CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
the absence of Mayor Ekber. Cynthia Delostrinos Johnson, Mayor Pro Tempore called the Regular
Meeting of the Tukwila City Council to order at 7:00 p.m. and led the audience in the Pledge of
Felipe Ayala, Administrative Support Coordinator, called the roll of the Council. Present at the meeting
were Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site); Kate Kruller (on-site), Thomas
McLeod (on-site), Cynthia Delostrinos Johnson (on-site); Tosh Sharp (on-site).
MOVED BY QUINN, SECONDED BY HOUGARDY TO EXCUSE COUNCILMEMBER ABDI FROM THE
MEETING. MOTION CARRIED 6-0.

LAND ACKNOWLEDGEMENT — Councilmember McLeod stated "The City of Tukwila is Iocated on the
ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters
and culture. We pay our respects to their elders past, present and emerging"
PUBLIC COMMENTS
Those wishing to provide public commenhad the opportunity to sign up via email by 5:00 p.m. today to
read comments verbally at the meeting. Mayor Ekberg asked those who had signed up to proceed with
their public comments.
1. David Puki thanked Councilmember Kruller for providing an answer to his question regardingUhe
estimated cost associated with the annexation into the Puget Sound Regional Fire Authority
(PSRFA). He asked for the City to remain neutral and transparent regarding this matter.
2. Janet Govea spoke in support of the Tukwila Renters Bill of Rights. She shared her experience as a
renter and emphasized the need for additional renter protections.
3. Peggy McCarthy shared her questions and comments on the proposed Regional Fire Authority (RFA)
annexation and Fire Benefit Charge (FBC). She will be submitting a public records request to the RFA
for financial statements and information on the senior exemption as it relates to the FBC.
4. Matthys Van Leeuwen, Real Estate Developer, is the owner of an empty lot near the Tukwila
International Boulevard Station that he is trying to develop. He reported that the property has been
used by trespassers for illegal activities and asked the Council for help in addressing this issue.

5. Joe Duffie suggested to the Council to hold a workshop to address the future of Tukwila. He
emphasized the importance of citizens having access to information and facts on matters that affect
the future of the City.
6. Krysteena Mann expressed her gratitude to the Council for how fondly the Tukwila Renters Bill of
Rights was received in committee meetings. She stressed the need for collaboration in addressing
other social issues affecting the community.
7. Dennis Martinez shared his concero regarding the currenvacancy on the Planning Commission
Boand, the drug possession law the legislature failed to pass, and Proposition No.1 for critical care
centers.
PRESENTATIONS
King County Regional Homelessness Authority (KCRHA) 5 -Year Action Plan and Sub -Regional
Implementation Plan. Abby Anderson, Sub -Regional Planning Specialist — South King County,
King County Regional Homelessness Authority
Ms. Anderon gave an overview of this topic. The 5 -year plan 5 the strategic roadmap to transform the
homelessness response system; From this plan 30 activities will be tailored to each subrogion, identified
in coUaboration with service providers, community partners, and City Human Services staff.
The Councilmembers exchanged comments and asked questions regarding the presentation.

CONSENT AGENDA

REPORTS
a. Mayor
The Mayor was not in attendance.
b. City Council
Councilmember Hougardy attended the Master BuilderElected Officials Reception event where
considerations of housing were discussed. She reported on the Planning and Community Development
(PCD) Committee meeting and the discussion regarding the renter protection policy proposals submitted
by the Tukwila Rider's Transit Union. The next step is forthe proposals to go to the City Attorney's Office
and back to the PCD committee based on input from the City Attorney.
Councilmember Kruller participated in the Washington State Auditor's Exit Conference and reported that
the City's financial standings were in order and passed the State audit with flying colors. She also
attended the Master Builder's Elected Officials event held in Tukwila. AddiUonaUy, she reported that the
Regional Gun Violence Team contacted her with a request for a letter of support for a federal grant to
support cross systomn, coUubonahon, and evaluation for regional gun violence efforts. Laurel will request
a draft Ietter for the Council to review and consider before the May 15 deadline. She participated in the
Puget Sound Regional Council (PSRC) third joint session on racial equity. This past weekend she spent
time with the Tukwila Emergency Communications Team (TECTeam) also known as the HAM radio
group. She suggested having the TECTeam attend a future Council Meeting to give an update on their
work. She also attended the Seattle Seawolves game and commended them for their outstanding
performance level.
Councilmember McLeod attended the Master Builder's Elected Officials reception event held at the
Museum of Flight. The Mayor of Bothell spoke about ways of creating more housing. He also attended
this past Seawolves game and encouraged other Councilmembers to attend future games.
c. Staff
David Cline, City Administrator, referenced the CA (CiAdministrator) Report, Monthly Construction and
Budget Report and offered to answer any questions. He provided information about the upcoming
Community Town Hall at the Justice Center scheduled for Thursday, May 4, 2023, at 6:00 p.m. The Town
Hall will focus on public safety concerns and ways the community can partner with the City. The event will
be hosted by Chief Dreyer and will also be streamed for those are unable to attend in person.
MISCELLANEOUS
Councilmember Sharp thanked Kirk Howard, a community member, for posting a link to a Fox13 News
article regarding the traffic cameras near Foster High School. The article noted that the Tukwila Police
Department has picked up 60 speeders within a particular time frame, which is an indicator the cameras
are accomplishing their purpose and that drivers need to slow down. Other cameras are being installed
near Tukwila parkn, which he is in support.
Council President Delostrinos Johnson indicated the South King Housing and Homelessness Partners
(SKHHP) is seeking feedback from each City Council part of SKHHP regarding the draf2024 workplan.
She encouraged the Councilmembers to review the draft workplan and provide their feedback to her or
Laurel byMay 9m.
Councilmember Quinn thanked City staff, including the Police Department, Human Services, Emergency
Operations Center, and Parks and Recreation for their presence and level of engagement with the
community at a Resource Fair that was held at his son's elementary school. He commented that this was
one of the biggest resource fairs he has ever seen, and the level of engagement was significant.

Councilmember Kruller praised the Tukwila Police Departmen(1 PD) for their swift action and follow up
on a hit-and-run incident that was witnessed and reported by a Metro Bus driver. The driver shared with
her that he was impressed by the high level of service he received and text updates regarding the case.
She gave another kudos to a Code Enforcement Officer who assisted a senior resident experiencing
issues meeting a deadline. She reached out to Code Enforcement on behalf of the resident and Jim
Too|e, Code Enforcement Officer, followed up directly with the resident and was able to reach a
reasonable outcome. She extended her appreciation to Code Enforcement Officers for the heart and
humanity they are able to bring to the neighborhoods.
EXECUTIVE SESSION — PotnUa| Litigation — Pursuant to RCW 42.30.110(1)(i). (60 minutes)
Mayor Pro Tempore Delostrinos Johnson announced the Council will now go into an Executive Session to
discuss:
Potential Litigation — Pursuant to RCW 42.30.110(1)(i). (60 minutes)
The total amount of time will be no more than 60 minutes, and no decisions will be made durithe
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.
She declared the meeting adjourned as of the conclusion of the Executive Session. The Executive
Session will not be extended beyond the announced time, and they will not be returning to open session
to adjourn or for any other reason.
9:06 p.m. Mayor Pro Tempore Delostrinos Johnson called for a brief recess to allow the Councilmembers
to convene a separate remote meeting.
