MINUTES This meeting was conducted both on-site at Tukwila City Hall and virtually via Microsoft Teams. The phone nurnber for public participation that was provided via the agenda distribution process was: 1-253-292-9750, access code 670077847# as well as a link to join the Microsoft Teams Meeting. COMMITTEE OF THE WHOLE CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President Delostrinos Johnson called the Tukwila City Council meeting to order at 7:00 p.m. and Ied the audience in the Piedge ofAllegiance. OFFICIALS Present at the meeting were Council President Delostrinos Johnson (on-site); Councilmembers Kathy Hougardy (on -she). De'Sean Quinn (on-site), Kate Kruller (on-site), Thomas McLeod (on-ai0s). Tosh Sharp (on-site). Councilmember Abdi was not in attendance. LAND ACKNOWLEDGEMENT Council President Delostrinos Johnson stated The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." AGENDA AMENDMENT Council President Delostrinos Johnson asked for consensus to amend the agenda to move item 4a, a presentation on the winners of the 2024 Recycling Program Youth Art Contest, to the first item on the agenda, CONSENSUS EXISTED TO AMEND THE AGENDA AS REQUESTED ABOVE. PRESENTATIONS (per agenda amendment) a. Winners of the 2024 Recycling Program Youth Art Contest. Nancy ENund, Long Range Planning Supervisor, introduced Phillip Tran, Recycling Education and Outreach Coordinator from Waste Management (WM), and explained the annual WM and Tukwila Earth Day Art Contest encourages students to reduce waste, reuse items, and recycle and is open to all K-12 students who live or go to school in the City. They presented an overview of the winning artwork. The Councilmembers congratulated the contest winners. Tukwila City Council Committee ufthe Whole Minutes May 8, 2023 Page 2 of 4 PUBLIC COMMENTS 1. Joe Duffie expressed appreciation for the level of community engagement at the recent Town Hall hosted by Police Chief Dreyer and referenced a recent presentation to the Council by the King County Regional Homelessness Authority. He commented on the upcoming elections and the role of elected officials. 2. Paul Coblentz reflected on a "ride -along" with the Puget Sound Regional Fire Authority (PSRFA) where he had the opportunity to see the FDCARES unit assisting an individual. He expressed his support of the PSRFA annexation proposition on the August 1, 2023 primary election. 3. Jovita McConnell served on the Future of Fire/Emergency Medical Services Community Advisory Committee. She relayed the Committee members thoroughly evaluated many options over a considerable time period prior to recommending annexation to the PSRFA. 4. Katrina Dohn served on the Future of Fire/Emergency Medical Services Community Advisory Committee and feels the decision to annex to the PSRFA ensures financial sustainability and a greater variety of high-quality fire services. She thanked Public Works for their rapid responses to complaints regarding graffiti. 5. Sally Blake served on the Future of Fire/Emergency Medical Services Community Advisory Committee which recommended annexation to the PSRFA. due to financial sustainability and noted the Fire Benefit Charge is calculated according to square footage and costs may not necessarily increase for residents. G. Peggy McCarthy served on the Future of Fire/Ernergency Medical Services Community Advisory Committee and commented the Renton Regional Fire Authority was one of the potential service providers considered which offered a CARES program. She expressed concern that annexation to the PSRFA will be disadvantageous. PRESENTATIONS (agenda amendment per page 1) b. An update on the FDCARES (Fire Department Community Assistance Referrals and Education Services) program. Chief Brian Carson, PSRFA, and Deputy Chief Aaron Tyerman, PSRFA, introduced the nurses on the FDCARES team and provided an overview of the FDCARES program, a community risk reduction program that works to improve the quality of health for community members. 7:47 p.m. 7:50 p.m.Councilmember Hougardy returned to the Council Chambers. Councilmember Hougardy exited the Council Chambers. c. A proclamation for Nurses Week. Mayor Ekberg read a proclamation designating May 7 — 13 as "Nurses Week" in the City of Tukwila. The Councilmembers thanked the FDCARES team for the vital services they provide to the community. SPECIAL ISSUES a. Financial considerations regarding annexation into the PSRFA (Puget Sound Regional Fire Authority). 