On 26 January 2000, the Washington Department of Ecology (Ecology) was notified of a diesel fuel release that occurred earlier that day in the South Fire Aisle at the site. The release was caused by a contractor performing maintenance work in the vicinity of the diesel underground storage tank (UST). Based on Kenworth's records, 3,486 gallons of diesel fuel was released to subsurface soil. Diesel fuel from the release entered the storm drain system through cracks in the subsurface storm line located adjacent to the tank. The diesel product then flowed through a storm sewer line and was contained in the oil/water separator (stormwater vault) located in the northwestern portion of the facility. Based on an estimate provided by the U.S. Coast Guard, approximately 10 to 20 gallons of diesel fuel was discharged to the Duwamish River prior to discovery of the release. After discovering the release, Kenworth initiated emergency response actions to mitigate the potential for impacts to human health and the environment. These response actions included: • 26 January 2000: Immediately installed hydrocarbon containment booms in the Duwamish River surrounding the outfall leading from the stormwater vault. The containment booms have been maintained 24 hours per day since the release was identified. Operation of the containment booms will continue until evidence of a hydrocarbon sheen is no longer present in the stormwater vault. • 26 January 2000: Recovered approximately 1,778 gallons of diesel fuel product from the oil/water stormwater vault immediately after the release. • 27 January 2000: Installed a plug in a manhole associated with the storm line, which prevented further conveyance of the diesel product through the storm line at the point of release. D 0 Kennedy/Jenks Consultants Mr. Paul O'Brien Washington State Department of Ecology 7 February 2000 Page 2 • 27 January 2000: Began removing diesel product at the point of release from the plugged manhole and through an existing groundwater monitoring well associated with the UST system. Approximately 120 gallons of diesel was recovered from the release area. Kenworth will continue to monitor the existing monitoring well and a newly installed extraction well for the presence of hydrocarbon product. All measurable product will be recovered and disposed of at a permitted facility. Only minute amounts of diesel fuel were noted in the monitoring well and recovery well on 1 February 2000. • 28 January 2000: Utilized a company specializing in cleaning underground lines to clean the storm line between the vault and the manhole. • 28 January 2000: Cleaned the stormwater vault by removing all recoverable hydrocarbon product. • 29 and 30 January 2000: Replaced a 200 -foot section (approximate length) of storm line located in the release area to prevent further migration of diesel product through the storm line and to the stormwater vault. During repair of this storm line, approximately 240 cubic yards of petroleum -impacted soils was removed and stockpiled for transport to a permitted disposal facility offsite. Rabanco Company removed the petroleum -affected soil from the site on 3 February 2000 for offsite disposal. In the coming weeks, Kenworth plans to remove the diesel UST to gain access to petroleum - impacted soils below the tank. Kenworth will also complete an environmental investigation of the release area to assess potential impacts to subsurface soil and groundwater and identify the potential for hydrocarbon to migrate from the release area. A complete report on the UST removal and remediation resulting from this spill will be provided within 90 days of completing the foregoing work.
