Harbor Island Seattle, Washington 98134 FAX: 206-340-8984 24 hours a day - 206-623-0621 CAssociation of Diving Contractors 0 Spill Control Association of America On April 5, 1995 Global Environmental was called concerning an Underground Storage tank removal. Reportedly, two UST's were removed by Associated Grocer Sub -contractor employed to install a waterline. As the ditch alignment was excavated east along the front of the maintenance shop two UST's were encountered ' near the East end of the South wall. The sub -contractor pumped the contents of the tanks into 15 plastic drums and the empty UST's were removed from the excavation without incident. It is belived the maintenance shop was a dry cleaning shop in past years and the tank were abandoned cleaning solvent tanks. Upon removal of the tanks it was reported that no visibly contaminated soil or unusual odors were noted during the waterline installation or tank removal process. The tanks were located on the south side of the maintenance shop (Building 7) at the Associated Grocers East Marginal Way Facility, 3301 South Norfolk Street, Seattle Washington 98160. The East Marginal Way facility is several acres and the maintenance shop is to the southwest portion of the facility. The area surrounding the tanks is paved and used for container truck storage with several wharehouse and office structures located on the property. TANK AND CONTENTS DISPOSAL Global Environmental was employed to complete the tank decommissioning and to provide closure documentation pursuant to WAC 173-340 Model Toxics Control Act and 173-360 Underground Storage Tank Regulations. A representative sample was taken of the material from each tank by AG personnel and left at the guard shack for pick up by a Global Technician. These samples were delivered to American Laboratory for analysis by laboratory method 8260, closed cup flash point and BTU value. The compounds Acetone, Methylene Chloride, and Chloroform were present in the lab blank ran with this sample batch. The tank samples showed relatively consistent levels of the same compounds. Therefore these compounds are not believed to be present at the concentrations indicated on the lab report. Based on the above information this material was profiled as Cleaning Solvent with Clean Care Corp. and scheduled for disposal at their permitted waste facility. On April 15, 1996 Global transferred the liquid material from the plastic drums into steel 17H DOT approved containers. The drums were sealed, labeled and staged for disposal of the full steel drums and the empty plastic drums. Sound Testing (Marine Chemists) was on site to inert the tanks with carbon dioxide and approve "Hot Work" prior to cutting the tanks open for cleaning. The decommissioned tanks were loaded and transported to Marine Vacuum Services for further cleaning. All the residual sludge and rinsate material was removed from the tanks and placed into drums. The drummed sludge material was transported to Clean Care by Marine Vacuum Services for final disposal. The cleaned tanks were transported by Global to Seattle Iron and Metal Corp for -- disposal as scrap metal on April 18, 1996. SOIL BORINGS To provide sufficient evidence that the tank did not cause significant contamination and do not pose a threat to human health or the environment, 4 boring were done in the vicinity of the UST's. Please the attached site detail. The borings were advanced with a Hollow Stem Auger to depths not exceeding 15'. Eighteen inch split spoon samples were taken every 2' to 5' for field instrument, visual and/or laboratory analysis. At least one laboratory sample was obtained from each boring. Drill cutting and undisturbed split spoon samples were analyzed using a GAS Tech 201 (hot wire technology) explosive vapor monitor with a PPM function. The instrument was calibrated to 20 ppm Methane as a standard and would respond to field performance testing. Head space samples were obtain by taking random grab soil samples from the drill cuttings or from specific locations from a split spoon soil sample and placing this material in a zip lock bag. Allowing the soil in the bags to stand several minutes prior to reading the vapor concentration in the headspace of the bag. None of the head space samples showed any concentration of explosive vapors. However a slight solvent odor was noted in the mud coming up on the augers from Boring # 3. Therefore laboratory samples were obtained from all split spoon samples retrieved from this boring. Water was encountered at about 10' to 11' in all borings. The borings were sealed at the end of the day with hydrated bentonite chips and the asphalt was repaired with concrete plugs. All the soil generated from this boring project was placed in two 55 gallon drums from disposal at a later date. Please see the table below for a summary of the lab results. The compounds 1,2,4 - Trimethylbenzene, n - Propylbenzene, 1,3,5 - Trimethylbenzene, were found in the highest concentrations and are consistent with compounds found in the liquid product samples. However the concentrations are very low and do not seem to pose a threat to human health and the environment. Trimethylbenzene is a common constituent to Stoddard Solvent a diesel range type product generally derived from Nonane, Mineral Spirits and Trimethylbenzene. Stoddard Solvent is commonly used as a dry cleaning solvent. To further confirm the material found in the tanks and in B3 was stoddard solvent type constituents the Sample from B3 @ 10' was analyzed for Stoddard Solvent by Laboratory Method WTPH-HCID modified. The result of this analysis was approximately 10 ppm and the chromatagram was consistant with what would be stoddard solvent. Other compounds were detected at lower r � concentrations in this and other borings these concentrations are also low and also do not appear pose a significant threat to human health and the environment.
