STOP ALL WORK. TMC §8.45.090 and 2015 IPMC §112

VIOLATION: Remodeling of the interior and exterior of the house without the
required permits.
CODE REFERENCES:
• IBC [A] 105.1 Required. Any owner or owner's authorized agent who intends to
construct, enlarge, alter, repair, move, demolish or change the occupancy of a

building or structure, or to erect, install, enlarge, alter, repair, remove, convert or
replace any electrical, gas, mechanical or plumbing system, the installation of
which is regulated by this code, or to cause any such work to be performed, shall
first make application to the building official and obtain the required permit.
• IBC [A] 110.1 General. Construction or work for which a permit is required shall be
subject to inspection by the building official and such construction or work shall
remain visible and able to be accessed for inspection purposes until approved.
Approval as a result of an inspection shall not be construed to be an approval of a
violation of the provisions of this code or of other ordinances of the jurisdiction.
Inspections presuming to give authority to violate or cancel the provisions of this
code or of other ordinances of the jurisdiction shall not be valid. It shall be the
duty of the owner or the owner's authorized agent to cause the work to remain
visible and able to be accessed for inspection purposes. Neither the building
official nor the jurisdiction shall be liable for expense entailed in the removal or
replacement of any material required to allow inspection.
• IBC [A] 110.5 Inspection requests. It shall be the duty of the holder of the building
permit or their duly authorized agent to notify the building official when work is
ready for inspection. It shall be the duty of the permit holder to provide access to
and means for inspections of such work that are required by this code.
CORRECTIVE ACTION REQUIRED BEFORE WORK MAY RESUME:
1. IMMEDIATELY CEASE ALL EXTERIOR AND INTERIOR CONSTRUCTION WORK
UNTIL ALL REQUIRED PERMITS HAVE BEEN REVIEWED, APPROVED, AND
ISSUED; and
2. Secure the home from unlawful entry by boarding all accessible windows and
doors; and
3. Obtain a Single -Family Residential Remodel and Addition Permit from the City of
Tukwila. To apply for said Permit, new plans must be submitted due to the
extensive remodel / demolition of the exterior and interior of the house. Plans
must include, but not limited to the following:
a. Structural engineer reports and plans which include but not limited to all
foundations (specifically cracks, saw cuts, holes), all floor joists, floor
decking, all exterior walls and rafters' structural members; exterior
plywood and OSB boards that have been exposed to the elements;
locations where exterior and/or interior walls have been removed or
proposed to be removed, locations where exterior windows / doors have
been removed or locations where new windows / doors have or will be
installed.
b. Architectural plans which show the existing floor plan and the proposed
floor plan which include but not limited to walls that have been or will be
removed, walls that have been constructed, existing windows, new
windows; and

4. Obtain additional permits, required by the TMC, related to the remodel and/or
addition, including Electrical, Plumbing & Gas, and Mechanical. For more
information, please contact the Department of Community Development at 206-
431-3670 and ask to speak with a Building Plans Examiner regarding additional
permit requirements for the house; and
5. Pay all applicable permit fees. Construction started before the Building Permit
was approved and issued, therefore an additional fee will be due before the
building permit will be issued. Other additional fees will be required for Electrical,
Plumbing and Gas, Mechanical, and any other required permit(s).
Compliance date to submit complete permit application, plans, calculations, reports, and
any other required documents: March 6, 2023
Please contact the Permit Center at 206-431-3670 or PermitsATukwilawa.qov between the
hours of 8:30 am and 4:00 pm and a Permit Technician will assist you through the process
to submit your application(s) successfully.
Any violation of a Stop Work Order may be prosecuted with a Notice of Violation and Order
and is hereby declared to be a public nuisance, subject to the assessment of penalties of
$250.00 per day for each violation and costs and legal fees necessary for abatement (See
TMC 8.45.090 and TMC 8.45.120.A.2.a).
