ORDINANCE NO.
AN ORDINANCE ADOPTING A SALARY AND WAGE PLAN
FOR THE EMPLOYEES OF THE CITY OF TUKWILA.
WHEREAS, the employees of the City of Tukwila have
desired the implementation of a Salary Plan,
WHEREAS, the Tukwila City Council has revised the plan
as presented and find it satisfactory,
NOW, THEREFORE, the City Council of the City of Tukwila,
Washington, do ordain as follows:
Section 1. The Salary Administration Plan, attached as
reference, is hereby adopted.
Section 2. The Salary Administration Plan becomes effective
on January 1, 1977. All raises exceeding 10 percent will be granted
in two stages 10 percent effective January 1, 1977, and the balance
effective July 1, 1977.
Section 3. All employees will be placed in Step 1 of the
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, t1ASHINGTON,
and approved by the Mayor at a regular meeting thereof, this day
of MGcrch 1977.

In accordance with the authority vested in me as Mayor by RCW 35.24.210,
I hereby veto Ordinance No. 1010 passed by you on March 21, 1977, for the
following reasons:
1. The Treasurer was omitted from the plan.
2. The Administrative Assistant was omitted from the plan.
3. All personnel represented by bargaining units were omitted from the
plan.
4. The Court Administrator and Court Clerk grade levels were changed
from that which there was a consensus at the Executive meeting
held on February 9, 1977.
It is my recommendation that the Treasurer be added to the plan at salary
grade 4 and the Administrative Assistant be placed at salary grade 6.
I recommend thatall union personnel be added to the plan at the levels
established by the Prior study. One of the objectives of the study was
to integrate all the personnel in the City in one plan. The established
levels match the current negotiated levels very well. The plan would
provide a valuable tool to our labor negotiators in the future.
It is my recommendation that the salary levels established in committee be
granted. My information indicates that they were; Administrative Court Clerk I,
level 9; Court Clerk, level 12. I believe that the job descriptions for the
above positions support the salary level.
I recommended in my letter of January 31, 1977, and I continue to recommend
that all positions not authorized by the council be eliminated from the plan.
The salary level should be established at the time of position authorization.

The acceptance of the above recommendations will give a salary plan which
has only very minor deviation from the Prior study.
