This permit shall become null and void if the work is not commenced within 180 days for the date of issuance, or if
the work is suspended or abandoned for a period of 180 days from the last inspection.
PERMIT CONDITIONS:

2: All permits, inspection record card and approved construction documents shall be kept at the site of work
and shall be open to inspection by the Building Inspector until final inspection approval is granted.
3: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap
the sanitary sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks,
wells, and other excavations. Final inspection approval will be determined by the building inspector based
on satisfactory completion of this requirement.
4: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the
City of Tukwila Building Department (206-431-3670).
5: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila
Permit Center.
6: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an
approval of, any violation of any of the provisions of the building code or of any other ordinances of the City
of Tukwila. Permits presuming to give authority to violate or cancel the provisions of the code or other
ordinances of the City of Tukwila shall not be valid. The issuance of a permit based on construction
documents and other data shall not prevent the Building Official from requiring the correction of errors in
the construction documents and other data.

CONSTRUCTION CONTRACTOR'S RESPONSIBILITY'
Before bidding or starting any construction work, you are required to obtain a written asbestos report
from the building owner or owner's agent. The report must be based on a survey by an accredited
AHERA building inspector unless the building owner assumes materials in the structure are asbestos or
has other convincing documents showing asbestos is not present in the work area. A building owner
may know asbestos has been removed during prior work or that a new building has been constructed
using materials certified to be asbestos free.
If you discover suspect asbestos materials, you must report them to the building owner within 24 hours.
Asbestos materials may be found in enclosed structures or between other materials, where they are not
accessible before. work.
State law specifies a minimum $250 per day fine for failure to obtain the asbestos report. This fine can
be applied to both the contractor and building owner. Additional fines may be applied if workers are
exposed to airborne asbestos.
Washington State Department of Labor & Industries regulations & policy with regards to asbestos removal.
A Copy of the asbestos report must be made available to the building inspector prior to the first
inspection. In addition, if asbestos has been found, confirmation of the completed abatement work
must be provided to the building inspector. Inspection scheduling will not be accepted until this
documentation is received by the building inspector.

Introduction
On April 26, 2019 Environmental Specialties inspected this house for asbestos materials.
Demolition is planned for this structure.
This inspection report includes data that describes the type of materials found, their quantities,
where appropriate, and their asbestos content. The report can also be used as a planning aid
for all construction, maintenance, abatement and demolition work associated with the
structure.
Facilities Description
This structure is a wood framed 1100 square foot residential home built in the 1940's. The
house had a major addition and cosmetic remodels with several types of floor materials.
Wood strip flooring, linoleum, sheet vinyl and carpet cover the floors. Two layers cover the
dining, kitchen, and utility areas. The floor in the utility is partially collapsed. Shiplap is the
base sheeting on the floors and walls. The building has a concrete block foundation and a
short two foot crawlspace. Exterior siding is composition shingle material bonded to a wood
fiber board (fir-tex). Vertical cedar board siding covers the sides and back of the house.
Interior walls and ceilings are gypsum wallboard with no texture. Some fiberglass batts are in
the attic. No wall or underfloor insulation is present. Heat is a forced air gas furnace with
metal ducts. Hot water is provided by an electric hot water tank. Plumbing is steel and
electrical is an old fuse panel with some old and new wiring. Roofing is composition shingles.
Inspection & Sampling Procedures
Puget Sound Clean Air Agency (PSCAA) and Labor & Industries regulations require an
inspection of all buildings for the presence of asbestos containing materials prior to renovation
and/or demolition. Asbestos containing materials are defined as those building materials
containing one percent or more of asbestos as verified by laboratory analysis.
Asbestos containing materials are sub -divided into three types: surfacing materials, thermal
system insulation, and miscellaneous materials. Surfacing materials are defined as those
materials that are sprayed -on, troweled -on or otherwise applied to surfaces including, but not
limited to, acoustical plaster on ceilings, paints, fireproofing materials on structural members,
or other materials on surfaces for decorative purposes. Thermal system insulation indicates
material applied to pipes, fittings, boilers, tanks, ducts, or other structural components to
prevent heat loss or gain. All other materials are considered to be miscellaneous materials.
All surfacing materials, thermal system insulation and flooring installed in structures prior to
ES.

