SUBJECT: City Administrator's Report
The City Administrator Report is meant to provide the Council, staff and community an update on
the activities of the City and on issues that concern Tukwila. Please let me know if you have any
questions or need additional information about any of the following items.
�. Intergovernmental Update
• PSRFA/Tukwila Oversight Committee: On February 13 and 27 Councilmembers Kruller and
Sharp and City Administrator Cline attended Puget Sound Regional Fire Authority
(PSRFA)/City of Tukwila Oversight Committee meetings to develop the proposed Annexation
Plan for the City to annex into the Puget Sound Regional Fire Authority.
• AWC City Action Days: Mayor Ekberg, Councilmembers Hougardy and McLeod, and City
Administrator Cline attended the Association of Washington Cities City Action Days on
February 15.
• PSRFA Change of Command Ceremony: Mayor Ekberg, Councilmember Kruller and City
Administrator Cline attended the Change of Command Ceremony at Puget Sound Regional
Fire Authority in recognition of Chief Morris' retirement and the swearing in of Deputy Chief
Carson as the new Fire Chief.
• Sound Cities Association Mayors Meeting: Mayor Ekberg participated in a Sound Cities
Association Mayors meeting on February 21.
II. Community Events
• Boot Barn Ribbon Cutting: Mayor Ekberg and Economic Development staff participated in
the Boot Barn Ribbon Cutting Ceremony on February 24.
• Happy Zone Ribbon Cutting: Councilmembers Quinn, Kruller and McLeod and Economic
Development staff participated in the Happy Zone Ribbon Cutting on February 25.
• Wildlife Wednesday: In partnership with the Washington Department of Fish and Wildlife's
Habitat at Home program, Wildlife Wednesday will feature a presentation on Blue Herons and
their Habitat on March 1.

III. Staff Updates
Public Safety
• Partnership with Hyundai and KIA: In response to an increase in car thefts targeting
Hyundai and KIA vehicles without push-button ignitions, the Tukwila Police Department
worked with Hyundai and KIA to distribute free steering wheel locks to Tukwila residents who
own or lease Hyundai or KIA vehicles. KIA and Hyundai provided the steering wheel locks to
select law enforcement agencies across the country for distribution. The Police Department
has been issuing these free locks to Tukwila residents with a valid driver's license and
Hyundai or Kia vehicle registration.
Project Updates
• Grant Award Benefits Crystal Springs Park: Community Development and Parks &
Recreation staff in collaboration with the King Conservation District were successful in
receiving a $50,000 award from One Tree Planted Foundation. The award will go to the
DirtCorps/King County Parks Green Start Crew, a stewardship job -training program for people
experiencing homelessness that will perform much-needed restoration work at Crystal
Springs Park.
• PW Shops Fleet and Facilities Building: The Contractor has commenced the roof work.
• 2023 Annual Overlay Program: Estimated Completion: Fall 2023
The 2023 project is expected to advertise in early Spring 2023 with construction starting in the
summer. 30% Design Plans were submitted on February 17, 2023 for City comments.
• 2022 Annual Overlay Program: Estimated Completion: Spring 2023
Due to weather constraints, thermoplastic crosswalks and stop bars cannot be placed until
the Spring 2023. Temporary markings have been placed and will be maintained during the
winter. Minor punch list items remain as well.
• West Valley Highway/Longacres Way: Estimated Completion: July 2023
Landscapers began installing street trees and landscaping this week, taking advantage of the
dormant planting window. Remaining work scheduled to begin April 3, 2023.

Staff met with the property owner on February
21, 2023 to discuss the longstanding
environmental constraints of developing the
property due to the presence of Southgate
Creek and associated wetlands on the parcel.
The property owner was advised that the most
likely avenue for development of the property
would be to apply for a reasonable use
exception under TMC 18.45.180.

Deputy City Administrator Bianchi recently met
with Seattle City Light representatives on the
issue. A plan was developed to limit access to
