MINUTES REGULAR MEETING This meeting was conducted both on-site atTukwila City Hall and virtually via Microsoft TEAMS, The phone number for public participation that was provided via the agenda distribution process was: 1-253-292-9750, access code 670077847# to include a link to join the Teams Meeting. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the audience in the Pledge of Allegiance. Felipe Ayala, Administrative Support Coordinator, called the roll of the Council. Present at the meeting were Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site); Kate Kruller (on-site), Thomas McLeod (on-site), Cynthia Delostrinos Johnson (on-site), Mohamed Abdi (on-site); Tosh Sharp (on-site). LAND ACKNOWLEDGEMENT — Councilmember Abdi stated "The City of Tukwita is Iocated on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." PUBLIC COMMENTS Those wishing to provide public commenhad the opportunity to sign up via email by 5:00 p.m. today to read comments verbally at the meeting. Mayor Ekberg asked those who had signed up to proceed with their public comments. 1. David Puki asked for information on which City services Tukwila residents wilt have to pay for when they vote for the proposed annexation into the Regional Fire Authority (RFA). 2. Jan Mo|inarn, Mayor of Enumclaw, and President of Sound Cities Association (SCA), thanked the City of Tukwila for being a valued SCA partner. He invited the Council to an upcoming SCA networking event, and indicated there are multiple opportunities to serve on Regional Boards and 3. Greg Sherlock indicated the Sabey Data Center is once again emitting noise that is in violation of Tukwila's noise code. He proceeded to file a noise ordinance complaint. 4. Joe Duffie asked for prayers for Tukwila Police Officers, Firefighters, and City workers. He stressed Tukwila City Counal Regular Meeting Minutes May 15.2O23 Page 2nf4 PROCLAMATION A proclamation for Peace Officers' Memorial Day Mayor Ekberg read a proclamation declaring May 15 -May 22 as National Police Officer's Week and May 15 as Peace Officers' Memorial Day. PRESENTATIONS Black Home Initiative. Nicole Bascomb-GreenChapter President of Western Washington Roaltist;and Marty KooistraBlack Home Initiative Project Manager, Civic Commons Ms. Bascomb-Green and Mr. Kooistra provided an overview of the 7 -point Plan in South Seattle, South King County and North Pierce County to increase black homeownership in the Puget Sound Region. The Black Home Initiative (BHI) is part of Connecting Capital and Community(3C), a national project of the Center for Community Investment (CCI) that targets racial inequities at the core of the housing ecosystem. The Councilmembers exchanged comments and asked clarifying questions regarding the presentation and expressed their support for this initiative. 7:32 p.m. Councilmember Abdi exited the Council Chambers. 7:38 p.m. Councilmember Abdi returned to the Council Chambers. CONSENT AGENDA a. Approval of Minutes: 5/1/23 (Regular Mtg.); 5/8/23 (Special Mtg.) b. Approval of Vouchers #00403018'00403131 in the amount of $2'594.900.29 c. Approval of Sound Health Contracts: [Reviewed and forwarded to Consent by the Committee of the Whole on 5/8/23.] (1) Authorize the Mayorto sign a contract with Sound (formerly known as Sound Mental Health) in an amount not to exceed $102.000.00 for Co -Responder services through 12/31/2023. (2) Authorize the Mayor to sign a contract with Sound (formerly known as Sound Mental Health) in an amount not to exceed $102.000.00 for Co -Responder services through 12/31/2024. MOVED BY HOUGARDY, SECONDED BY QUINN THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7-0, UNFINISHED BUSINESS An ordinance amending Ordinance Nos. 1370 §1 (part) and 1502 §3, as codified at Tukwila Municipal Code (TMC) Section 9.32'020; Ordinance No. 1794 §1 (part) as codified in TMC Section 9.28.040; and Ordinance No. 2494 as codified in TMC Chapters 9.20 and 9.28' to update regulations regarding parking. MOVED BY MCLEOD, SECONDED BY KRULLER THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7-0. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASH|NG0N, AMENDING ORDINANCE NOS. 1370 §1 (PART) AND 1502 §3, AS CODIFIED AT TUKWILA MUNICIPAL CODE (TMC) SECTION 9.32.020; ORDINANCE NO. 17Q4G1 (PART) AS CODIFIED IN TMC SECTION 9.28.040; AND ORDINANCE NO. 2494 AS CODIFIED IN TMC CHAP|ERS 9.20 AND 9.28, TO UPDATE REGULATIONS REGARDING PARKING; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. MOTION CARRIED 7-0, TO ADOPT ORDINANCE NO. 2704. NEW BUSINESS Special Legislative Session on Drug Possession ("Blake fix"). In 2021, the state Supreme Court struck down the law thamade drug possession a felony punishable by up to five years in prison. In the case State v. B|ako, the court decided the law was unconstitutional. A stopgap bill that