HomeMy WebLinkAboutCSS 2023-04-10 Item 1C - Grant Acceptance - Emergency Management Preparedness Grant for Disaster Preparedness KitsCity of Tukwila Allan Ekberg, Mayor INFORMATIONAL MEMORANDUM TO: Community Services & Safety Committee FROM: Eric Dreyer, Chief of Police BY: Kayla Sainati, Emergency Management Coordinator CC: Mayor Ekberg DATE: April 10, 2023 SUBJECT: 21 EMPG Reallocation Grant—Acceptance Requested ISSUE The Police Department's Emergency Management Division is informing the Committee that it has been awarded the 2021 EM PG Reallocation Grant in the amount of $28,000 that will fund disaster preparedness kits for underserved populations within our community. BACKGROUND The Emergency Management Preparedness Grant (EMPG) will provide a minimum of 135 kits to families in the Tukwila School District that are low income and Limited English Proficiency who may not otherwise have the means to build an emergency kit. For information on the kits' proposed contents, please see attached supply list. DISCUSSION On February 20, 2023, Tukwila Emergency Management submitted a project proposal in the amount of $28,000 that would provide funding for disaster preparedness kits. The grant has a matching component, but in the form of a guarantee of EM staff's time to manage the grant and prepare the kits. No unbudgeted cash outlay is expected. As a reminder, The Emergency Management Preparedness Grant Program (EM PG) is a federal grant provided to local governments to assist in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended. The program's goal is to further assist communities in preparing for hazards in their community by providing funding for a range of projects, including public education, community preparedness, equipment purchases, and more. This goal is well -aligned with the mission of the Police Department's Emergency Management Division to make the Tukwila community more prepared for the disaster(s) we may experience, and thereby make the community more resilient to the consequences and impacts of disasters. If provided with approval for acceptance, the Police Department will be able to build and distribute preparedness kits to the community. Ultimately, helping some of our most vulnerable populations be more prepared. FINANCIAL IMPACT The expected incremental expense to the city is little to none. While the grant does require a matching component, it's structured such that Tukwila's contribution comes in the form of Emergency Management personnel's already -budgeted payroll expenditures for the time and effort the team will be spending managing the grant and assembling the preparedness kits. The 2021 EM PG Reallocation Grant will be considered unbudgeted revenue that is incremental the 2023 Revenue Budget. EM PG requires the matching component to demonstrate that our jurisdiction has invested in emergency management programs.
