(ZOT11 0 Sabey Corporation wants to thank you and Steve Lancaster for meeting with us July 19th to discuss aboveground tanks as defined in Ordinance No. 16.16.040 and relating to the several projects being developed at our technology campus, Intergate East. The issue is the definition does not specify what the capacity limitation of 24,000 -gallons applies towards. Sabey Corporation contends this should apply to each legal lot. Your department has stated it should apply to the entire Intergate site. It is Sabey Corporation's intention that wherever possible, large fuel tanks should go underground. However, Host Pro's (tenant) 12,000 -gallon aboveground tanks combined with small day tanks on all generators may push us over the 24,000 -gallon limit. As you know, Sabey is also doing a boundary line adjustment (complete with necessary easements), isolating most buildings on separate parcels in the event a building may be sold in the future. To that end, it would make sense that the ordinance should reflect potential ownership's, not the aggregate that currently exists. Mayor Mullet has interpreted the restrictions in the Code to apply to individual legal lots. As a result of this direction, City Staff will accept requests for installation of above ground tanks for each legal lot at Intergate East that follow the restriction criteria outlined in TMC 16.16.040. Limitations on quantities for existing lots will remain in effect until such time as the Boundary Line Adjustment is recorded. The City Attorney has been requested to review this section of the TMC and suggest language to clearly define its application. This project involves the voluntary installation of a 2MW emergency generator to support continuity of operations. This letter summarizes our plan review and inspection activities finding the installation in compliance with the 2009 International Fire Code, and referenced standards, as amended by the State of Washington and adopted by the City of Tukwila. PROJECT CONDITIONS AEGIS Engineering has been retained by Co:reLink to provide a fire protection engineering assessment and code compliance statement for the installed generator and associated fuel storage based on the 2009 International Fire Code (IFC) and referenced standards as requested by City of Tukwila Fire Department. The permitted drawings were reviewed and approved by City of Tukwila under permit M11-030 on May 30, 2011. Subsequent inspection on June 9, 2011 resulted in the City Inspector's request to provide an engineer's stamped letter stating compliance. The new generator and fuel tank are located in the Equipment Yard south of the main building. It is a 2000 kW, 2500 kVA, 1800 RPM, Detroit Diesel engine driven generator set. The fuel tank is a 3,540 gallon, sub base, double wall, UL 142 listed tank fitted with normal and emergency vents. Permanently installed equipment and appliances powered by internal combustion engines and turbines shall be installed in accordance with the manufacturer's installation instructions and NFPA 37. REVIEW AND INSPECTION Page 5 July 19, 2011 AEGIS Engineering was retained to confirm that generator and associated fuel storage system installed at CoreLink's 12201 Tukwila Intl Blvd, Suite 200, Tukwila, WA location complies with adopted codes and referenced standards. Drawing review and site visits were conducted to ensure that the applicable codes noted above were adhered to. In addition, satisfactory on-site tank tightness testing was also witnessed by AEGIS Engineering, and attached is documentation from the testing agency. Deficiencies noted during inspections were provided to CoreLink for corrective action. Corrections were confirmed during follow-up visits, with the exception of the following items which should be confirmed by the local authority having jurisdiction during their permitting and filling of the tank: 1) Portable fire extinguishers. An additional portable fire extinguisher located in the containment area should be provided where it is easily identified and accessible. Possibly near the entrance or on the building wall to gate to allow for unobstructed access. IFC 3403.2.1 2) Smoking. Signs shall be posted prohibiting open flames and smoking. "No Smoking" signs provided as follows: IFC 2703.7.1 & 3404.2.4. (1) In rooms or areas where hazardous materials are stored or dispensed or used in open systems in amounts requiring a permit in accordance with Section 2701.5. (2) Within 25 feet (7620 mm) of outdoor storage, dispensing or open use areas. 3) Signage/Marking. Unless otherwise exempted by the fire code official, above- ground stationary tanks shall be marked with visible hazard identification signs as specified in NFPA 704. IFC 2703.2.4.2.1, 2703.5, 2703.6, 3403.5, 3404.2.3. 4) Filling, emptying and vapor recovery connections. A platform shall be provided for filling of the fuel storage tank. This platform shall be such that the filling operation is not more than 5 feet above the platform. IFC 3404.2.7.5.6, NFPA 37- 6.6.3.1 5) The remote shutdown required per NFPA 37-9.2.1 is located on the switch gear inside the building.
