To ensure that the tank atmosphere has been inerted, one (1) pound of dry ice (Carbon Dioxide) per 50 gallon capacity of the tank must be inserted in the tank. (A 1,000 gallon tank would require 20 pounds of dry ice.) This should be done prior to the use of heavy equipment for excavating. (ECI) Environmental Services Division has completed the documen- tation\monitoring of the removal of two diesel underground storage tanks (USTs) and petroleum hydrocarbon contaminated soil at the Far West Taxi Facility located in Seattle, Washington. The closure consisted of the removal of two 1,000 -gallon USTs and associated piping and dispensers. Soil samples were obtained and analyzed during closure activities prior to the completion of the UST removal process. Groundwater was not encountered within the excavations during the closure activities. Soil- samples were analyzed during the closure activities for petroleum hydrocarbons in accordance with current Washington State Department of Ecology (WDOE) and U.S. Environmental Protection Agency (EPA) guidelines. Residual hydrocarbon concentrations in site soil after excavation were found to be substantially below Soil Cleanup Goals (SCG) permitted by WDOE guidelines. No further action is required at this site based on current applicable WDOE regulations. SCOPE OF WORK Based upon conversations and initial planning efforts with Mr. Sleister, the owners tank removal contractor, and following a preliminary site visit with Mr. Rod Williams, the owner of the site, ECI provided environmental consulting services to accomplish the closure of two diesel USTs located at this site. Our objective was to provide accurate information regarding the condition of the soil in the immediate vicinity of the USTs and to monitor the removal and disposal of each UST in accordance with applicable federal and Washington state regulations and guidelines. No other areas of the site were investigated. SITE CONDITIONS DURING CLOSURE ACTIVITIES Site Surface Conditions At the time of our field sampling effort the subject site was occupied by Far West Taxi Service. The site is located in Seattle, Washington as illustrated in the Vicinity Map, Plate 1, appended to this report. The Site Plan, Plate 2, appended to this report illustrates the location of USTs in relation to existing site features. The ground surface in the vicinity of the site varies from flat to very gently sloping to the southeast. Drainage is towards the interior of the site and removed by interior catch basins. The site is paved with asphalt. Earth Consultants, Inc. Al Sleister and Son Construction Co. July 5, 1989 E-4386 Page 2 Developed warehouse commercial properties and light industrial repair facilities boarder the property to the north, east and south. The west side of the site is parallel to East Marginal Way, South. Underground Storage Tank Identification and Locations The Far West Taxi site contains two cylindrical steel underground storage tanks. The owner's contractor informed us that the USTs dispensed diesel fuel product. The summary of conditions below will aid in understanding the location and size of each of the two USTs located at the site. UST No. 1 UST No. 1 is located in the western portion of the property as illustrated in the attached Site Plan, Plate 2, appended to this report. The UST at this location has a nominal volume of 1500 gallons. The owner's contractor informed us that the UST dispensed motor grade diesel fuel. UST No. 2 UST No. 2 is located directly west of the service bays at the facility as illustrated in the attached Site Plan, Plate 2, appended to this report. We were informed by the owner's contractor that the 1500 -gallon UST at this location has been used to store and dispense motor grade diesel fuel. UNDERGROUND STORAGE TANK REMOVAL OBSERVATIONS Activities of April 19, 1989. On April 19, 1989, Ms. A. Farkas representing ECI observed the removal of UST No. 1 and UST No. 2. Each of the USTs were constructed of steel with no external coating of asphalt compounds normally used in the industry for corrosion protection. The USTs were not cathodically protected. The condition of the USTs appeared to be within current industry standards with respect to installation procedures. All product transfer lines and associated plumbing were removed. The owner's construction crew removed the USTs intact after receiving a Certificate of Inertness from the Seattle Fire Department. After removal of the USTs, each of the two tank excavations were visually examined for the presence of hydrocarbons. Each excavation remained open during subsequent soil sampling and analysis. Al Sleister and Son Construction Co. , July 5, 1989 E-4386 Page 3 One composite soil sample was retrieved from the four walls along the bottom of the excavation formed by the