COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Delostrinos Johnson called the Tukwila City Council meeting to order at 7:00 p.m. and
Ied the audience in the Piedge ofAllegiance.

Present at the meeting were Council President Delostrinos Johnson (on-site); Councilmembers Kathy
Hougardy (on-site), De'Sean Quinn (on-site), Kate KruUer(on'nihe). Thomas McLeod (on-site), Mohamed

LAND ACKNOWLEDGEMENT
Councilmember Kruller stated The City of Tukwila is Iocated on the ancestral Pands of the Coast Salish
people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to
their elders past, present and emerging."
PUBLIC COMMENTS
1. Dave Puki spoke on increased crime in his neighborhood and incidents that have occurred on his
property. He requested the Council's assistance in mitigating the crime.
2. Greg Sherlock provided additional information regarding previous noise complaints he has submitted.
3, Mary Sue Houser introduced herself as the Regional Manager of King County Library System (KCLS)
— Olympic region and shared KCLS is no longer charging fines for overdue items and expanding
Tukwila Library hours next month. She introduced members of the Tukwila Library Advisory Board.
4. Joe Duffie commented on the recent Juneteenth Commemoration which was well attended and well
organized. He expressed concern regarding potential financial impacts to residents as a result of
initiatives such as the King County solid waste Re+ Pledge that was discussed at a recent meeting
5. Verna Seal expressed concern regarding an abandoned property in Tukwila Village that would benefit
from being secured to protect the public.
G. Peggy McCarthy is a member of the Con Committee for Proposition No. 1 (Puget Sound Fire
Annexation Election). She commented on financial and operational impacts of annexing and not
annexing into the Puget Sound Regional Fire Authority.

PRESENTATION
Get to Know Puget Sound Fire (PSF): Accreditation
Division Chief Norm Golden of Puget Sound Fire (PSF) provided an overview of PSF's accreditation
through Center for Public Safety Excellence and Commission on Fire Accreditation International.
The Councilmembers asked clarifying questions regarding accreditation and standards for services.

SPECIAL ISSUES
a. A resolution adopting the South King Housing and Homelessness Partners (SKHHP) 2024
Work PIan and Operating Budget.
Claire Goodwin, Executive Manager of SKHHP presented the annual work plan and operating budget
that prioritizes expansion/preservation of affordable housing in South King County.
The Councilmembers asked clarifying questions regarding affordable housing projects, SKHHP, and the
work plan.

b. An ordinance modifying the adoption date for the 2021 State Building Codes.
Jerry Hight, Building Official, indicated the State Building Code Council (SBCC) is delaying the
implementation of the 2021 State Building Codes that were set to take effect on July 1, 2023, due to
pending litigation. The draft ordinance modifies the effective date of the City's building codes in alignment
with the SBCC.

c. A contract with Berger Partnership for master plans for Foster Park and Tukwila Community
Center, in an amount not to exceed $80,000.00.
Pete Mayer, Acting City Administrator/Parks and Recreation Director, and Kris Kelly, Recreation
Manager, explained the Berger Partnership has been selected to provide park master planning services
for Joseph Foster Park and Tukwila Community Center Park. These parks are two of the highest priority
park improvement project sites per the City's 2020 Park, Recreation and Open Space (PROS) Plan.

REPORTS
a. Mayor
Mayor Ekberg attended the Association of Washington Cities (AWC) Annual Conference last week. He
shared that the Federal government announced over $42 billion in broadband funding to each state for
high-speed internet infrastructure through the Broadband Equity Access and Deployment program.

Washington State will be receiving more than $1.2 billion in funding. Tukwila is one of only two cities in
the State that have been approved to develop a broadband solution towards digital equity.
b. City Council
Councilmember Hougardy commended Parks and Recreation staff for the recent Juneteenth
Commemoration and thanked Councilmember Quinn for his inspirational opening remarks. She attended
the AWC Annual Conference which included dialogue hubs and sessions on DEIB (diversity, equity,
indunion, and belonging), affordable housing, Council ro|otiona, digital equity, and more, She shared
AWC is an important resource as it serves and provides advocacy for every city in the State.
Counci|rnemberC)uinn is the Chair of the Washington State Criminal Justice Training Commission. He
reported more training facilities are continuing to open throughout the State following recent funding from
the State Legislature. He was honored to represent the City at the recent Juneteenth Commemoration.
Councilmember Kruller attended the Seattle Southside Chamber of Commerce's Public Safety Summit, a
Firemen's Pension Board meeting, a Transportation Policy Board meeting through Puget Sound Regional
Council, and the 2023 graduation ceremony for Foster High School. She volunteered with Maverick Cares
to provide families with supplies and food and attended an Open House at Fire Station 54, a Duwamish
Alive! Workshop regarding stormwater runoff, a World Refugee Fair at Foster High School, and the
Tukwila Children's Foundation's retreat. Representative Adam Smith hosted an Aviation Town Hall in Des
Moines regarding aviation noise and emissions. The Seattle Seawolves recently advanced to the Major
League Rugby Western Conference finals.
Councilmember McLeod attended the AWC Annual Conference and highlighted sessions focused on
managing difficult conversations with constituents and colleagues and essentials for successful council
meetings. The AWC Annual Conference offers valuable, organic opportunities to network with other
jurisdictions and elected officials. He attended the Open House at Fire Station 54. He thanked
Councilmember Quinn for his opening remarks at the recent Juneteenth Commemoration and for building
his understanding of how to honor and celebrate Juneteenth.
Councilmember Abdi thanked Councilmember Quinn for sharing his journey with attendees at the recent
Juneteenth Commemoration and gave kudos to staff for a successful event. He recently represented the
City at the World Refugee Fair at Foster High School, and participated in an event through the Muslim
Youth Association Foundation. He shared the Muslim community will be celebrating Eid on June 29,
2023.
Councilmember Sharp attended the recent Juneteenth Commemoration and commended Parks and
Recreation staff.
Council President Delostrinos Johnson participated in a South King Housing and Homelessness Partners
Executive Board meeting where they discussed guidelines for the 2023 Housing Capital Fund and
funding strategies. She attended a Lodging Tax Advisory Committee meeting.
c. Staff
Pete Mayer, Acting City Administrator/Parks and Recreation Director, highlighted the City will be sharing
information through social media regarding the discharge of legal consumer fireworks that begins June
29, 2023. He noted several upcoming events including camps, youth activities and programming, and
concerts.
MISCELLANEOUS
Following a requesfor more information from Councilmember McLeod regarding internet towers being
installed in neighborhoods, Joel Bush, Acting Administrative Services DirectorfChiefTechnology Officer,
explained as a result of receiving grant funding from the State Broadband Office, a Private LTE network is
currently being deployed in neighborhoods with the greatest need for additional internet connectivity
options. The grant requires the project be completed by June 30.

The Councilmembers asked clarifying questions regarding the installation and permitting processes for

Following a request from Councilmember Kruller, consensus existed to forward the safety issues raised
by Mr, Puki during public comments to the Community Services and Safety Committee for further
discussion.
Council President Delostrinos Johnson shared that John Garcia, a 17 - ear Foster High School student,
was shot and killed at a bus stop on 42nd Avenue South. A memorial service is planned at Bonney
Watson Funera Home on June 28.
