This meeting wasconducted both on-site ctTukwila City Hall and virtually via Microsoft TEAMS. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the audience in the Piedge of Allegiance. Felipe Ayala, Administrative Support Coordinator, called the roll of the Council. Present at the meeting were Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site); Kate Krul!er (on-site), Thomas McLeod (on-site), Cynthia Delostrinos Johnson (on-site), Mohamed Abdi (on-site); Tosh Sharp (on-site). LAND ACKNOWLEDGEMENT — Councilmember Hougardy stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." PUBLIC COMMENTS Those wishing to provide public commenhad the opportunity to sign up via email by 5:00 p.m. today to read comments verbally at the meeting. Mayor Ekberasked those who had signed up to proceed with their public comments. 1. David Puki stressed the importance for the public to hear arguments in favor and against the proposed annexation into the Regional Fire Authority (RFA). He asked for the opposing group to be given an opportunity to speak on this matter. 2. Joe Duffie expressed his concern with speeding and reckless driving near Foster High School and in front of his house. He agrees that the public needs to hear both sides of the issue regarding the proposed annexation into the RFA. 3. Artie Nosrati provided an update on the Tukwila Renter's Bill of Rights initiative. He read aloud letters from community members on renter issues and provided copies to the clerk. 4. Amy Kangas encouraged the Council to support and take quick action to pass the Tukwila Renter's Bill of Rights. PRESENTATIONS a. Introduction of the "Tukxv|a. Shahabbudin Niazi joined online and introduced himself to the Councilmembers. b. Get to know Puget Sound Fire — Fleet Program. Chief Brian Carson and Deputy Chief Mark Jones; Puget Sound Fire (PSF) Mark Jones, Deputy Chief with Puget Sound Fire (PSF), gave an overview on the Puget Sound Fire Fleet and Facilities Divisions and the major projects that are underway. The Councilmembers exchanged comments and asked clarifying questions. CONSENT AGENDA a. Approval of Minutes: 5/15/23 (fegularMtg.); 5/22/23 (Special Mtg.) b. Approval of Vouchers #00403172-00403267 in the amount of $866,775.34. c. Authorize the Mayor to sign a contract with Karen S. Lentz, PLLC, for prosecution semioas, in the amount of $14.000.00 per month. [Reviewed and forwarded to Consent by the Community Services and Safety Committee on 5/22/234 MOVED BY HOUGARDY, SECONDED BY KRULLER THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7-0. UNFINISHED BUSINESS Authorize the Mayor to execute contracts as necessary, subject to approval by the City Attomey's Office, for design and pre -construction work for the consolidated Public Works Phase 2 pnjaot, within a total project budget not to exceed $5,974,412.00 (includes contingency funds). MOVED BY N1CLEOO, SECONDED BY KRULLER TO AUTHORIZE THE MAYOR TO EXECUTE CONTRACTS AS NECESSARY, SUBJECT TO APPROVAL BY THE CITY ATTORNEY'S OFF|CE, FOR DESIGN AND PRE -CONSTRUCTION WORK FOR THE CONSOLIDATED PUBLIC WORKS PHASE 2 PROJECT, WITHIN A TOTAL PROJECT BUDGET NOT TO EXCEED $5,974,412.00 (INCLUDES CONTINGENCY FUNDS). MOTION CARRIED 7-0. REPORTS a. Mayor Mayor Ekberg toured one of the businesses in the City of Tukwila called Avalanche Energy, one of three businesses in the State of Washington that is looking at fusion technology for generating electrical power. On Fhday, Congressman Adam Smith and staff from the Tukwila Police Department talked to mental health professionals and others about the need for mental health assistance throughout the State and how things could be done differently. He thanked Congressman Smith for being present in the City during that time. b. City Council Councilmember Hougardy attended the 2023 Pediatric Interim Care Center's (PICC) Lunuheon, a fundraising event for the care of newborns withdrawing from prenatal drug exposures. She commended Eric Dreyer, Chief of Pu|ioe, for his ongoing role as the chair of PICC's advisory committee. She also attended the Sound Cities Association (SCA) dinner event and shared a conversation she had with John VNlaon, King County Assessor, about restructuring the way property taxes are assessed. She found this Tukwila City Coundl Regular Meetirig Minutes June 5, 2023 Page 3of4 concept intriguing and might invite him to give a presentation at a future Council meeting. She also attended an event that was hosted by Greater Seattle Partners (GSP) which is the Economic Development Council where they discussed the Regional Job Hub initiative. The purpose is to explore and enhance job hubs by connecting businesses and civic leaders and partnering with businesses, schools and cities that are trying to develop job talent. Council President Delostrinos Johnson reported she is part of an advisory board for the feasibility of a proposed outdoor public market between SeaTac and Tukwi|a, an effort led by Dave Upthegrove, King CountyCounci|member, and Hamdi Mohamed, Port of Seattle Commissioner. Although she was unable to attend their last mmeting, she believes they are looking for more people to taik with about the feasibility. She encouraged the Councilmembers to provide their perspective on this and suggestions on who they should talk with about this idea. Last week she attended all the 3' grade classes at Impact Public School to talk to students about the City Council and what City Counoi|mombnm do. The students were very eager and excited to learn about this work. The students also talked about the project they did on tiny homeo, which was a nice opportunity for her to share about the work Council did around that issue. Councilmember Kruller shared about her experience attending the Memorial Day Ceremony held at the Museum of Flight and highlighted the work of Michael Reagan, a Vietnam War veteran, artist, and speaker at the event. Mr. Reagan talked about his work creating custom hand -drawn portraits of fallen service