a decision. 3. Melissa [Wnfua, business agent for Teamsters 763, spoke on behalf of represented city staff and asked the Council for their support throughout the negotiation process to get a fair and equitable labor contract. Recognition of promoted staff: Jay Wittwer, Fire Chiof, thanked the Council and Mayor for the wonderful opportunity to serve as the Fire Chief for the past six years. He stated that effective January 1, 2023, the Tukwila Fire Department will merge with Puget Sound Regional Fire Authority and praised the Council for the pivotal role they played in reaching this point. He announced that Don Tomaso, Battalion Chiaf, had retired last week after 40 years of service in the area and proceeded to introduce the new Battalion Chief and other promoted staff. • Firefighter Ryan Berg to the position of Battalion Chief • Firefighter Jordan Tursi to the position of Captain • Firefighter Mason Upton to position of Captain • Firefighter Jim Evans to the position of Captain • Firefighter Brian WiIIis to the position of Captain • Firefighter Matt Fink to the position of Captain Mayor Ekberg administered the Oath of Office to the promoted firefighters. The Mayor and Councilmembers congratulated the promoted firefighters. The Mayor and City Councilmembers also acknowledged the accomplishments of Jay Wittwer, and thanked him for his service, |eademhip, and the great impact he left on the community. 7:19 p.m. 7:21 p.m.Councilmember Kruller returned to the Council Chambers. Councilmember Kruller exited the Council Chambers. SPECIAL ISSUES a. An update on the Public Works Shops Phase U Test -to -Fit Project Brandon Miles, Business Relations Manager, and Laura Mamam, Principal with Miller Hayashi Amhitonts, presented six design concepts for Phase U of the Public Works Shops project. The design concepts are intended to maximize operational effectiveness of the City's Public Works operation activities by consolidating to one combined facility. A public open house is scheduled for January 11, 2023, and staff will come back to the City Council in late January/February with a recommended option and cost analysis for renovating the existing building and developing a new site. John Palewicz, Program Management Quality Assurance Cnnuultant, explained his involvement with the project management team in understanding the project's n*mdm, assessing opportunities and site constraints. He indicated the next step is to create a matnx with the advantages and disadvantages of each concept to help Council decide on a design. 8:27 p.m. 8:29 p.m.Councilmember Quinn returned to the Council chambers. A contract with Securitas Security for 2023-2024 Court Security Services 8:31 p.m. Councilmember Hougardy returned to the Council Chambers. Latricia Kin|ovv, Judicial Branch Administrator, explained Securitas Services has been providing security services for the Tukwila Municipal Court since 2006. To ensure adherence to safety protocols and best Tukwila City Coundl Committee of the Whole Minutes December 12, 2022 Page 3 of 5 pranUcen, a contract renewal is necessary to maintain the continuity and consistency of services in 2023 and 2024. Discussion on an ordinance authorizing the use of automated traffic safety cameras in Park zones. Eric Dreyer, Chief of Po|iva, presented data from a three-day survey conducted at five Tukwila parks, which showed the area near Codiga Park has the highest speeding violations by commercial semi -trucks. Staff asked the Council to approve the installation of two automated speed zone cameras to cover the roadway adjacent to Codiga Park. The program is uo|f'aupporting, and there is staffing in place to allow the additional cameras to be observed. He specified that public notice and warnings will be given to the community a month prior to the implementation of the cameras. Discussion on an Officer Wellness Grant Eric Dnaver, Chief of Po|i*s, gave an overview of the Police Officer Wellness Grant to fund officer visits with a clinical psychologist that was awarded to the Tukwila Police Department. He noted that frontline staff in the Police Department are also eligible to receive these services. Discussion on a resolution declaring certain fleet vehicles and equipment murp|us, and authorizing their sale or disposal. Hari Pnnnekanti, Public Works Director, discussed the disposal solution for the vehicles and pieces of equipment identified to have outlived their service life. While still operationa|, these items require extensive mpaina, are no longer used, or are too costly to repair. Staff asked the City Council to approve the resolution declaring 38 vehicles and 17 other pieces of equipment as surplus and authorize their sale. [bunoUmember Kndkx asked to consider non-profit organizations in the area that might benefit from the surplus equipment. Mayor Mayor Ekberg reported he spent time on 46th Avenue along with the Public Works Director to look at the safety issues in the area. They want to evaluate opportunities for improvements and make those