Councilmen present were Stan Minkler, A.C. Radford, R.K. 'oyle and 2ichard Bowen. Frst order of business was a report given by Zepp, on a meeting held in the Renton City Hall, in regard to `;oil Conservation Program. A plan was prsented to control the flood waters on the lower Green, T River, by dredging the river to a width of 150' making it navagatable for barge traffic as far up the river as Orillia. Estimated cost would be 7.9/10 million doj_lars. It was pointed out that so much of the land in the valley lies below the -.i water level of the river, so the other recourse i.s to leave the river as is, with certain improvements, to the ditches, straightening the curves and the pumping the water from the low areas into the channel. It was also pointed out by the r' =_rmy 2ngineers that the amount of water that would have to be releases from the Howard Hanson Dam would vary depending on the weather. The dam was desigr_ed and built as a flood control project and that they always have to be prepared for any eventuality. Mr. ?;inters, County Engineer, Chairman closed the meeting by stating that a meet- ing would be called in the very near future of all sponsering agencies to discuss ways and means to raise money for further study Mr. Minkler :roved that all bills approved by the Finance coral ittee be allowed and warrants drawn up for their respective amounts, seconded by Lr. The Commission, under the State Taw, must follow certain directives co* r'on to all Civil Service Commissions. The first job given to the Commission wes to compile and eligibility list of men to enlarge the Tukwila Police Department under the Mayor's budget for 1963. Considerable time was spent in compiling the list of aaualifications which the applicants would be required to meet. Suggestions from the Police Chief, Police Committee and the City Council were studied and some were used. 107 Ads were placed and applicants were invited to apply. Four applications were received. In the screening only one was found to meet the minimum requirements. He in turn was given both the written and oral examination by the commission. He passed both and his recommendations were checker; and found to be good. Therefore, at this time the Civil Service Commission respectfully sumbits to the Mayor, Chief of Police and City Council the name of R ;B''R.T J. Dil T T whom they have declared eligible for the job of Patrolman, City of Tukwila Police Department. added note: As soon as possible after the first of the year more applicants will be invited to apply. We will try to keep an eligibility list of capable people from which the Chief, Mayor and Council may choose the people needed, our Police force grows. Mr. Bowen moved that council aprrove the Mr. Robert, J. Maxwell as patrolman, secohded by Mr. Minkler and carried. Mr. Doyle moved that Ordinance 373 relating to the licensing of Trade 'ti'rulant Devices be placed on its first reading, r'oconded by Mr. Winkler and carried. 'r. Pinkler moved that Ordinance 373 be placed on its `;.ecende reading, seconded by Mr. Radford and carried. Mr. Minkler moved that Ordinance 373 be placed on its third and final passage, seconded by Mr. Bowen and carried It was brought up at this time that the method and legally of dvertisenents for City purchases was in error, therefore the recently accepted bids for the ?treet Department truck must be returned. Mr. Radford moved that council re- advertise for bids on this street department truck, seconded by 7r. Bo een and carried. Mr. Doyle moved that Ordinance 374 relating to amending sections of )rdinance 204 be placed on its first reading, seconded by rir. 'inkier and carried. Mr. Bowan moved that Ordinance 374 be placed on its second reading, seconded by sir. Doyle and carried. Mr. Bowen moved that Ordinance 374 be placed or its third and final passage seconded by Mr. Doyle and carried. Mr. Minkler moved that Ordinance 375 relating to Amending sections of rdinance 215 be placed on its first rea,ding,seconded by Kr. Radford and carried. Mr. Doyle moved that Ordinance 375 be placed or its secondmt reading seconded by Fr. i- "inkier and carried.