removal of UST No. 1. Ms. Farkas did not observe any soil discoloration or an odor of petroleum hydrocarbons which would otherwise suggest that a release of stored product had occurred within the excavation formed by the removal of UST No. 1. The results of the soil evaluation is listed in Table A, appended to this report. Five soil samples were retrieved from the walls and bottom of the excavation formed by the removal of UST No. 2. Ms. Farkas did observe soil discoloration and a strong odor of petroleum hydrocarbons in the excavation formed by the removal of UST No. 2 which suggested that a release of stored product had occurred within the excavation formerly occupied by UST No. 2. Soil discoloration was noted approximately three to five feet below grade along the south wall of the excavation in the vicinity of the product transfer line. The results of the soil evaluation are listed in Table A, appended to this report. Activities of April 24, 1989 On April 24, 1989, Mr. R. Colombo representing ECI returned to the site to over -excavate the apparent contaminated soils and to obtain additional soil samples from the excavation formed by the removal UST No. 2. Approximately 15 cubic yards of material were removed from the walls and floor of the excavation until there were no apparent signs of discolored soils or odor of diesel fuel in the areas noted in the attached analytical section, Table A, appended to this report. During the excavation of contaminated soils along the south wall of the excavation by the owner's contractor, it was noted that an apparent leak in the product suction line had caused the observed release of product into the surrounding soils. The discolored area was completely excavated and soil samples were obtained from the south wall of the excavation for laboratory analysis. The results of the soil evaluation are listed in Table B and C, appended to this report. All stockpiled soils removed from the excavation in the vicinity of UST No. 2 were removed from the site by the owners contractor at the completion of the field sampling activities. Laboratory Analysis IR - EPA Method 418.1 Hydrocarbon analysis impart consisted of infrared spectrophotometry (IR) soil samples retrieved from the excavations. Supplemental silica gel separation for petroleum hydrocarbons ranging from C-4 to C-22 was also conducted. EPA Method 418.1 is the recommended method for the detection of these constituents as described in "Policies and Procedures for Underground Storage Tank Removal" draft statement dated August 1, 1988, issued by the WDOE. In an effort to obtain improved resolution keyed to detection of petroleum hydrocar- bons, a two -phased laboratory analytical process was employed. First, IR was used to evaluate Earth Consultants, Inc. Al Sleister and Son Construction Co. July 5, 1989 E-4386 Page 4 total hydrocarbon in the sample. Following this, silica gel was used to remove all polar compounds including fatty acids from the sample, leaving only the non -polar compounds consisting primarily of petroleum hydrocarbons for repeat analysis by IR, In simple terms, this method permits some differentiation of decaying vegetable and animal matter commonly found in soils from petroleum hydrocarbons. Current system detection limits are on the order of 5 parts per million (ppm) for hydrocarbons in soil and 1 ppm for water. TLC - Thin Layer Chromatography Thin layer chromatography consists of extracting hydrocarbons from the sample with methylene chloride, and placing a small spot of the extract on a prepared silica gel plate eluted with hexane. The plate is allowed to stand with its lower edge in the hexane until the hexane has migrated upward to within one centimeter of the upper plate edge. The plate is then dried and compared to a diesel #2 standard using iodine vapor visualization. Detection limits are approximately 50 ppm for soil samples and 2 ppm for water samples. CONCLUSIONS Underground Storage Tanks Based on the information developed thus far, it is apparent that soils in the vicinity of USTs No. 1 and No. 2 contain petroleum hydrocarbons at concentrations which do not exceed state and federal guidelines. Petroleum hydrocarbons which were detected in the excavation formed by the removal of UST No. 2 have been effectively removed and remaining soils are now below the current Washington State Department of Ecology (WDOE) Soil Cleanup Goal (SCG) level of 200 parts per million (ppm). SCGs are described in "Policies and Procedures for Underground Storage Tank Removal," draft statement dated August 1, 1988, issued by the WDOE. The removal of the USTs has been conducted in general accordance with recommendation presented in the American Petroleum Institute Bulletin # 1604 which serves as the industry standard endorsed by the EPA and the WDOE.
