Report to Council on project progress made to date.
BACKGROUND
In December 2022, HDR Inc. began work on the Allentown Truck Reroute Environmental Impact
Statement (EIS). The project objective is to consider alternative routes for the freight truck traffic that
accesses the Burlington Northern Santa Fe Railroad (BNSF) multi -modal facility through the Allentown
neighborhood, causing adverse effects such as noise, vibration, vehicle emissions, surface water
pollution, and unsafe conditions for pedestrians and bicyclists.
DISCUSSION
Project work to date includes:
• Data collection including: compiling maps, GIS files, and aerial photographs; reviewing and
assessing multiple Allentown truck reroute studies undertaken by the City over a period of
several decades; and assessing site conditions during field inspections.
• Pre -conceptual design including: evaluating previously developed alternatives; developing
new alternatives as per the project contract; preparing schematic -level plans that show both
new and previous alternatives; and evaluating the feasibility of each alternative based on rated
criteria.
• Public involvement including: collecting and processing public and stakeholder comments in
both electronic and printed form, and reviewing and categorizing comments by project
alternative and comment topic, working with City staff to determine public outreach objectives
and approach; preparing a public participation plan; meeting with the public and stakeholders to
establish working collaborations, preparing for and leading public outreach meetings;
developing public outreach materials such as the project website; social media posts, mailers,
flyers, display boards, informational handouts, newspaper notices, PowerPoint presentations,
and content for City publications like newsletters and the Hazelnut. Staff recently met with
BNSF's engineering team to have preliminary discussions on the five options.

Upcoming work:
• Evaluate the feasibility of alternatives considered to date by the project team, and select those
alternatives that will be considered for further study in the Draft EIS.
• Prepare the Draft EIS, which will include an in-depth description of alternatives, affected
environment, potential environmental impacts, mitigation measures, and significant unavoidable
adverse impacts to the Allentown community. The Draft EIS will also include preliminary
transportation engineering for alternatives, that will aid decision-making and help the project
team understand and manage potential environmental impacts.
• Continue to meet with the public and stakeholders to keep them abreast of project progress,
and continue to rely on the public comments we have collected to guide project decision-
making. In August, the project team will hold a workshop with BNSF to further engineer the five
alternatives.
FINANCIAL IMPACT
HDR's contract is within the Council -approved budget and still has $67,678.10 remaining in potential
contingency.
