Chair Sharp called the meeting to order at 5:30 p.m. The Committee approved addressing the Local
Solid Waste Financial Assistance grant application as the first order of business. Chair Sharp also
noted staff distributed a walk-on item relating to a contract for encampment abatement.
A. Grant Application: Local Solid Waste Financial Assistance
Staff is seeking Committee approval to apply for the 2023-2025 Department of Ecology Local
Solid Waste Financial Assistance grant in the amount of $38,262.66 to support the city's
recycling activities.
Committee Recommendation
Unanimous approval.
I. PRESENTATIONS
Staff provided a status update on the development of the Transportation Element of the
Comprehensive Plan.
II. BUSINESS AGENDA
B. Resolution: 2024-2029 Transportation Improvement Program
Staff is seeking approval of a resolution to adopt the annual update of the Six -Year
Transportation Improvement Program.
Committee Recommendation
Unanimous approval. Forward to June 12, 2023 Committee of the Whole for Public Hearing.
C. Bid Award: 2023 Annual Overlay Program & South 119th Street Bridge Raised Crosswalk
Staff is seeking approval to award a bid to Lakeside Industries in the amount of $1,296,481.50
for construction of the projects.

D. Contract Amendment: 2023 Annual Overlay Program & South 119th Street Bridge Raised Crosswalk
Staff is seeking approval of Amendment 2 with KPG Psomas, Inc. in the amount of
$220,052.00 to include construction management and inspection services for the projects.

E. Bid Award: Andover Park West and 58th Avenue South Sewer Repair Project
Staff is seeking approval to award a bid in the amount of $1,193,891.38 for construction of
the project.

F. Consultant Selection: Wetland & Environmental Mitigation
Staff is seeking approval of a contract with Raedeke Associates Inc. in the amount of $43,000
for consultant services to fulfill plant establishment and monitoring requirements at the sites
associated with four completed projects.

G. Contract for Encampment Abatement
Staff is seeking approval of a contract with Belfor in the amount of $72,223.57 for abatement
of an encampment located near 13504 Tukwila International Boulevard.
