CALL TO ORDERJPLEDGE OF ALLEGIANCE
Council President Delostrinos Johnson called the Tukwila City Council meeting to order at 7:00 p.m. and
led the audience inthe Pledge ofAllegiance.
OFFICIALS
Present at the meeting were Council President Delostrinos Johnson (on-site); Councilmembers Kathy
Hougardy (on-site), De'Sean Quinn (on-site), Kate Kruller (on-site), Thomas McLeod (on-site), Mohamed

LAND ACKNOWLEDGEMENT
COuncj|n`ember Quinn stated "The City of Tukwila is located on the ancestral lands of the Coast Salish
people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to
their elders past, present and emerging."
PUBLIC COMMENTS
1. Greg Sherlock provided an overview of previous noise complaints he has submitted and indicated
they remain unresolved. He stated he is submitting another noise complaint.
2. Joe Duffie offered a reminder regarding the upcoming annual Juneteenth commemoration that will be
taking place atthe Sullivan Center onJune 17mfrom 2:OUpm.-4:D0p.m.
PUBLIC HEARING
A resolution adopting the 2024-2029 Six -Year Transportation Improvement Program.
7:12 p.m. Council President Delostrinos Johnson opened the public hearing and called for a
staff report.
Cyndy Knihton, Senior Transportation Pjeo Manager, indicated the City is required to update its
Transportation Improvement Program (TIP) annually. The TIP functions as a financial planning document

Council President Delostrinos Johnson asked if there was anyone who wished to make a public comment

SPECIAL ISSUES
a. A resolution adopting the 2024-2029 Six -Year Transportation Improvement Program.
The Councilmembers asked clarifying questions regarding funding associated with the projectsonthe
plan.

b. King County Re+ Pledge for waste
Griffin Lerner, Public Works Analyst, and Amy Ockerlander, Government Relations Administrator with
King County Solid Waste, explained the Re+ Plan developed through King County in 2022 focuses on
improving reduction, recovery, and recycling efforts in the regional solid waste system. Local jurisdictions
and agencies are being asked to sign a pledge in support of Re+ zero -waste goals.
The Councilmembers asked clarifying questions regarding the pledge, strategic planning, and impacts of
composting.
7:55 p.m. Councilmember Abdi exited the Council Chambers.

c. A preview of Parks and Recreation Summer 2023 events and activities.
Pete Mayer, Parks and Recreation Director, and John Dunn, Recreation Superintendent, gave an
overview of the 2023 summer season featuring new and expanded activities, programming, and events
including First Fridays at Foster Golf Links, Sullivan Center Lunchtime Concerts, Juneteenth, Touch -A -
Truck, and the Mobile Recreation Program.
8:10 p.m. Councilnnember Abdi returned to the Council Chambers.
The Councilmembers offered comments regarding engaging the communhy, activation of parks, positive
feedback regarding the artwork on the Juneteenth commemoration poster and thanked staff for the
update,
d. A resolution suspending privately -initiated applications for annual amendments of the
Comprehensive Plan during the 2024 Comprehensive Plan periodic update and
implementation process.
Nora Gierloff, Community Development Director, explained the Growth Management Act (GMA) requires
the City to conduct a periodic review of its Comprehensive Plan and development regulations to ensure
changing conditions and new requirements are addressed. The City also has a process to allow
interested parties to submit an application for a rezone or text amendment to the City's Comprehensive
Plan. Due to the upcoming 2024 Comprehensive Plan periodic update and new requirements by the
State, staif are seeking approval to temporarily halt these smaller amendments until the end of 2024.

The Councilmembers asked clarifying questions regarding the temporary suspension of private
applications.

e. Consensus on 2024 Comprehensive PIan Public Engagement PIan.
Nancy Ek|und, Long Range Planning Manager, noted the City is required to establish procedures for early
and continuous public participation when updating its Comprehensive Plan under the Growth
Management Act, The draft Community Engagement Plan seeks to reach the breadth of the community
including traditionally underrepresented groups.
8:49 p.m. Councilmember Sharp exited the CouncU Chambers.
8:51 p.m. Councilmember Sharp returned to the Council Chambers.
9:00 p.m. Councilmernber Quinn exted the Council Chambers.
9:02 p.m. Councilmember Quinn returned to the Council Chambers.
The Councilmembers offered feedback on the draft plan including setting expectations and engaging the
community creatively.
f. A contract with BELFOR Property Restoration for homeless camp abatement at 13504 Tukwila
International Boulevard.
9:12 p.m. Councilmember Hougardy exited the Council Chambers.
9:14 p.m. Councilmember Hougardy returned to the Council Chambers.
Public Works has been collaborating with Tukwila Police Department for the mitigationandabaUamertof
a large homeless encampment at 13504 Tukwila International Boulevard. The proposed contract to clean
the camp is for $72,223.57.
The Councilmembers offered comments regarding tracking and potential recouping of costs, responding
humanely, and understanding the scope of mitigating homeless encampments across the City.

g. A resolution adopting revised City Council Rules of Procedure.
Laurel Humphrey, Legislative Analyst, provided an overview of proposed revisions to the City Council
Rules of Procedure. She highlighted amendments and additions based on outcomes from the 2023 City
Council retreat, alignment with current practices, continued incorporation of former operating procedures,
consequences, and minor housekeeping edits.
The Councilmembers offered comments to include ownership of the Rules of Pnroedune, its purpose as a
guiding documen1, retaining the spirit of engagement, aligning the rules with current pn/cesees, and the
timing of these revisions in light of upcoming Councilmember elections.
