Global Environmental (Global) is providing this proposal for the above referenced project at your
request. Based on my observations at the time of our meeting, and our conversations, then and
since, we understand the scope of work to include the removal of four underground storage
tanks (USTs), any remaining product and vent pipes, demolition of the canopy and remediation
of soils beneath the canopy. Specific activities are discussed in the next section. As a result of
our meeting 6-2-97, items in italics are modified from the May 28, 1997 Proposal.
SCOPE OF WORK
Tank Removal
Prior to tank excavation, the canopy will be removed, using an excavator with a thumb. Scrap
metal wilt be loaded into a waiting semi -trailer for transport to a scrap metal recycler. The
canopy supports will be cut off using a cutting torch. The footings will be excavated in
conjunction with the excavation of contaminated soil. We will also remove the free standing
sign.
The four USTs are understood to be; three 10,000 gallon tanks formerly containing gasolines,
and one 6,000 gallon tank formerly containing diesel fuel. We will excavate to expose the tanks,
remove connecting piping, pump out residual fluids if required (assumed to be no more than 3 -
inches of fluidslsludges), render the tank atmospheres inert by placing dry ice in each vessel at a
rate of 15 pounds for every 1,000 gallons of capacity. The tank atmospheres will be monitored,
using a field meter, measuring oxygen levels. Once determined to be inert, the tanks will be
excavated and removed from the pit. The tanks will be lifted from the pit and placed on waiting
trucks for transport to our shop. The tanks become our property once removed from the site.
Any tanks found to be of sound condition may be resold with exclusion for use for potable water

systems. Tanks otherwise not suitable for reuse will be rendered unusable by cutting holes in
them. They will then be transported to a scrap metal recycler.
Washington's environmental protection regulations prescribe very specific soil sampling
requirements for removal of USTs. For your site, we estimate that 25 soil samples will be
collected (for the tank closure) and analyzed by a local certified laboratory. For purposes of
providing this cost estimate, we are assuming that contaminated soil will not be found in the tank
pits. After getting a report from the laboratory, we will advise you of the results and how they
compare to state mandated cleanup standards. If analytical report shows all samples below
cleanup levels, we will then backfill the tank pits with clean pea gravel. We will backfill to within
two feet of surrounding surface grade with pea gravel, as compaction is not required. Final
subgrade backfill will be large crushed gravels, We are not including restoration of the surface
with asphalt, but can provide that, at additional cost.
The contaminated soil will be excavated and either moved to other portions of your property, for
stockpiling and aeration, or removed for disposal and replacement with clean material. The
remediation options will be discussed in the next section. Our scope of work does not include
the restoration of surface materials. We can quote replacement of asphalt, as an extra.
SOIL REMEDIATION OPTIONS
Option 1
You expressed the desire to see the contaminated soil excavated and moved to a unspecified
location on your property, adjacent to the site. The soil would be stockpiled in a,treatment cell
constructed of hay bales and a plastic liner. The soil would then be tilled periodically to aerate it
and allow the hydrocarbons to vaporize. i checked with the Puget Sound Air Pollution Control
Agency as determined that as long as you own the soil and the property it is stored on, they have
no jurisdiction. You should be advised that this option will take time and will require monthly
rototilling and sampling. A final round of soil samples would be required, showing that remaining
levels of contaminants were below cleanup standards, before returning the soil to the tank pits.
In the meantime, the tank pits will remain open and will represent a hazard.
Option 2
The other option is to remove the contaminated soil, transport to a disposal facility, and bring in
clean backfill material. The obvious advantage is that the tank pit will not remain open and a
laibility. There are actually two options here. We can transport the contaminated soil to the
RABANCO transfer facility in Seattle for rail transport to southeast Washington where it will be
landfilled. The other option is to transport the contaminated soil to a disposal facility that we use
in eastern Washington. The soils are screened and aggregates used in asphalt. The remaining
soil is bio-remediated in a large treatment cell and reused. The cost for both options is the
same. We recommend the the second option, as it finalizes the disposition of the soil.
INTERPRETATION OF FURNISHED DATA
If we use the report submitted by James Hurley as a basis for estimating soil volumes, we should
excavate up to 800 cubic yards of contaminated soil in and around the fuel island area. An
additional 50 cubic yards should be excavated from the area of the former waste oil UST. The
report also recommends an investigation todetermine whether or not groundwater has been
contaminated. Based on the data in the report, it does not look highly likely but the only way we
can prove that to the Department Ecology (Ecology), is to construct a groundwater monitoring
well. No wells were constructed as part of the earlier study.
The earlier report stopped short of fully delineating the vertical extent of contamination. Where
contamination was found, it was not explored to determine if the contamination increased or