1980 are presumed to contain asbestos unless proven otherwise by a licensed building
inspector.
The number of samples collected depends on the type of material and its quantity. In order to
prove that suspect or presumed surfacing materials do not contain asbestos at least three
samples of each homogeneous area are required. Five samples are required for areas greater
than 1,000 square feet and seven are required for areas greater than 5,000 square feet. Thermal
system insulation requires at least three samples be collected. One sample of each suspect
miscellaneous material must also be collected.
Each sample was collected and placed into a separate, sealed, plastic bag. They were then
individually numbered. When possible, samples were collected from areas or materials that
were previously damaged. Sampling equipment was decontaminated after each sample was
collected.
Once collected, the samples were delivered to an accredited laboratory, accompanied by a
chain of custody describing each sample. The samples were then analyzed using Polarized
Light Microscopy (PLM) Stain Dispersion technique in accordance with EPA Method 600/R-
93/116. Additional treatment and tests may have been used as required to define a sample's
composition.
Non -Asbestos Containing Suspect Materials

Conclusion
Five asbestos materials were found. The sheet vinyl on top in the utility furnace room
contains asbestos. This material only partially covers the floor that is in poor condition. 9x9
inch vinyl asbestos tiles cover the floors in the addition hall, main bathroom hall and the main
bathroom. The black mastic in the main bathroom on the bottom of the tiles also contains
asbestos. Fixture wire connection wiring in four light fixtures contains asbestos. This material
is waxed. Window putty on the 10 wood frame windows contains asbestos.
Wallboard mud was found to contain asbestos in two of three samples tested. This material
can be considered as a composite and non -asbestos as a unit. Consult Washington WRD
23.30 for further information and required contractor responses.
Should any additional suspect materials be found it is recommended that a certified inspector
determine whether the materials contain asbestos.
Puget Sound Clean Air Agency and Washington DOSH regulations require that all asbestos
containing materials be properly handled during demolition and renovation and that a survey
of the asbestos containing materials be provided to all contractors and posted at the site to
prevent potential accidental asbestos exposure.

In reviewing our current records, the above noted permit has not received a final inspection by the City of Tukwila Building
Division. Per the International Building Code, International Mechanical Code, Uniform Plumbing Code and/or the National Electric
Code, every permit issued by the Building Division under the provisions of these codes shall expire by limitation and become null
and void if the building or work authorized by such permit has not begun within 180 days from the issuance date of such permit, or if
the building or work authorized by such permit is suspended or abandoned at any time after the work has begun for a period of 180
days. Your permit will expire on 1/26/2020.
Based on the above, you are hereby advised to:
1) Call the City of Tukwila Inspection Request Line at 206-438-9350 to schedule for the next or final inspection. Each
inspection creates a new 180 day period, provided the inspection shows progress.

Division. Per the International Building Code, International Mechanical Code, Uniform Plumbing Code and/or the National Electric
Code, every permit issued by the Building Division under the provisions of these codes shall expire by limitation and become null
and void if the building or work authorized by such permit has not begun within 180 days from the issuance date of such permit, or if
the building or work authorized by such permit is suspended or abandoned at any time after the work has begun for a period of 180
days. Your permit will expire on 5/26/2019.
Based on the above, you are hereby advised to:
1) Call the City of Tukwila Inspection Request Line at 206-438-9350 to schedule for the next or final inspection. Each
inspection creates a new 180 day period, provided the inspection shows progress.

2) Submit a written request for permit extension to the Permit Center at least seven(7) days before it is due to expire.
Address your extension request to the Building Official and state your reason(s) for the need to extend your permit.

Good Morning.
Per the issued Notice of Violation and Order, the property owner has until November 5, 2018 to replant these
trees. If the task is not completed by this date, he will be assessed $250 per day for this violation. We assess the
property owner for thirty days. I have recently found that when the property owner is assessed, he will bring the
property into compliance. I have attached two photographs of the house in question.
Also, this house has become a nuisance and blight to the neighborhood. In the recent past police and fire have
been called to this property.
If there is anything else I can help with, please let me know.

