COMMITTEE OF THE WHOLE CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President Delostrinos Johnson called the Tukwila City Council meeting to order at 7:00 p.m. and Ied the audience in the Piedge ofAllegiance. LAND ACKNOWLEDGEMENT Councilmember Hougardy stated The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." PUBLIC COMMENTS 1. Jovita McConnell was part of the Future of Fire/Emergency Medical Services (EMS) Community Advisory Committee and is here in support of the Puget Sound Regional Fire Authority (PSRFA) Annexation Plan. The Committee reviewed nine different options for fire/EMS service delivery, and recommended the best option of negotiating a service contract as a bridge to near-term annexation. The Committee evaluated several criteria when making its recommendation, including costs, impact on the Fire Department labor force, control over operational and financial decisions, overall quality of eervioea, response times, and sustainability of funding. SPECIAL ISSUES a. Review of Puget Sound Regional Fire Authority (PSRFA) Annexation Plan. David C|ine, City Administrator, provided an overview of the proposed PSRFA Annexation Plan that was created by the PSRFA Oversight Committee that includes Councilmembers Kruller and Sharp. The Annexation Plan must be approved by the PSRFA Governing Board and the Tukwila City Council, with the goal of submitting the annexation proposition by May 1, 2023 for the Primary Election to be held on August 1, 2023 which would make the annexation plan effective on January 12O24.Staff are looking for Council input on the proposed PSRFA Annexation Plan and the transfer of fire stations. Tukwila City Council Cornmittee of the Whole Minutes February 27, 2023 Page 2 of 4 The Councilmembers discussed the nexsteps for the annexation, emphasized the importance of meeting the deadline for the August 1 Primary, and asked clarifying questions regardirig ownership or lease terms for Fire Station 54, use of facilities, and governance. Additional clarification is needed regarding taxation structure and an outreach plan for Tukwila residents. 7:48 pm. 7:55 p.m. Councilmember Abdi left the Council Chamber . Councilmember Abdi returned to the Council Chambers. CONSENSUS EXISTED TO PROCEED WITH THE PSRFA ANNEXATION PLAN AND FORWARD THE ISSUES OF TAXATION STRUCTURE AND OUTREACH FOR FURTHER DISCUSSION TO A FINANCE AND GOVERNANCE COMMITTEE MEETING. b. 2021-2023 Municipal Stormwater Capacity -Building grant agreement (National Pollutant Discharge Elimination System — NPDES) Brittany Robinson. Public Works Grant Analyst, explained the City has been awarded $70.000.00 in Municipal Stormwater Capacity -Building grant funds for the National Pollutant Discharge Elimination System (NPDES) for 2021-2023 through the Department of Ecology. There is no City match and funds must beused for expenses incurred from July 1.2O21—June 3O.2023. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE SPECIAL MEETING CONSENT AGENDA DIRECTLY FOLLOWING THIS MEETING. REPORTS a. Mayor Mayor Ekberg attended a ribbon cutting ceremony for Boot Barn. He thanked Maverick Cares for holding an auction to benefit youth in need. b. City Council Councilmember Hougardy attended City Action Days in Olympia through Association of Washington Cities (AWC). She reported there are many bills being considered by the State Legislature and she will be attending the upcoming AWC Lobby Day in support of maintaining local control. She also attended a South County Area Transportation Board meeting, and a Soundside Alliance meeting. She stated she is looking forward to the upcoming Council Retreat. Councilmember Quinn participated in the ribbon cutting ceremony for Happy Zone Early Learning Child Development Center. The business owner of Happy Zone was able to expand to the new second location in Tukwila Village with the support of the City's Department of Community Development and Brandon Miles, Business Relations Manager. Councilmember Kruller attended the ribbon cutting ceremony for Happy Zone Early Learning Child Development Center. She thanked Foster High School teachers for inviting her to speak to Civics classes. She attended AWC City Action Days, a Change of Command ceremony at PSRFA for retiring Fire Chief Matthew Morris and incoming Fire Chief Brian Carson, and a Puget Sound Regional Council Transportation Policy Board meeting. She also participated in a regional gun violence meeting that was held in Tukwila. Councilmember McLeod attended AWC City Action Days, the ribbon cutting ceremony for Happy Zone Early Learning Child Development Center, and a King County Growth Management Planning Council and Affordable Housing Committee caucus. Councilmember Abdi relayed he was invited to speak with students from Bow Lake Elementary School through Voices of Tomorrow, a nonprofit serving east African communities. He also spoke to students at Foster High School Civics classes and will be speaking at Foster High School again regarding his experiences being in BSU (Black Student Union) and how it shaped his political journey. He also Tukwila City Council Comrnittee ofthe Whole Minutes February 27, 2023 Page 3 of 4 participated in a civic engagement workshop with Washington State Representative Debra Entenman and King County Counoi|memberGirmayZahi|ay. Councilmennber Sharp noted residents have had issues with garbage pickups and thanked Public Works Director Hari Ponnekanti for posting the schedule on the City's website. He also thanked the Mayor and City Administration for allowing the Planning Commission to use the Council Chambers for its recent meeting. Council President Delostrinos Johnson thanked the Foster Hih School civics teachers for encouraging students to engage with elected officials regarding issues of concern, which included greater access to hea|thcare, food equity, lack of grocery stores in Tuhwi|o, and the need for more cultural celebrations. She relayed she is planning the upcoming Council retreat which will be focused on collaboration and facilitated by Nancy Campbell. She encouraged the Council to reach out this week to Ms. Campbell in order to prepare for the retreat. c. Staff David Cline, City Administrator, shared the City has sent out flyers for the Allentown Truck Reroute project: Environmental Review Community meeting that will be held February 28, 2023 at 5:30 p.m. MISCELLANEOUS Councilmember Kruller shared former Tukwila Fire Captain Dawn Judkins was recently sworn in as Fire Chief of Mountain View Fire and Rescue. Councilmember Hougardy indicated she had not received any flyers from Waste Management regarding the changes to the garbage pickup schedule. Council President Delostrinos Johnson followed up on the draft statement regarding the City's stance on systemic racism, and asked if there was Council support to post the statement to the City's website. Councilmember Sharp asked for clarification on how the statement is related to Tukwila, the purpose of the statement, and how the statement would be signed, as he does not feel the statement represents his input. Following Council discussion regarding the intent of the statement, the importance of acknowledging and normalizing discussion regarding the impacts of systemic naoinm. Tukwila's commitment to ending naciam. Council consensus existed to have the statement read aloud at tonight's meeting. Council President Delostrinos Johnson read aloud the statement on the death of Tyre Nichols — A call to action for Tukwila in its endrety, and stated it is signed by Cnunoi|membecs Hougandy, Quinn, KruUer, K8oLeod, Delostrinos Johnson, Abdi; Mayor Ekberg; City Administration; and Police Chief Drever on behalf of the Tukwila Police Department.
