MINUTES This meeting was conducted both on-site at Tukwila City Hall and virtually via Microsoft Teams. The phone number for public participation that was provided via the agenda distribution process was: 1-253-292-9750, access code 670077847# as well as a link to join the Microsoft Teams Meeting. COMMITTEE OF THE WHOLE CALL TO ORDERJPLEDGE OF ALLEGIANCE Council President Delostrinos Johnson called the Tukwila City Council meeting to order at 7:00 p.m. and Ied the audience in the Piedge ofAUegiance. OFFICIALS Present at the meeting were Council President Delostrinos Johnson (on-site); Councilnnembers Kathy Hougardy (on-site), De'Sean Quinn (on-site), Thomas McLeod (on'nibs). Mohamed Abdi (on-site), Tosh Sharp (on-site). Councilmember Kruller was not in attendance, CITY OFFICIALS David C|ine, City Administrator; Rachel Bianchi, Deputy City Administrator; Nora Gierloff, Community Development Director; Derek Speok, Economic Development Administrator; Vicky Cadaon, Finance Director; Tony Cullerton, Deputy Finance Director; Stacy Hansen, Human Services Program Coordinator; Pete Mayer, Parks and Recreation Director; Eric Drever, Police Chief; Eric Lund, Deputy Police Chief; Hari Ponnekonti, Public Works Director; Brittany Robinson. Public Works Grant Analyst; Joel Bush, Chief Technology Officer; Laurel Humphrey, Legislative Analyst; Andy Youn, Deputy City Clerk, LAND ACKNOWLEDGEMENT Counui|nlemberAbdi stated The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." PUBLIC COMMENTS 1. Dave Puki expressed concern regarding sound fiscal management from the City. He shared as a retiree; he is on a fixed income with increased costs of living and strives to spend and budget responsibly. The facilities built through the Public Safety Plan appear to be costly and extravagant. He urged the Council to be cautious of high costs with other City facilities. SPECIAL ISSUES a. An ordinance establishing a new Chapter 6.10 of the Tukwila Municipal Code entitled, "Compost Procurement." Hari Ponnokand, Public Works Director, indicated the draft ordinance adopts a policy for the procurement and use of compost as required by House Bill 1799. The City is also required to develop strategies to educate the public regarding compost and report to the Department of Ecology on even -numbered years. A resolution authorizing submission of an application for grant funding assistance for the Nelsen Side Channel Project. Brittany Robinson. Public Works Grant Analyst, stated the draft resolution is for submission of a grant application to the Washington State Recreation and Conservation Office for the Nelsen Side Channel Project. The grant infor $34U.00O,OOwith a 15% City match and would create levee setbacks, restore riparian habitat, provide additional flood storage, and provide public access to the Duwamish River, 7:17 p.m. Council President Delostrinos Johnson called for a 5 -minute recess due to technical difficulties involving the sound system.. 7:25 p.m Council President Delostrinos Johnson resumed the meeting. 7:26 p.m. Council President Delostrinos Johnson called for another 5 -minute recess due to continued technical difficulties, 7:38 p.m. Council President Delostrinos Johnson resumed the meeting and explained there is an issue with the audio equipment that is preventing sound from being heard for members of the public who are joining the Council meeting remotely. Consensus existed to adjourn the meeting and postpone items 4.b — 4.e to the next Regular Meeting for discussion and consideration, The following items were postponed to the next Regular Meeting d. e.
