COMMITTEE OF THE WHOLE CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President Delostrinos Johnson called the Tukwila City Council meeting to order at 7:00 p.m. and Ied the authence in the Piedge of Allegiance. OFFICIALS Present at the meeting were Council President Delostrinos Johnson (on-site); Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site), Kate Kruller (on-site), Thomas McLeod (on'siAa). Mohamed Abdi (on-site), Tosh Sharp (on-site). We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerQing.^ PUBLIC COMMENTS Council President Delostrinos Johnson offered a reminder that Public Comment is set aside to allow community members to provide input and this is not a time where Councilmembers can engage. Staff will follow up regarding inquiries. 1. Greg Sherlock relayed Public Works staff recently reached out to him regarding a pipe reportedly on his property that required urgent inspection. After investigating the City's request further, he learned the Sabey Data Center reported gravel accumulation where the pipe exits onto their site. He shared invoices he recently received to have his property surveyed twice that confirmed the pipe in question was not on his property, and requested reimbursement from the City. He will be advocating for accountability from City administration this year. Following a question from Councilmember Kruller, the Councilmembers exchanged comments to include discussion regarding the Council rules of procedure that states Councilmembers should refrain from engaging in dialogue with commenters; the definition of 'refrain'; providing consistency for all public comments; balancing the need to conduct agenda business with listening to constituents. Councilmember Kruller and Councilmember Sharp indicated they did not agree with the Council rules of procedure's guidelines regarding engaging in dialogue during public comments, and expressed concern regarding the timing of the enforcement of the rules. Tukwila City Council Comrnittee ofthe Whole Minutes February 13, 2023 Page 2of4 Council President Delostrinos Johnson clarified the reminder regarding Council engagement during public comments was solely intended to find meeting efficiencies and align with existing Council rules. David C|ine, City Administrator, explained there is a process for staff to follow up on public comments and ensure accurate information is disseminated to the public and Council. 2. Joe Duffie requested the Council's assistance in ensuring the Tukwila Snack Pack program is able to continue providing food assistance to unhoused youth in the City. He asked what the City will do about homeless encampments that are present on Interurban Avenue near Jack in the Box. SPECIAL ISSUES a. A resolution updating the Fire Permit Fee Schedule. David Cline, City Administrator, and Jon Napier, Puget Sound Regional Fire Authority (PSRFA) Fire Maroho|, provided an overview of the draft resolution updating the Fire Permit Fee Schedule. The resolution has been revised in alignment with fees charged by other agencies in the region, simplifies the permitting process, and introduces a tiered fee increase with the goal of greater cost recovery. 7:39 p.m. 7:50 p.m. Councilmernber Abdi exited the Council Chambers, Councilmember Abdi returned to the Council Chambers, The Councilmembers asked clarifying questions regarding cosrecovery, changes in services since contracting with PSRFA, potential impacts following increases in fire fees, and budget savings. 8:11 p.m. 8:13 p.m. Councilmember Hougardy exited the Council Chambers, Councilmember Hougardy returned to the Council Chambers, CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT SPECIAL MEETING CONSENT AGENDA. b. Equity Policy Implementation Committee (EPIC) Annual Review. Tony Cullerton, Deputy Finance Director, and Stacy Hansen, Human Services Program Coordinator, presented the Equity Policy Implementation Committee (EPIC) annual review, highlighting 2022 accomplishments and priorities for 2023 that include operationalizing the Racial Equity Toolkit and Equitable Outreach Guide, increasing language accessibility, and building a Tukwila Equity Index. 8:21 p.m. 8:23 p.m.Councilmember McLeod returned to the Council Chambers. Councilmember McLeod exited the Council Chambers. The Councilmembers thanked EPIC for their leadership and work in advancing equity in the City, and asked clarifying questions regarding the presentation. 8:35 p.m. 8:39 p.m.Councilmember Sharp returned to the Council Chambers. Councilmernber Sharp exited the Council Chambers. REPORTS a. Mayor Mayor Ekberg had no report. b. City Council Tukwila City Council Committee ofthe Whole Minutes February 13, 2023 Page 3o/4 Councilmember Hougardy attended a legislative action report meeting through Association of Washington Cities. She also attended two high school civics classes where they discussed topics such as homelessness, housing, |i#ehng, safety, and transportation. Councilmember Kruller participated in a Transportation Policy Board meeting through Puget Sound Regional Council where they have continued working on Federal Transit Administration funding recommendations based on equity and need criteria. She attended a Puget Sound Partnership Ecosystem Coordination Board meeting which was focused on estuary restoration and Puget Sound recovery programs. She met with members of the Puget Sound Regional Fire Authority Annexation Oversight Committee, which will provide oversight and representation from Tukwila as they work through the annexation plan. She participated in high school civics classes and received a suggestion from students to lay gravel near Wadjir to help with pedestrian safety. She also chaired a Transportation and Infrastructure Services Federal Advocacy Committee meeting through National League of Cities. 8:54 p.m. 8:56 p,mCouncilmember Quinn returned to the Council Chambers, Councilmember Quinn exited the Council Chambers, Counciimember McLeod attended a town hall regarding State budget issues with Representative Steve Bergquist and David Hackney where they discussed a new Capital Gains Income Tax which is currently before the Washington State Supreme Court. Councilmember Abdi reported the Community Services and Safety Committee discussed human services contracts, an ordinance updating animal control regulations, and received a quarterly report from the Police Department. He recently attended an event where King County Executive Dow Constantine honored a Somalian immigrant who handmade an American flag over 16 years. Council President Delostrinos Johnson attended a meeting regarding Still Waters and noted there is a great need for food assistance in Tukwila that is not met by the County or other programs.,She relayed 13 individuals have transitioned from the Riverton Park Tiny Home Village into permanent housing, She attended a Lodging Tax Advisory Committee meeting where they reviewed a request for lodging tax funds from Starfire Sports. c. Staff David Cline, City Administrator, offered a reminder that the City Administrator report is provided during Regular Meetings. The upcoming report will contain information addressing questions concerning parking on Interurban Avenue raised by public commenters at the previous Council meeting. MISCELLANEOUS Council President Delostrinos Johnson referenced the draft statement she shared at the February 6, 2023 Regular Meeting regarding how the City is addressing systemic racism, and asked if there were additional changes or other feedback. Council consensus existed to move forward with the statement following a review of the final draft.