8:08 p.m. Councilmember McLeod exited the Council Chambers. 8:10 p.m. Councilmember McLeod returned to the Council Chambers. David C|ine, City Administrahor, provided additional information on financial considerations regarding annexation to the PSRFA to include long-term fire and EMS services sustainability, increase in City Tukwila City CouncI Committeeof the Whle Minutes May U.2O28 Page 3of4 service |eve|s, more equitable allocation of funding fire sorvices, and reducing property taxes levied by the City. The Councilmembers asked clarifying questions and offered comments regarding public engagement and sound fiscal management. 8:38 p.m. 8:39 p.m.Councilmember Quinn returned to the Council Chambers. Councilmember Quinn exited the Council Chambers. b. An ordinance amending parking penalties. Eric Drever, Police Chief, and Eric Hines, Traffic Officer, indicated the draft ordinance updates language in various sections of Tukwila Municipal Code (TMC) Chapter S. "Vehicles and Traffic," relating to porkinQ, confirmation of vehicle reQiotnstion, impounds, and fines to improve clarity and match current processes. The Councilmembers asked clarifying questions regarding the proposed changes. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. c. Co -Responder contracts with Sound Health Eric Dnevor, Police Chief, explained following the success of the co -responder pilot program, Sound Hea|MhandthePo|iceDepartmentarepropoainghundingandcontinuaMonofhwononhactaforco- responders. The proposed contract for the current co -responder is through December 31, 2024, and the second co -responder contract is through December 31, 2023. The Councilmembers asked clarifying questions regarding data collection and funding for this program. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING CONSENT AGENDA. d. An amendment to the Interlocal Agreement with the Washington State Broadband Office for a Private LTE network for student internet access. Joel Bush, Chief Technology Officer, indicated since the Council's recent approval of an Interlocal Agreement with the Washington State Broadband Office to fund the deployment of a Private LTE Network for student internet access, an additional $400,000 has been made available to the City. The amended Interlocal Agreement reflects the new total of $1,400,000.00. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE SPECIAL MEETING CONSENT AGENDA DIRECTLY FOLLOWING THIS MEETING. e. Discussion on appointments to the Pro/Con Committees for the PSRFA (Puget Sound Regional Fire Authority) annexation election. Laurel Humphrey, Legislative Analyst, explained the City Council appoints up to three members each to Pro/Con committees tasked with writing statements for the Voters' Pamphlet. Names are due to King County Elections on May 12, 2023. The City received 4 applications for the Pro Committee and 3 applications for the Con Committee. Councilmember Kruller reported the Finance and Governance Committee received updates regarding capital facilities finaricing for the PubIic Works Campus, Phase 2 projectject and the monthly General Fund expenditures report. The Committee will be reviewing the Council Rules of Procedure at its nextmeeting. She attended an early breakfast in honor of National Day of Prayer, a discussion on the Blake Decision held by Sound Cities Association, and the Town Hall hosted by the Tukwila Police Department. She participated in a summit focus group through National League of Cities, Councilmember Sharp attended the Town Hall hosted by the Tukwila Police Department and thanked Police Chief Dreyer for eloquently addressing concerns from community members. c. Staff There was no report. MISCELLANEOUS Councilmember Kruller shared Senator Hasegawa is seeking input from the City regarding a new drug possession law that will be addressed in the upcoming May 16, 2023 special legislative session in response to the Blake decision. Council President Delostrinos Johnson relayed this topic will be on the May 15, 2023 Regular Meeting agenda for discussion, Councilmember Kruller acknowledged Public Service Recognition Week (May 7 — 13, 2023) and thanked all public servants for their essential contributions, ADJOURNMENT 9:13 p.m. COUNCIL PRESIDENT DELOSTRINOS JOHNSON DECLARED THE COMMITTEE OF THE WHOLE MEETING ADJOURNED.