members at the request of Gold Star Families. She is pleased with the gates installed at various Tukwila parks as they are proving to be effective in creating a safer environment and mitigating issues associated with after dark use and overnight occupancy. She attended a summit hosted by the King County -Cities Climate Collaboration that was focused on stormwater runoff. She is pleased with the discussions of building a new bridge in Tukwi|a, which utilizes natural soil filtration to filter stormwaer runoff. She gave a shoutout to the Tukwila Emergency Communications Team (TECTeam) for doing an inventory of City equipment this past weekend. The equipment was stored at different City facilities and the TECTeam loaded a trailer and hauled everything out to the Public Works Fleet and Facilities building to complete the inventory and return the equipment back into storage. She attended the Tukwila Regional Gun Violence Team meeting where they discussed having an event at the Tukwila Community Center (TCC) in July to give away 100 lockboxes for firearms to residents. She is happy the team is trying to step into Tukwila with concrete ways to make a difference. The National League of Cities (NLC) is preparing for a meeting in July which will feature this area. On Sunday she attended the Seattle Seawolves game against the Utah VVanioro, which the Seawolves won. She is excited for the playoffs and the fact that the first playoff game is going to be in Tukvi|a, which has never happened before. Councilmember McLeod gave an update on the Allentown Truck Reroute Project — Phase 2 Scoping Community Meeting that was held on May 23rd and reported that great discussions were had on the environmental impact study and the 5 alternate routes to be considered as this project moves forward. He addressed the public comment about elected officials discussing the RFA annexation at this meeting as he was in attendance, and he did not see that happen. He attended the Memorial Day celebration at the Museum of Flight and shared it was a touching and fascinating event. On May 30'h, he attended the Puget Sound Regional Council General Assembly with Mayor Ekberg and Councilmember Kruller to vote on a budget and other items on the agenda. On Thuruday, June 1s', he had the opportunity to be the Master of Ceremonies for the Tukwila School District's Staff Appreciation event, which was an honor for him to engage with teachers and staff and say thank you to them. He appreciates the work they do and is on board anytime there is an opportunity to honor them and say thank you. He commended the Parks and Recreation Department for the movie night event at the Foster Golf Links this past Saturday. Councilmember Abdi is going to be the Master of Ceremonies at a mental health eventfor the community at the Muslim American Youth (MAY) building on June 16th from 4:00 to 6:00 p.m. The event is open to the public and will cover various topics, and there will be free food and raffle prizes. He will hold a workshop on civic engagement and how to start a business with Josh Bindo, Lynnwood Councilmember, at Lynnwood City Hall on June 8'h from 5:30 to 7:00 p.m. The event is open to averyone, and youth are encouraged to attend. He thanked Council President Delostrinos Johnson and Laurel Humphrey, Legislative Analyst, for inviting him to be the Master of Ceremonies at the World Refugee Day event on June 24'h. The event will be held at Foster High School from 12:00 to 5:00 p.m., and there will be booths, perfnnnanoen, kids' auUviUos, intemational foods, and a market place. He is looking forward to the Juneteenth event scheduled for Saturday, June 17 at the Sullivan Center from 2:00 to 4:00 p.m. The Tukwila City Coundl Regular Meeting Minutes SullivanJune 5, 2023 Page 4 of 4 Center is hosting a free Lunchtime Concert Series on June 28th from 12:00 to 1:30 p.m. There will be Gansango West African music and dance and food from Spice Bridge. Councilmember Sharp reported on the Trnnpodm ionend Infrastructure Services (TIS) Committee meeting. The items discussed included the Transportation Element Update and the survey the City offered to residents to provide input on transportation needs and goals. Additionally, he reported on the 2023-2025 Local Solid Waste Financial Assistance grant application to supplement costs for the City's cleanup of homeless encampments; an update on the Six -Year Transportation Improvement Program; the installation of a raised crosswalk in Allentown at the intersection of the 5 119th Street pedestrian bridge; the Andover Park West and 58th Avenue South sewer repair; Wetland and Environmental Mitigation consultant setection; and homeless abatement at 13504 Tukwila International Boulevard. c. Staff David Cline, City Administrator, referenced the CA (City Administrator) Report and Monthly Construction and Budget Report and offered to answer any questions. He gave a shoutout to the Parks and Recreation staff for the concert and movie event that was hosted at the Foster Golf Links. Pete Mayer, Parks and Recreation Dineotor, will present to the Council the activities and events scheduled at various City Parks throughout this year at the next Council meeting. He reported on the Tukwila Police Department's Graffiti Abatement Program (GAP) as he volunteered last Sunday and gave a shoutout to Vic K4asters, Katrina Dohn, and all the volunteers that came out that day to help paint over graffiti. He commended Rachel 8ianohi, Deputy City Administrator, for her leadership and contributions to the City of Tukwila. He announced the City of Tukwila received the Community, Equity, and Inclusion award, a national award, for the work that Mn. Bianchi has done on equity and bringing inclusivity and belonging into our community. MISCELLANEOUS Councilmember Sharp commended Eric Onavmr, Chief of Po|ioo, for the graffiti removal event and asked what measures can be taken with respect to drivers cutting through Foster High School parking lot.