routes safer for kids before school starts in January. b. City Council CounoUmembmr Hougardy reported on the Community Services and Safety Commkbae, which revisited the resolution updating the Fire Permit Fees and identified two issues; how to calculate the fees and if they should fund the Fire Marshal's Office at 100 percent. Councilmember Quinn reported on the Finance and Governance Committee Meeting and shared that Tukwila Cfty Counal Committee of the Whole Minutes December 12, 2022 Page 4 of 5 Councilmember Kruller addressed a recent newspaper article from the Seattle Times concerning contaminated water with "forever chemicals" impacting different water areas in the State with Highline being one affected area. She asked the Public Works Director to present the facts on the subject and address these concerns to ensure Tukwi|a'o systems and water sources are safe for customers. Councilmember Abdi thanked the Council, Mayor, City Administrator, Legislative Analyst, audience, Department Heads, and Deputy City Administratorfortheir support and expressed his appreciation forthe welcoming environment they have created. Council President McLeod thanked the Councilmembers for the opportunity to serve as the Council President and their collaboration to serve the community. He expressed his appreciation to the Legislative Analyst, Mayor and City Administrator for their work behind the scenes. He also gave a special thank you to the directors and City staff for their hard work in making Tukwila a high-level organization. He commended the City Clerk's Office for their work and extended his appreciation. c. Staff David Cline, City Administrotor, reported that the Employee Appreciation Breakfast event was a great success. The event has become an annual tradition held the first week of December. The Spirt of Giving event was held on Sunday and it was another successful event with the help and support from the community and volunteers. MISCELLANEOUS Councilmember Hougardy thanked the Council and stated she is very pleased about the appointmenof Pete Meyer as the Director of Parks and Recreation. She made the commitment to review his work hiatory, which proved sakinfeotory, and believes he will serve the City well. She proposed the need for Council to have a discussion early next year on Council -Staff interactions and emphasized that good Council -Staff relationships are important for morale and for the good of the community. She acknowledged the demands and responsibilities of a Councilmember are vast and the ability to commit time to do outside work is pivotal in fulfilling expectations. Councilmember Delostrinos-Johnson thanked Council President McLeod for his leadership and commended him for his dedication and diligence throughout this budget year. Councilmember Quinn thanked Council President McLeod for his work and acknowledged the challenges and virtues inherent to this position. He emphasized the importance of taking a proactive rather than a reactionary approach. He expressed his appreciation for the Council and Council chairs for their dedication and proactiveness. Councilmember Abdi thanked Council President McLeod for his leadership and expressed his appreciation to each Councilmember for their camaraderie. He also thanked the City Administrator, PWayor, Legislative Analyst, City Attorney and Chief of Police. He expressed interest in the opportunity to redo his Oath of Office ceremony on January 9, 2023, with more family members in attendance. Councilmember Kru!Ier explained the Tukwila City Council has a unique process in sharing the Council Presidency through a seniority -based rotation. She noted the Council Presidency process in other cities is highly competitive which can Iead to Council infighting. She indicated Council collaboration in one of the many reasons she is proud of being part of the Council. She praised Council President McLeod for his leadership as they navigated their way back to in-person meetings since Covid-19 and expressed her appreciation for him. Councilmember Sharp explained he expects to receive simp|n, direct responses to the direct questions he asks staff on behalf of his constituents. Council President McLeod announced the need for one Councilmember to serve on the Puget Sound Tukwila City Coundl Committee of the Whote Minutes December 12,2022 Page 5 of 5 Oversight Group starting January 2023. He expressed interest in the Governance Board and shared that Councilmembers Kruller and Sharp had expressed interest in serving on the Annexation Oversight Group. He asked the Council if there is consensus for these appointments. Council PresidenMcLeod and Councilmembers Kruller and Sharp asked clarifying questions pertaining to meeting mohedu|es, boation, term of the positions and agreed to work on scheduling with the Legislative Analyst. Consensus existed to appoint Council President McLeod to the Puget Sound Regional Fire Authority Governance Board, and Councilmembers Kruller and Sharp to the Annexation Oversight Group.
