John B. Strander at 8:00 P.M. Councilmen present were Stan Minkler, A.C. Radford,
R.K. Doyle, Richard A. Bowen, William A. Aliment and E.W. Ives.
First order of business was the reading

of the minutes of the November 4th meeting,
Mr. Minkler moved that all hills approved
warrants drawn for their respective amounts,
are as follows:
The Treasurer's report was read and placed on file, approved as read. It was
moved by Mr. Doyle and seconded by Mr. Minkler that in the future the Treasurer's
report would be given out to each councilman, thereby the report will not be oral,
motion carried.
A publicrh earing was held at this time in regard to new equipment for the Street,
Water Sewer department. One bid was received from the Howard Cooper Corporation
in this regard Total cost of this Truck mounted earth excavator (including tax)
is $25,064.00 with delivery date within 90 days of order. This was turned over to
the Committee heads of the street, water and sewer departments for consideration
to be reported on at the meeting of December 2, 1963
Mr. Doyle moved that Ordinance 391 relating to the duties and salary of the
treasurer, be placed on its first reading, seconded by Mr. Bowen and carried.
Mr: Aliment moved that Ordinance 391 be placed on its second reading, seconded by
11r. Radford and carried. Mr. Bowen moved that Ordinance 391 be placed on its 3rd
and final passage, seconded by Mr. Aliment and. carried.
The Public Hearing on Assessment 7 was held at this time. As there were no written
protest and no one present at this meeting to protest Yr. Minkler moved that the
Public Hearing on L.ID. 7 be closed, seconded by Mr. Doyle and carried.
Officer Robert J. Maxwell and Officer Loyd C. Cooper were sworn in as permanent
officers of the Police department at this time, by Mayor Strander.
Mr. Bowen spoke to council in regard to the annexation request "received from a
Dorothy Bodie. Mr. George Ames from Skyway Reality spoke in regard to roads border-
ing t'nis tertian property. Mr. Mettler questioned the type of zoning for that area,
if annexed. Mr. Bowen moved that this property he considered with KiiiiiMebentative
approval, seconded by Mr. Aliment and carried.
A meeting by the Water Committee will be held with Mr. John Berkowitz of the State
Highway Department, this in regard to the water line under the Freeway crossing,
this meeting is scheduled for November 26, 1963.
Mr. Zepp reported on a bridge near the Foster Golf links, that is in need of repair.
King County will be willing to repair the complete bridge, with Tukwila's share costing
about $4,919.00 Mr. Zepp gave a detailed explanation of the work do be done. This
was turned over to the Street committee.
An excavation permit was issued to M.A. Cagale, Inc. this was accepted by council,
on Mr. Zepp's recommendations. This yearly permit will he is "ued with the stipulations
that there will be no blasting with a fence constructed if necessary. This was moved
and seconded by Mr. Doyle and Mr. Minkler. Motion carried. The City Clerk was asked
to write a letter informing M.A. Segale of the aforementioned stipulations in the
permit. Mr. Todd came before council for his request of rezone from R -1 to R -4

after a brief discussion Mr. Minkler moved that the Todd request be denied, seconded by
Mr. Doyle and carried. The meeting was adjourned to meet December 2, 1963