decreased with increasing depth. Based on this, we feel that the plume of contaminants could
easily exceed the 800 cubic yards discussed in that report.
As recommended, we propose to install one groundwater monitoring well. It will be installed after
other excavation activities are completed. This will minimize the possibility that we will have to
excavate in close proximity to the well. It will also insure that we will have a good idea where the
hot spots are and can located the well where it will give us the best data.

The purpose of this letter is to clarify our schedule for completion of our field activities. Based
on field data compiled to date, we are comfortable with the original scope of work as described in
our proposal (number 9819, as ammended 6-2-97),,
The original scope of work calls for six months of monitoring and areation of the soil in the
treatment cell. Based on the confirmed levels of contamination in the soil, this appears to be a
valid time schedule. There are many variables in the remediation of petroleum contaminated
soil. It is summer now, we are enjoying warm days and mild night time temperatures. This is the
ideal time to do this type of work. As temperatures decrease and the weather gets wetter, the
rate at which we can remediate the soil will decrease. It may not take six months to attain levels
of contamination which will allow us to finish the project. Our best guess is that it will take the
full six months to fully remediate the soil. Assuming the soli treatment cell is finished around the
first of September, we can look to finish the job around the first of March. The last step will be to
return the soil to the excavation.
Within two weeks of that final step in our field activities, we will prepare a final report for
submittal to the Washington Department of Ecology. The report will detail field activities,
discuss data collected, make conclusions regarding the levels of contaminants remaining on-site,
and make a determination of compliance with the Model Toxics Control Act cleanup levels.

79.116 of the Uniform Fire Code.
Installation or removal of underground tanks having an individual
capacity or total aggregate capacity of greater than 10,000
gallons, and installation or removal of underground tanks located
within 200 feet of the Green/Duwamish Rivers requires approval of
the Tukwila Planning Department.
All aboveground tank installations require approval of the Tukwila
Planning Department. Installation of aboveground tanks shall be
limited to MICH, MICL, HI, LI and C/LI zones.
The Tukwila Planning Department will require submittal of a site
plan for review prior to approval.

Dear Ms. Radtke:
It is my understanding that the property at 14004 Pacific Highway
So., previously under purchase agreement by Mark D. Kim, has come
under receivership. ThiA being true, I would like to explain my
position on future sale and use of this property.
I have had many contacts with Mr. Kim, since May 12, 1993, trying
to resolve the removal of abandoned underground fuel tanks at this
site. Our last agreement with Mr. Kim involved a proposed new
tenant for which the tanks would be brought up to code. He was
allowed additional time to accomplish the renovation of the tanks
and building. As you are aware, only a small portion of the work
was completed and that work has not been paid for.
Given this history, I have placed a "Lock" on the building file for
this property. This means that no Permits of any kind will be
issued by the City until the underground tanks have been mitigated.
I also think it would be in everyone's best interest, that you
inform any prospective purchaser of this property that installation
of a Fire Alarm will be required in all buildings on the site upon
transfer of ownership.

These two items could have considerable financial impact on any
future development of the site.

Dear Mr. Kim:
On August 12, 1993, Fire Inspector Al Metzler met with you at the
above referenced address to inquire about the status of your
underground storage tanks at that location. He was informed by you
that the tanks have not been used and have been out of service for
approximately eighteen months. You also informed Inspector Metzler
that you were talking to a potential buyer of the business and
placing the tanks back in service..
Based on the information you provided, a letter from this
department was sent to you on August 18, 1993, requiring you to
have your tanks safeguarded.
Section 79.116(e) of the Uniform Fire Code 1991 edition states:
Underground tanks which have been out of service for a period of
one year shall be removed from the ground in a manner approved by
the chief and the site shall be restored in an approved manner.
When the chief determines that the removal of the tank is not
necessary, abandonment in place is allowed.
Please have your underground tanks removed by July 10, 1995. A
permit for tank removal must be obtained from the Tukwila Fire
Prevention Bureau and the Dept. Of Ecology must be notified 30 days
prior to removal of tanks.
