CALL TO ORDER Mayor Ekberg (on-site) called the Special Meeting of the Tukwila City Council to order at 9:53 p.m. directly following the Committee of the Whole meeting. ROLL CALL Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the meeting were Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site), Kate Kruller (on-site), Thomas McLeod (on-site), Cynthia Delostrinos Johnson (on-site), Mohamed Abdi (on-site), Tosh Sharp (on-site). CITY OFFICIALS Allan Ekberg, Mayor; Pete Mayer, Acting Deputy City Administrator/Parks and Recreation Director; Nora Gierloff, Community Development Director; Derek Speck, Economic Development Administrator; Vicky Carlsen, Finance Director; Tony Cullerton, Deputy Finance Director; Eric Lund, Deputy Police Chief; Hari Ponnekanti, Public Works Director; Joel Bush, Acting Administrative Services Director/Chief Technology Officer; Laurel Humphrey, Legislative Analyst; Andy Youn, Deputy City Clerk. CONSENT AGENDA a. Approval of Minutes: 6/5/23 (Regular Mtg.); 6/12/23 (Special Mtg.) b. Approval of Vouchers #00403268-00403377 in the amount of $1,577,164,12. c. Authorize the Mayor to sign a contract with MMS Consultants, Inc., operating as Billy Baroo's, for concessionaire services at Foster Golf Links for a 7 -year term. [Reviewed and forwarded to Consent by the Community Services and Safety Committee on 6/12/23.] d. Authorize the Mayor to sign a contract with Berger Partnership for master plans for Foster Park and Tukwila Community Center Park, in an amount not to exceed $80,000.00. [Reviewed and forwarded to Consent by the Committee of the Whole on 6/26/23.] An ordinance amending Ordinance No. 2702 §2 (part), as codified at Tukwila Municipal Code (TMC) Chapter 16.04, "Buildings and Construction," to modify the adoption date for updated State Building Codes. ORDINANCE NO. 2705. [Reviewed and forwarded to Consent by the Committee of the Whole on 6/26/23.] MOVED BY HOUGARDY, SECONDED BY MCLEOD TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED 7-0. UNFINISHED BUSINESS a. A resolution adopting a Six -Year Transportation Improvement Program (2024-2029), and directing the same to be filed with the State Secretary of Transportation and the Transportation Improvement Board. MOVED BY MCLEOD, SECONDED BY DELOSTRINOS JOHNSON THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 7-0. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ADOPTING A SIX-YEAR TRANSPORTATION IMPROVEMENT PROGRAM (2024-2029), AND DIRECTING THE SAME TO BE FILED WITH THE STATE SECRETARY OF TRANSPORTATION AND THE TRANSPORTATION IMPROVEMENT BOARD. MOVED BY QUINN, SECONDED BY KRULLER TO ADOPT THE PROPOSED RESOLUTION AS READ. MOTION CARRIED 7-0, TO ADOPT RESOLUTION NO. 2072. b. A resolution repealing Resolution Nos. 2022 and 2048; adopting revised City Council Rules of Procedure. MOVED BY HOUGARDY, SECONDED BY DELOSTRINOS JOHNSON THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY, MOTION CARRIED 7-0. Andy Youn, Deputy City Clerk, read the proposed resolution by title only. MOVED BY KRULLER, SECONDED BY ABDI TO ADOPT THE PROPOSED RESOLUTION AS READ. MOTION CARRIED 6-1, WITH SHARP VOTING NO, TO ADOPT RESOLUTION NO. 2073.