18.27.090 Exemptions. The(( tration provisions of this chapter do not appl\
by a registered contractor;
1. An authorized representative of the United States
government, the state of Washington, or any incorporated
city, town, county, township, irrigation district, reclamation
district, or other municipal or political corporation or
subdivision of this state;
2. Officers of a court when they are acting within the scope
of their office;
3. Public utilities operating under the regulations of the
utilities and transportation commission in construction,
maintenance, or development work incidental to their own
business;
4. Any construction, repair, or operation incidental to the
discovering or producing of petroleum or gas, or the
drilling, testing, abandoning, or other operation of any
petroleum or gas well or any surface or underground mine
or mineral deposit when performed by an owner or lessee;
5. The sale of any finished products, materials, or articles of
merchandise that are not fabricated into and do not become
a part of a structure under the common law of fixtures;
6. Any construction, alteration, improvement, or repair of
personal property performed by the registered or legal
owner, or by a mobile/manufactured home retail dealer or
manufacturer licensed under chapter 46.70 RCW who shall
warranty service and repairs under chapter 46.7o RCW;
7. Any construction, alteration, improvement, or repair
carried on within the limits and boundaries of any site or
reservation under the legal jurisdiction of the federal
government;
8. Any person who only furnished materials, supplies, or
equipment without fabricating them into, or consuming
them in the performance of, the work of the contractor;
9. Any work or operation on one undertaking or project by
one or more contracts, the aggregate contract price of
which for labor and materials and all other items is Less
than five hundred dollars, such work or operations being
considered as of a casual, minor, or inconsequential nature.
The exemption prescribed in this subsection does not apply
in any instance wherein the work or construction is only a
part of a larger or major operation, whether undertaken by
the same or a different contractor, or in which a division of
the operation is made into contracts of amounts less than
five hundred dollars for the purpose of evasion of this
chapter or otherwise. The exemption prescribed in this
subsection does not apply to a person who advertises or
puts out any sign or card or other device which might
indicate to the public that he or she is a contractor, or that
he or she is qualified to engage in the business of
contractor;
10. Any construction or operation incidental to the
construction and repair of irrigation and drainage ditches
of regularly constituted irrigation districts or reclamation
districts; or to farming, dairying, agriculture, viticulture,
horticulture, or stock or poultry raising; or to clearing or
other work upon land in rural districts for fire prevention
purposes; except when any of the above work is performed
11. An owner* who contracts for a project with a registered
contractor, except that this exemption shall not deprive the
owner of the protections of this chapter against registered
and unregistered contractors. The exemption prescribed in
this subsection does not apply to a person who performs
the activities of a contractor for the purpose of leasing or
selling improved property he or she has owned for less than
twelve months;
12.* Any person working on his or her own property,
whether occupied by him or her or not, and any person
working on his or her personal residence, whether owned
by him or her or not but this exemption shall not apply to
any person who performs the activities of a contractor on
his or her own property for the purpose of selling,
demolishing, or leasing the property;
13. An owner* who performs maintenance, repair, and
alteration work in or upon his or her own properties, or
who uses his or her own employees to do such work;
14. A licensed architect or civil or professional engineer
acting solely in his or her professional capacity, an
electrician certified under the laws of the state of
Washington, or a plumber certified under the laws of the
state of Washington or licensed by a political subdivision of
the state of Washington while operating within the
boundaries of such political subdivision. The exemption
provided in this subsection is applicable only when the
person certified is operating within the scope of his or her
certification;
15. Any person who engages in the activities herein
regulated as an employee of a registered contractor with
wages as his or her sole compensation or as an employee
with wages as his or her sole compensation;
16. Contractors on highway projects who have been
prequalified as required by RCW 47.28.070, with the
department of transportation to perform highway
construction, reconstruction, or maintenance work;
17. A mobile/manufactured home dealer or manufacturer
who subcontracts the installation, set-up, or repair work to
actively registered contractors. This exemption only applies
to the installation, set-up, or repair of the
mobile/manufactured homes that were manufactured or
sold by the mobile/manufactured home dealer or
manufacturer;
18. An entity who holds a valid electrical contractor's
license under chapter 19.28 RCW that employs a certified
journeyman electrician, a certified residential specialty
electrician, or an electrical trainee meeting the
requirements of chapter 19.28 RCW to perform plumbing
work that is incidentally, directly, and immediately
appropriate to the like -in-kind replacement of a household
appliance or other small household utilization equipment
that requires limited electric power and limited waste
and/or water connections. An electrical trainee must be
supervised by a certified electrician while performing
plumbing work.
• Per Washington State Department of Labor and Industries lessee has
been interpreted to be equivalent to owner for purposes of exemptions.