makes unlawful possession a misdemeanor on the third violation sunsets on July 1. Governor |nu|eo called for a special legislative session to begin on May 16 to focus on passing a new drug possession law. The Councilmembers discussed this issue, exchanged comments, and asked clarifying questions. REPORTS a. Mayor Mayor Ekberg shared that the International Rescue Committee will be hosting an event in Tukwila called World Refugee Global Village. The event is scheduled for June 24 and more information about the event will be forthcoming. b. City Council Councilmember Hougar ywiU be attending the South County Area Transportation Board (SCATBd) meeting. She emphasized the value of having Council representation at these Boards and Commission meetings. She will also attend the Equity and Social Justice Commission Retreat which will be joined by Jo Andernon, the City's new Inclusion and Engagement Manager. She announced there will be another committee that will have an opening for a Councilmember next year. On VVednouday, she will attend the Regional Transportation Committee through Sound Cities Association (SCA) where they will get input on innovative and flexible mobility services and Metro's capital toolkit for partners. Councilmember Quinn shared that there will be a Sound Cities Association (SCA) meeting on Wednesday, which Tukwila will be hosting at the Tukwila Community Center. Council President Delostrinos Johnson reported on the recenLodging Tax Advisory Committee (LTAC) Meeting. She thanked Eric Dreyer, Police Chief, and Brook Lamotha, Community Engagement Coordinator, for addressing some of the safety concerns hotel owners in the area brought up at the previous LTAC meeting. CouncUmomberKrul|er attended the Police Officer's Memorial Day event and expressed her appreciation for police officers and the work that they do. She reported on the National League of Cities (NLC) Railway Safety and Aviation Technology meeting. A leadership meeting is scheduled forJuly 18th through the 21st, and they are hoping to discuss drone activity. She indicated there is a vacancy on the Planning Commieaion, and applications will be accepted until June 25. As a sports fan, she shared her excitement about the fact that every sports team in Seattle that played a game last Sunday won the game, including the Seattle Kraken, Sounders, Mariners, Thunderbirds and Seawolves. Councilmember McLeod will be representing Tukwila at the Puget Sound Regional Fire Authority Board of Govemance meeting. He will stay focused on this as they move forward to an annexation vote. Councilmember Abdi was invited to speak with black students at Rainier Beach High School by the Assistant Principal. He is excited to engage with students and have great conversations about what it means to be civically engaged. He said participating in these speaking engagements with youth has been an honor for him. He wished a Happy Mother's Day to all the mothers and mother figures. He gave a special shout out to Rachel Bimnohi, Deputy City Adminintnatpr, and congratulated her for her new role at the City of Sammamish and expressed his appreciation for her leadership. The items discussed at the meeting were the South 152nd St Watermain Rep|ooemen(, Foster Point Bridge Rail Repair and Replacement, and the 42nd Ave Bridge Replacement projects. He announced the Journey Project will host a "Reentry Symposium" on May 24m at the Tukwila Community Center from 11:00 a.m. to 3:00 p.m. Some of the speakers are Andrew Hays, District Representative, Roger Goodman, Washington State House of Representatives, Brad Meryhow, A#omoy, Caire Wilson, Senator, and Mayor Ekberg. He read the Journey Project's Mission Statement per their request and provided information on how to register for the event. He encouraged the Counui|membmrs to attend the event. c. Staff David C1ine, City Administrator, referenced the CA (City Administrator) Report and offered to answer any questions. MISCELLANEOUS Councilmember Kruller referenced a recent request she received from the King County Gun Violence Program asking the Council to sign a Ietter of support forfederal funding to aid in gun violence prevention efforts. She stated the draft letter was received on Saturday and pointed out it was titled "letter of commitment" rather than "letter of support." She asked the Councilmembers for their thoughts on signing this letter. Councilmember Quinn indicated he will not participate as he works for King County. The Councilmembers exchanged comments and asked clarifying questions regarding the program's mission and goals. Council consensus existed to review the Ietter and notify the Legislative Analyst by Wednesday, May 17, at noon. 8:41 p.m. Councilmember Quinn exited the Council Chambers. 8:42 p.m. Councilmember Quinn returned to the Council Chambers.
