January 9, 2023 — 8:30 PM
This meeting was conducted both on-site at Tukwila City Hall and virtually via Microsoft Teams.

CALL TO ORDER
Mayor Ekberg (on-site) called the Special Meeting of the Tukwila City Council to order at 8:30 p.m.
directly following the Committee of the Whole meeting.
ROLL CALL
Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the meeting were
Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site), Kate Kruller (on-site), Thomas
McLeod (on-site), Cynthia Delostrinos Johnson (on-site), Mohamed Abdi (on-site), Tosh Sharp (on-site).

APPOINTMENTS
The Councilmembers discussed whether to remove item 2F (Appointment and Reappointments to the
Planning Commission), based on concerns raised during public comments regarding the appointment and
reappointment process for Boards and Commissions. A series of motions were made and subsequently
withdrawn regarding the removal of item 2F from the agenda.
MOVED BY KRULLER, SECONDED BY DELOSTRINOS JOHNSON TO CONFIRM ALL
APPOINTMENTS AND REAPPOINTMENTS FOR ITEMS 2.A — 2.E AS ONE MOTION, AND PAUSE
FOR DISCUSSION FOR ITEM 2.F. MOTION CARRIED 7-O,TO CONFIRM ALL APPOINTMENTS AND
REAPPOINTMENTS FOR ITEMS 2.A — 2.E AS ONE MOTION.
MOVED BY HOUGARDY, SECONDED BY KRULLER TO CONFIRM THE APPOINTMENTS AND
REAPPOINTMENTS OF ALL INDIVIDUALS NAMED TO VARIOUS BOARDS AND COMMISSIONS
FOR ITEMS 2.A — 2.E. MOTION CARRIED 7-0.
a. Arts Commission:
Confirm the reappointments of Pat Bako to Position #1 and Sheila Coppola to Position #2 on the Arts
Commission, with terms expiring December 31, 2026.
b. Equity and Social Justice Commission:
Confirm the reappointment of Joe Duffie to Position #6 and the appointment of Kristen Schwabe -Fry to
Position #9 on the Equity and Social Justice Commission, with terms expiring December 31, 2023.
c. Human Services Advisory Board: Confirm the reappointment of Terra Straight to Position #1 and the
appointment of Julie Herdt to Position #2 on the Human Services Advisory Board, with terms expiring
December 31, 2025.

d. Library Advisory Board:
(1) Confirm the reappointments of Steve Miller to Position #2, Gerie Ventura to Position #4, and
Verna Seal to Position #6 on the Library Advisory Board, with terms expiring December 31, 2025.
(2) Confirm the appointment of Robin Boland to Position #1 on the Library Advisory Board, with term
expiring December 31, 2024.
e. Park Commission:
Confirm the reappointment of Sean Albert to Position #1 and Scott Kruize to Position #6 on the Park
Commission, with terms expiring December 31, 2025.
9:06 p.m. Councilmember McLeod left the Council Chambers.
f. Planning Commission:
Confirm the reappointments of Louise Strander to Position #1 and Alexandria Teague to Position
#5, and the appointment of Joe Camacho to Position #2 on the Planning Commission, with terms expiring
December 31, 2026.
MOVED BY HOUGARDY, SECONDED BY DELOSTRINOS JOHNSON TO AMEND THE AGENDA TO
REMOVE JOE CAMACHO FROM THE PLANNING COMMISSION APPOINTMENTS TONIGHT AT HIS
REQUEST. MOTION CARRIED 6-0, WITH MCLEOD ABSENT.
9:08 p.m. Councilmember McLeod returned to the Council Chambers.
Mayor Ekberg explained the basis for his recommendations for appointments and reappointments to
boards and commissions are level of service, diversity of represented neighborhoods, racial and ethnic
diversity, and alignment with the City's economic development.
The Councilmembers discussed the appointment and reappointment process and offered comments
regarding the value of institutional knowledge, whether to institute term limits, additional outreach and
engagement, and the code of ethics for Board members and Commissioners.
Following a suggestion from Councilmember McLeod, consensus existed to further review the process for
appointments and reappointments to Boards and Commissions this year.
MOVED BY HOUGARDY, SECONDED BY DELOSTRINOS JOHNSON TO CONFIRM THE
REAPPOINTMENTS OF LOUISE STRANDER TO POSITON #1 AND ALEXANDRIA TEAGUE TO
POSITION #5 ON THE PLANNING COMMISSION, WITH TERMS EXPIRING 12/31/2026.
MOTION CARRIED 7-0.
CONSENT AGENDA
a. Approval of Minutes: 12/5/22 (RegularMtg.); 12/12/22 (Special mtg.)
b. Approval of Vouchers:
December 19, 2022: #00401946-00402088 in the amount of $2,352,091.87.
January 9, 2023: #402089-402238 in the amount of $3,954,937.32.
MOVED BY HOUGARDY, SECONDED BY KRULLER TO APPROVE THE CONSENT AGENDA AS
SUBMITTED. MOTION CARRIED 7-0.

a. Election of 2023 Council President
MOVED BY MCLEOD, SECONDED BY QUINN TO NOMINATE CYNTHIA DELOSTRINOS JOHNSON
AS COUNCIL PRESIDENT FOR 2023.*
The Councilmembers thanked Council President McLeod for his work and leadership over the past year.
*MOTION CARRIED 6-0, WITH DELOSTRINOS JOHNSON ABSTAINING, TO ELECT CYNTHIA
DELOSTRINOS JOHNSON AS THE COUNCIL PRESIDENT FOR 2023.
b. A resolution establishing the titles, duties, and schedule of the standing City Council Committees for
2023, and repealing Resolution No. 2044.
MOVED BY KRULLER, SECONDED BY DELOSTRINOS JOHNSON THAT THE PROPOSED
RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 7-0.
